HomeMy WebLinkAboutResolution 1968 - 0031COUNTY SANITATION DISTRICTS OF ORANGE COUNTY,CALIFORNIA 962-2411 10844 ELLIS AVENUE,P.O.OCX 5175,FOUNTAIN VALLEY,CALIFORNIA,92708 RESOLUTION NO.68-31 RESOLUTION EXPRESSING OPPOSITION TO AB 723 AND AN 724 A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5,6,7,AND 11,OF ORANGE COUNTY,CALIFORNIA,EXPRESSING OPPOSITION TO ASSEMBLY BILLS 723 and 724 WHEREAS,County Sanitatinn Districts Nos.1,2,3,5,6, 7,and 11 serve and include most of the developed and populated areas of the county and all of the cities in Orange County except San Juan Capistrano and San Clemente;and, WHEREAS,these districts are continually constructing sewers,treatment plants and disposal works for sewage and indus trial wastes as public works;and, WHEREAS,these public works have required in the past five years an annual average expenditure of $4,65o,ooo of public monies in order to provide the necessary collection,treatment and disposal facilities for sewage and industrial wastes originating in Orange County;and, WHEREAS,A.B.723 and A.B.724 would materially affect and change the manner of contracting and the administration of contracts for public works: NOW THEREFORE,BE IT RESOLVED that County Sanitation Districts Nos.1,2,3,5,6,7,and 11 of Orange County do jointly and individually oppose A.B.723 and AB.724 for the reasons that if they are enacted the contracting of public works would be substantially complicated by reason of the split authority and responsibility and that the administration of such contracts would be made extremely difficult,all of which would result in substantially greater costs for public works,whic~i increased costs would not be reflected in better or more useful public works. Passed and adopted at a regular meeting of the Boards of Directors of each of said sanitation districts on the 10th day of April,1968. STATE OF CALIFORNIA) SS. Culver,Paul C.Furman,Paul J.Gruber,James Hock, Charles H.Long,Clifton C.Miller,Harry Miller,Thomas McMichael,Frank P.Noe,Rex A.Parks,Ellis N.Porter, A.J.Schutte,Robert Schwerdtfeger,Donald D.Shipley, Thomas 0.Speer,Glenn G.Walters,James Workman,Lindsley Parsons,and C.M.Featherly NOES:NONE ABSENT:NONE IN WITNESS WHEREOF,I have hereunto set my hand this 10th day of April,1968. •~~retryof t1~e Boards of Directors of County .4.4 Sanitation Districts Nos.1,2,3, 5,6,7,and 11,of Orange County, California RESOLUTION NO.68-32 OPPOSINO SENATE BILL 715 A JOINT RESOLUTION OF THE BOARDSOF DIRECTORS OF COUNTY SANITATION DISTRICTS NOS.1,2,3, 5,6,7 AND 11,OF ORANOE COUNTY,CALIFORNIA, OPPOSINO SENATE BILL 715 The Boards of Directors of County Sanitation Districts Nos.1,2,3,5,6,7 and 11,of Orange County,California, DO HEREBY RESOtJVE,DETERMINE AND ORDER: Section 1 The seven County Sanitation Districts of Orange County serve and include most of the developed and populated areas of the county and all of the cities in Orange County except San Juan Capistrano and San Clemente;and, Section 2 The composition of the Boards of Directors as now provided by the law,has provided an efficient,effective, and harmonious form of organization for their respective governing bodies;and, Section 3 Senate Bill 715 proposes to compel substantial and drastic changes in the composition of boards of directors of county sanitation districts which are deemed by the County Sanitation Districts of Orange County to be detrimental to the continued efficient,effective,and harmonious operation of these Districts and their cooperation with other county sanitation districts; NOW THEREFORE,BE IT RESOLVED that the County Sanitation Districts of Orange County do hereby oppose Senate Bill 715 and urge the members of the State Legislature to reject said Bill and preserve the existing provisions of law relating to composition of boards of directors of county sanitation districts.
