HomeMy WebLinkAboutResolution 1979 - 0029RESOLUTION NO.79-29-1 MAKING A NEGATIVE DECLARATION RE SEWAGE SLUDGE MANAGEMENT FACILITY,COYOTE CANYON LANDFILL IRVINE AREA,COUNTY OF ORANGE AND PROVIDING FOR NOTICE THEREOF A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO.1 OF ORANGE COUNTY, CALIFORNIA,MAKING A NEGATIVE DECLARATION RE SEWAGE SLUDGE MANAGEMENT FACILITY,COYOTE CANYON LANDFILL,IRVINE AREA,COUNTY OF ORANGE, AND PROVIDING FOR NOTICE THEREOF The Board of Directors of County Sanitation District No.1 of Orange County,California, DOES HEREBY RESOLVE,DETERMINE AND ORDER: Section 1 That the project concerning which this determination is made is described as follows:. SEWAGE SLUDGE MANAGEMENT FACILITY COYOTE CANYON LANDFILL IRVINE AREA,COUNTY OF ORANGE Section 2 That,whereas,an Initial Study and Environmental Impact Assessment,which said study is attached hereto.as Exhibit “A”, of the environmental effects of said project have been undertaken and completed by the District,and the results thereof have been reviewed by this Board;and, Section 3 That,for the following reasons it is hereby found that said project will not have a significant effect on the environment: (a)It is not in conflict with environmental plans and goals that have been adopted by the community where the project is to be located. (b)It does not have a substantial and demonstrable aesthetic effect. (c)It will not substantially effect a rare or endangered species of animal or plant,or habitat of such a species. (d)It does not cause substantial interference with the movement of any resident or migratory fish or wildlife species. (e)It does not breach any published national,state or local standards relating to solid waste or litter control. (f)It will not result in a substantial detrimental effect on air or water quality,or on ambient noise levels for adjoining areas. (g)It does not involve the possibility of contaminating a public water supply system or adversely affecting ground water. (h)It could not cause substantial flooding,erosion or siltration. (i)It could not expose people or structures to major geologic hazards. (j)It is not likely to generate growth. Title and Location of Project SEWAGE SLUDGE MANAGEMENT FACILITY,Coyote Canyon Landfill,Irvine Area,County of Orange Description of Project The proposed project is a drying/composting operation consisting of mixed dry sewage sludge and 80%wet sewage sludge that is mixed and aerated on a daily basis until the solids content reaches 35-50%.The • operation will process 350 cubic yards of 20%solids sludge a day on about 45 acres of an existing 660 acre sanitary landfill.
