RE AIR QUALITY MAINTENANCE PLAN
A RESOLUTION OF THE BOARDS OF DIRECTORS OF COUNTY
SANITATION DISTRICTS NOS.1,2,3,5,6,7 AND 11
OF ORANGE COUNTY,CALIFORNIA,DECLARING INTENT TO
ASSIST THE AIR RESOURCES BOARD RE DEVELOPMENT AND
IMPLEMENTATION OF AN AIR QUALITY MAINTENANCE PLAN
COVERING THE SOUTH COAST AIR BASIN
WHEREAS,it is state policy as a part of the Clean Water Grant program to
coordinate Water Quality Planning and construction activities with Air Quality
Planning activities,and
WHEREAS,Federal Regulations (40 CFR 35.925-14)require that wastewater
treatment works funded with federal funds comply with all pertinent requirements of
the Clean Air Act and other applicable federal,state and local environiuental laws
and regulations,and
WHEREAS,the Environmental Protection Agency in a policy statement to the
State Water Resources Control Board stated that grant applicants for federal funds
are expected to demonstrate that attainment and maintenance of the standards will not
be interfered with by the proposed project and the population it serves,and
WHEREAS,Orange County is a part of an Air Quality Maintenance Area because
of present and projected future air pollution problems,and
WHEREAS,the Clean Air Act requires that Air Quality Maintenance Plans be
prepared for all air quality maintenance areas,and
WHEREAS,the Air Resources Board intends to develop and implement such Air
Quality Maintenance Plans within the next 2-1/2 years in cooperation with local
government.
NOW,THEREFORE,IT IS HEREBY RESOLVED,DETERIIINED,AND ORDERED:
SECTION 1 That the County Sanitation Districts Nos,1,2,3,5,6,7 and 11
of Orange County shall render all reasonable assistance including information and
data within their statutory authority for the development and adoption of an Air
Quality Maintenance Plan and regulations pursuant thereto covering Orange County.
Section 2 The County Sanitation Districts of Orange County urge Orange County
and cities served by the Districts’wastewater systems to develop an air quality
analysis of their general plans and to identify and develop appropriate measures to
mitigate detrimental air quality impacts.
Section 3 Upon adoption of a~Air Quality Maintenance Plan and regulations
pursuant thereto,the County Sanitation Districts of Orange County shall render all
reasonable assistance within its statutory authority for the implementation of said
Plan.
IT IS HEREBY FURThER RESOLVED:
That County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange County,
strongly urge the Air Resources Board to expedite completion of said Air Quality
Maintenance Plan,as required,in order that the Sanitation Districts may determine
the inter-relationship of the intent of the Clean Air Act as it applies to the Water
Pollution Control Acts of the State and Federal Governments.
