APPROVING THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT
REPORT RE SEWERAGE IMPROVEMENTS FOR BIG CANYON DRAINAGE
AREA,AND CERTIFYING THAT SAID REPORT HAS BEEN COMPLETED
IN COMPLIANCE WITH THE STATE AND DISTRICT GUIDELINES
IMPLEMENTING ThE CALIFORNIA ENVIRONMENTAL QUALITY ACT

WHEREAS,in early 1976,the Board of Directors received a report by
its staff indicating deficiencies in the sewerage facilities serving the
Big Canyon drainage area,together with.a recommendation for a study to
determine the possible ways of alleviating the deficiencies;and,
WHEREAS,on June 9,1976,the Board of Directors received and filed
an Environmental Assessment prepared by the District’s staff concerning a
possible Back Bay Trunk Sewer (east side);and,
WHEREAS,on July 14,1976,the Board of Directors,by resolution duly
adopted,approved a negative declaration pertaining to the preparation of
plans and specifications for a Back Bay Trunk Sewer from Jamboree Pump Station
to Newport Dunes,generally in conformance with the District’s 1969 Master
Plan Report;and,
WHEREAS,on July 14,1976,the Board of Directors approved plans and
specifications for the Back Bay Trunk Sewer from Jamboree Pump Station to Newport
Dunes.Plans and specifications were for the construction of additional
facilities due to deficiencies in sewerage improvements located in the Big
Canyon drainage area;and,
WHEREAS,on November 9,1976,a Supplemental Environmental Assessment,
prepared by the District’s staff pertaining to the proposed Back Bay Trunk
Sewer,was received and filed by the Board of Directors with instructions
to prepare the necessary Environmental Impact Report relating thereto;and,
WHEREAS,on June 8,1977,the District’s Board of Directors approved
the revised plans and specifications for the proposed Back Bay Trunk Sewer;and,
WHEREAS,on July 16,1977,the Board of Directors received and filed
a summary of the project and proposed conditions for completion thereof,
pertaining to the Back Bay Trunk Sewer;and,
WHEREAS,the proposed project is within the coastal zone and,therefore,
subject to the State Coastal Act,thereby necessitating approval by the California
Coastal Commission,South Coast Regional Commission;and,
WHEREAS,upon completion of all environmental assessments,the District
submitted an application to the California Coastal Commission,South Coast
Regional Commission,requesting approval of the proposed construction of the
gravity-flow line,referred to as the Back Bay Trunk Sewer line;and,
WHEREAS,the South Coast Regional Commission approved the gravity line
for issuance of a coastal permit.Said approval was appealed and the
application was subsequently denied by the State Coastal Commission on
September 21,1977;and,
WHEREAS,in early 1978,the District’s staff had made determinations
that the deficiencies of the sewerage drainage facilities for the Big Canyon
drainage area were of serious and urgent nature and so reported such to the
Board of Directors;and,
WHEREAS,on September 13,1978,the Board of Directors of the District
received and filed a Project Report for the Big Canyon drainage area which
evaluated in greater detail other alternate methods for sewerage collection
for the Big Canyon drainage area than previously considered;and,
WHEREAS,on November 15,1978,the Board of Directors received and
filed a draft report on alternative facilities for the Big Canyon drainage
area;and,

WHEREAS,on November 15,1978,the Board of Directors approved a
Draft Environmental Impact Report for proposed alternative facilities,
including Jamboree Interceptor Sewer and Pump Station;and,
WHEREAS,on January 23,1979,the Board of Directors of the District
approved the Final Environmental Impact Report regarding the Big Canyon
drainage area and certified said report as being in compliance with the
State and District guidelines;and,
WHEREAS,on January 15,1980,the Board of Directors authorized
soliciting proposals for the preparation of a Supplemental Environmental
Impact Report needed;and,
WHEREAS,on August 5,1980,the District,through its consultant
retained to prepare the Supplemental Environmental Report,held an early
input meeting consistent with the requirements of law,and invited all
persons known to have an interest inthis project to participate and comment
on the forthcoming preparation of the draft report;and,
WHEREAS,on October 8,1980,the Board of Directors of the District
received and filed a Draft Supplemental Environmental Impact Report regarding
Sewerage Improvements for the Big Canyon Drainage Area,establishing a comment
period to close on November 7,1980.Copies of said report were presented
to the State Clearinghouse and mailed to all known interested parties;and,
WHEREAS,on October 10,1980,the District filed an application to
the California Coastal Commission,South Coast Regional Commission,for the
permit to construct the Back Bay gravity-line sewer;and,
WHEREAS,on October 14,1980,the District published in the Orange
Coast Daily Pilot,the Notice of Public Hearing on the Draft Supplemental
Environmental Impact Report;said public hearing to be held October 29,1980;and,

WHEREAS,on October 15,1980,the Notice of Completion of the Draft
Supplemental Environmental Impact Report was posted in four locations along
the project route;and,
WHEREAS,on October 29,1980,the District conducted a Public Hearing
to receive comments on the Draft Supplemental Environmental Impact Report,
at which time numerous persons were present and presented testimony relative
to the proposed project to the District’s Board;and,
WHEREAS,on November 7,1980,which was established as the last day to
receive comments on the Draft Supplemental Environmental Impact Report,written
comments were received by the Clerk of this Board,which written comments are
hereby received and filed and made a part of the record;and,
WHEREAS,on November 10,1980,a Final Supplemental Environmental
Impact Report was prepared,taking into consideration all comments received,
both verbal and written,which final report has been submitted to this Board
of Directors for its consideration.
NOW,THEREFORE,the Board of Directors of County Sanitation District
No.S of Orange County,California,
DOES HEREBY FIND,DETERMINE AND ORDER as follows:
Section 1 That each of the recitals set forth above are hereby
determined to be findings of this Board and are incorporated herein by
reference as though set forth at length hereat and shall be deemed substantive
provisions of this resolution;and,
Section 2 That the Final Supplemental Environmental Impact Report has
been completed in compliance with the California Environmental Quality Act of
1970,As Amended,the State guidelines.and the District’s adopted guidelines;and,
Section 3 That the Board has considered all testimony and evidence
submitted by interested persons pertaining to this project and has considered
each of the three alternative projects at length,taking into consideration the

relative mitigation measures available to each project,together with
the environmental impact created by each alternative project;and,
Section 4 That adequate mitigation measures have been established
to minimize the significant environmental effectsidentified in the Final
Supplemental Environmental Impact Report pertaining to the construction of
the Back Bay line;and,
Section 5 That pursuant to California Public Resources Code,
Section 30253,the project alternative of construction of the Back Bay line
is the alternative which provides the greatest minimization of energy
consumption;and,
Section 6 That the Final Supplemental Environmental Impact Report
regarding Sewerage Improvements for the Big Canyon Drainage Area,dated
November 10,1980,is hereby approved and certified,and the Board hereby
determines that it may proceed immediately to consider the proposed project
of the Back Bay Trunk Sewer for approval.
PASSED AND ADOPTED at a regular meeting of the Board of Directors
held November 12,1980.
