HomeMy WebLinkAboutResolution 1980 - 0030RESOLUTION NO.80-30 A RESOLUTf ON OF THE BOARDS OF DIRECTORS 0?THE COUNTY SANITATION DISTRICTS OF ORANGE COUNTY.CALIFORNIA, COMMENDING THE HONORABLE GLENN H.ANDERSON,MEMEER OF THE SUBCOMItITTEE ON WATER RESOURCES •COMMITTEE ON PUBLIC WORKS AND TRANSPORTATION,U.S •HOUSE 0?REPRESENTATIVES WHEREAS,in connection with interpretation of the 1972 Amendments to the Federal Water Pollution Control Act,the Erwironniental Protection Agency had heretofore ruled that Section 304(d)(1)of Public Law 92-500 required a single definition of secondary treatment for publicly—owned treatment works throughout the United States regardless of topographical,climatic,or other physical factors;and, WHEREAS,said ruling would require the expenditure of $445 million by coastal communities in California in excess of the funding necessary to comply with the requirements of the ‘Water Quality Control Plan for the Ocean Waters of California”adopted by the State Water Resources Control Board;and, WHEREAS,said ruling would require an additional capi~tal expenditure of $80 million at the Orange County Sanitation Districts’facilities without measurable effect on the adjacent coastal waters;and, WHEREAS,the Honorable Glenn H.Anderson has consistently pressed for Federal water quality legislation which provides for measurable environmental improvements;and, WHEREAS,the Honorable Glenn H.Anderson was a member of the House Conference Committee to resolve the differences between the U.-S.House of Representatives and the U.S.Senate versions of the 1977 Amendments to the Federal Water pollution Control Act,Public Law 95—217;and, WHEREAS,the Honorable Glenn 14.Anderson was instrumental in maintaining Section 301(h)in the final draft of the 1977 Amendments to provide a procedure whereby coastal communities discharging to the marine environment could apply for waivers from the secondary treatment requirements,thereby saving the taxpayers millions of dollars in unwarranted expenditures.
