APPROVING AGREEMENT WITH JOHN CAROLLO ENGINEERS FOR
PRELIMINARY ENGINEERING STUDIES RE SITE SELECTION FOR
ULTIMATE SOLIDS DISPOSAL IN ACCORDANCE WITH SLUDGE
MANAGEMENT PROGRAM FOR LA/OMA
A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF COUNTY
SANITATION DISTRICTS NOS.1,2,3,5,6,7 AND 11 OF
ORANGE COUNTY,CALIFORNIA,APPROVING AGREEMENT WITH
JOHN CAROLLO ENGINEERS FOR PRELIMINARY ENGINEERING
STUDIES RELATIVE TO SITE SELECTION FOR ULTIMATE SOLIDS
DISPOSAL IN ACCORDANCE WITH SLUDGE MANAGEMENT PROGRAM
FOR THE LOS ANGELES/ORANGE COUNTY METROPOLITAN AREA
(LA/OMA)

WHEREAS,the Boards of Directors of County Sanitation Districts Nos.1,2,
3,5,6,7 and 11 of Orange County,on October 8,1980,approved the Final EIS/EIR
relative to the proposed Sludge Management Program for the Los Angeles/Orange County
Metropolitan Area (LA/OMA);and,
WHEREAS,specific site selection for ultimate disposal of solids was deferred
until completion of preliminary engineering studies and a Supplemental EIS/EIR
evaluating the five potential sites in the Bee and Round Canyon vicinity of the
Irvine Ranch northerly of the El Toro Marine Corps Air Station;and,
WHEREAS,it is now deemed desirable to engage a consultant to proceed with
the preliminary engineering studies relative to site selection for ultimate solids
disposal;and,
WHEREAS,the Boards of Directors have heretofore adopted a policy establishing
procedures for the selection of professional engineering and architectural
services;and,
WHEREAS,pursuant to said procedures an agreement has been negotiated with
John Carollo Engineers for preliminary engineering studies relative to site
selection for ultimate solids disposal in accordance with the Sludge Management
Program for the Los Angeles/Orange County Metropolitan Area (LA/OMA);and,
WHEREAS,the Selection Committee established pursuant to said procedures
has certified the final negotiated fee for said services,which said certification
has been approved by the General Manager.
NOW,THEREFORE,the Boards of Directors of County Sanitation Districts
Nos.1,2,3,5,6,7 and 11 of Orange County,California,
DO HEREBY RESOLVE,DETERMINE AND ORDER:
Section 1 That the certain agreement dated December 10,1980 by and
between County Sanitation District No.1,acting for itself and on behalf of
Districts Nos.2,3,5,6,7 and 11 of Orange County,and John Carollo Engineers
for preliminary engineering studies relative to site selection for ultimate
solids disposal in accordance with the Sludge Management Program for the
Los Angeles/Orange County Metropolitan Area (LA/OMA),is hereby approved and
accepted;and,
Section 2 That payment for said services is hereby authorized in
accordance with the provisions set forth in said agreement on a cost plus
fixed-fee basis for a maximum amount not to exceed $65,800.00;and,
Section 3 That the Chairman and Secretary of District No.1,acting for
itself and on behalf of Districts Nos.2,3,5,6,7 and 11,are hereby authorized
and directed to execute said agreement in form approved by the General Counsel.
PASSED AND ADOPTED at a regular meeting held December 10,1980.
