RESOLUTION NO.69-32-7 APPROVING REIMBtmSEIVENT AGREEMENT (NOT MASTER PLAN A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO.7,OF ORANGE COUNTY,CALIF— ORNIA,APPROVING AND AUTHORIZING EXECUTION OF A SEWERAGE FACILITY REIIVmURSEMENT AGREEMENT WITH THE GALY CONSTRUCTION CORPORATION (COWAN HEIGHTS PUMPING STATION AND FORCE MAIN SEWER) The Board of Directors of County Sanitation District No. 7,of Orange County,California, DOES HEREBY RESOLVE,DETERMINE AND ORDER: Section 1 That the certain Sewerage Facility Reimbursement Agreement between County Sanitation District No.7,of Orange County, California,and Galy Construction Corporation,providing for reim— bursement by the District for Cowan Heights Pumping Station and Force Main Sewer,which said sewerage facility is more particularly described as: A sewage pumping station located in Grove Oak Drive Just northeasterly of Calm Hill Circle in Tract No. 4921,and 1714 L.F.of 6”A.C.Force Main from Grove Oak Drive to the intersection of Travertine Place and Cowan Heights Drive Is hereby approved and accepted;and, Section 2 That the Chairman and the Secretary of the District are hereby authorized and directed to execute said agreement on behalf of the District,In form approved by the General Counsel; arid, Section 3 That reimbursement In the total amount of $17,886.50 is hereby authorized to be made in accordance with the terms and conditions of said agreement and Schedules ?!A!I and UBrI attached hereto,from the Facilities Revolving Fund of the District. N SCHEDULE “AT TO RESOLUTION NO.69-32-7 BOYLE €tnd LOWRY ~onic~hing Engineers,A Joint Venture of BOYLE ENGINEERING &LOWRY AND ASSOCIATES P.0.Box 178 Santa Ana,California 92702 Telephone 547-4471 • January 19,1967 •County Sanitotion District No.7 • of Orange County P.O.Box 5175 Fountain Volley,California •Attention Mr.Fred A.Harper General Manager Gentlemen: Cowan Heights Pumping Station Reimbursement Study The pumping station is located in Grove Oak Drive just northeasterly of Calm Hit!Circle in Tract No.4921.Pumping capacity is provided by two four—inch pumps in series driven by 30 horsepower electric motors with the pumping shafts being rotated at 1,470 revolutions per minute.The total pumping head is approximately N 219.2 feet.Sewage From the station is pumped through a six—inch asbestos cement force main 1,720 feet in length at a rate of 180 gallons per minute and Finally discharged into a gravity sewer at the Intersection of Travertine Place and Cowan Heights Drive.The pumping station was originally buflt to serve the following tracts which are single family residential developments. Tract Number of Lots in Ira ct 4921 25 4967 27 5294 42 3914 Total 129 In relation to the number of original lots to be served,the pumping station is overdesigned from capacity standpoint.This is primarily due to the high static head of 210.8 feet which had to be overcome in order to discharge flow into the grovity sewer.The pumping units described above operating in series met the high head demand but in so doing provide 180 gallons per minute copocity which is in excess of that required for the four original tracts. - Schedule “A”—Page 1 -hAlT TO RESOLUTION NO.69-32-7 County SanitcUon District No.7 —2—January 19,1967 oi Orange County Presently there are a total of 50 homes from the four tracts and oporUon of Tract 1968 (Walsh Annexation)tied into the sewer colIe~tion system which empties into the pumping station.The pumps are running on average of one hour and 54 minutes each day at 180 gallons per minute thereby pumping approximately 20,500 gallons of sewage per day which averages out to 410 gallons per house per day. In determining what the excess capacity of the station might be in order to establish the total number of homes that could possibly be served,the following Criteria was used; 1.180 gallons per minute present pumping capacity is figured as the peok capacity of the station because of the lock of storage in the sewage system. 2.The ratio of peak to overage flow is 2.7 to 1 thereby giving an average flow 0F 66.7 gallons per minute. 3.At 66.7 gallons per minute,the average daily capacity of the station is 96,000 gallons. 4.At 96,000 gallons per day and 410 gallons per house per day,the total number of homes that can be seived by the station is 234. The pumping station is presently committed to serve a total oF 155 single family residential lots.One hundred twenty—nine of these are in the original four tracts and 26 lots in the Walsh Annexation.There are four lots in the Walsh Annexation which did not participate in the Serrine Drive sewer and consequently hove not paid reimbursement charges to the developers who built the pumping station.‘These four lots ore 31,32,33 and 34 of Tract 1968.When these lots are tied into the collection system,reimbursement charges will be in order.Since 155 lots are presently assigned to the station,there remains an additional 79 lots oF single family residential type which could be served.These units can be added on a first come First served basis or a first come first served basis with certain reservations for areas presently viithin the district.There ~s approximately 12 acres just to the north with the potential of about 18 homes using the existing lot to acreage yield experienced in the Four—tract developments which perhaps should have a priority for sewering into the pumping station since the land is owned by the developers who built the Cowan Heights Pumping Station.Also,there are opproximately 20 acres to the south (Holly Tree Lone area) within the district with a potential yield of 20 lots that are Feasible to sewer into the pumping station.Priorities could be assigned to these areas based on some sort of time commitments for tying in by the property owners.In the past two years,numerous schemes for potential developments have come to our attention for property in the area within and adjacent to the district boundaries that could sewer into the pumping stotion.However,at the present time,we do not know of any firm development program other than those tracts that we have mentioned that would possibly sewer into the pumping staton. S Schedule “A”—Page 2 SCHEDULE “A” TO RESOLUTION NO.69-32-7 County Sanitation District No.7 —3—January 19,1967 of Orange County In analyzing the bills submitted by the developer to the district for estoblhhment of the pumping Station and Force main costs,the bills For attorney Fees paid by the developer were felt not to constitute legitimate expenses for the construction of the pumping station and Force main.These fees for the most part are For services in onnexng the original four tracts into the district and For drawing up various legal documents not directly concerned with the pumping station.Several bills presented For pumping out the station were not considered as part of the pumping station construction costs.The costs incurred for construction of the pumping station and force main ore •summarized as follows: Construction 1.Pumping Station Plant $35,410.00 2.6”A.C.Force Main 1714 L.F.©4.95/L.F.8,486.78 3.Extra No.1 —Extra step in stairway of pUmping station.28.30 Subtotal $43,925.08 Engineering 1.Design and construction stoking by developer’s engineer 3,610.01 2.Plan checking and inspection by district’s engineer (3.5%of bond estimate of $40,240 ~$1,408.40)1,408.40 Subtotal 5,018.4i Miscellaneous 1.Energize pumping station (payment by developer to Southern California Edison)905.03 Subtotal 905.03 TOTAL $49,848.52 Schedule “A”—Page 3 SCHEDULE ‘~4’ TO~RESOLUTION NO.69-32-7 County Sanitation District No.7..4—January 19,~967 of Orange County Taking the total cost of $49,848.52 and dividing it by the maximum number of single family residential lots that can be served (234),a unit reimbursement cost of $213 per lot is derived.To this unit reimbursement cost should be added our fee of $210 for preparing this study on a prorated bask for those potential 83 units which will pay reimbursement fees.Thus the reimbursement fee per lot will be 5215.50. With a potential of 83 lots for partial recovery of invested funds,the developer could - possible receive $17,886.50 iF 83 unit connections were made during the term of reimbursement agreement with the district. We are returning the contractor’s invoice and ore available at your convenience to review the entire situation,iF you so desire.
