THEREOF
A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS
OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5,
6,7 AND 11 OF ORANGE COUNTY,CALIFORNIA,MAKING
A NEGATIVE DECLARATION RE HYDRAULIC RELIABILITY
IMPROVEMENTS AT RECLAMATION PLANT NO.1,JOB
NO.P1-3-2,AND PROVIDING FOR NOTICE THEREOF

The Boards of Directors of County Sanitation Districts Nos.1,2,3,5,6,
7 and 11 of Orange County,California,
DO HEREBY RESOLVE,DETERMINE AND ORDER:
Section 1 That the project concerning which this determination is made is
described as follows:
HYDRAULIC RELIABILITY IMPROVEMENTS
AT RECLAMATION PLANT NO.1,JOB NO.P1-3-2
Section 2 That an Initial Study and Environmental Impact Assessment,which
said study is attached hereto as Exhibit “A”,of the environmental effects of
said project have been undertaken and completed by the Districts,and the results
thereof have been reviewed by this Board;and,
Section 3 That,for the following reasons,it is hereby found that said
project will not have a significant effect on the environment and,therefore,
the Board hereby makes a negative declaration regarding the environmental impacts
of said project:
(a)It is not in conflict with environmental plans and goals
that have been adopted by the community where the project
is to be located.
(b)It does not have a substantial and demonstrable aesthetic
effect.
(c)It will not substantially affect a rare or endangered
species of animal or plant,or habitat of such a species.
(d)It does not cause substantial interference with the
movement of any resident or migratory fish or wildlife
species.
(e)It does not breach any published national,state or local
standards relating to solid waste or litter control.
(f)It will not result in a substantial detrimental affect
on air or water quality,or on ambient noise levels
for adjoining areas.
(g)It does not involve the possibility of cOntaminating
a public water supply system or adversely affecting
ground water.
(h)It could not cause substantial flooding,erosion or
filtration.
(i)It could not expose people or structures to major
geologic hazards.
(j)It is not likely to generate growth.
Section 4 That the Secretary be,and is hereby,authorized and instructed
to file a certified copy of this resolution and of the aforesaid Initial Study at
the Districts’office to be available for public inspection and copying.
PASSED AND ADOPTED at a regular meeting held March 12,1980.

INITIAL STUDY
EVALUATION OF ENVIRONMENTAL IMPACTS
This form shall be completed to comply with the Guidelines Implementing the
California Environmental Quality Act of 1970 As Amended and as adopted by the
County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange County,
California,dated April 25,1978.
Title and Location of Project Hydraulic Reliability Improvements at
Reclamation Plant No.1 —Fountain Valley,California
Description of Project Installation of Districts’rebuilt gas engines,new
gear boxes,new pump impellars,new grit removal equipment and~raising of side
walls all at the headworks facilities at Reclamation Plant No.1 to allow
and to insure hydraulic reliability.

ascertaining whether the proposed project might have a significant effect on
the environment,has reached the following conclusion:
x 1.The project could not have a significant effect on the environment;
therefore,a Negative Declaration should be prepared.
