RESOLUTION OF COUNTY SANITATION DISTRICTS NOS.
1,2,3,5,6,7,AND 11 OF ORANGE COUNTY
CO}~MENDING JAMES B.STODDARD FOR HIS OUTSTANDING
CONTRIBUTIONS AND DEDICATION TO PUBLIC SERVICE
UPON HIS RETIREMENT AS A DIRECTOR OF COUNTY
SANITATION DISTRICT NO.5 AND OTHER COUNTY SANI
TATION DISTRICTS OF ORANGE COUNTY
WHEREAS,JAMES B.STODDARD,by virtue of his resignation
from the City Council of Newport Beach as of December 8,1965,
retired from the office of Director of County Sanitation District
No.5 of Orange County,and
WHEREAS,JAMES B.STODflARD has served as a Director of
County Sanitation District No.5 continuously from March 1955,and
as a Director of County Sanitation Districts Nos.6 and 7 for a
portion of said time,and
WHEREAS,during his tenure of office he has:
1.Substantially contributed to the guidance and orderly
development of the work of the joint administrative organization
of the County Sanitation Districts of Orange County,
2.Contributed,as chairman of County Sanitation District
No.5,a sound program for the orderly development of the sewerage
facilities required and to be required by said District,
3.Kept a careful watch on the financial obligations and
needs of County Sanitation District No.5 which he has helped to
coordinate with the expansion requirements of the District and has
assisted in the formulation of financial planning for the future
requirements of the District,
4.Compiled a detailed study entitled “A SURVEY OF THE
CAPACITY OF THE MP~RINE OUTFALL AND TREATMENT PLANTS OF THE COUNTY
SANITATION DISTRICTS OF ORANGE COUNTY;BENCH MARK AND ELEVATION
DATA DATED 1957,”commonly referred to as the “Stoddard Report,”
upon i~hich report many of the joint disposal projects,works and
requirements of the County Sanitation Districts of Orange County
have been based,
5.Demonstrated foresight and intelligence in keeping
abreast of and advised on the problems and development of the
sewerage and industrial waste treatment disposal requirements
appertaining to the County Sanitation Districts he has represented
and of Orange County generally,and
6.Been a warm and pleasant person to work with and a good
friend to all of the people working with the County Sanitation
District program in Orange County.
NOW THEREFORE,BE IT RESOLVED THAT the directors and staff
of the County Sanitation Districts of Orange County do accept his
resignation as a director with deep regret and with sincere appre
ciation for his generous service hoping that he will keep in touch
for a friendly visit and be available for consultation and advice
on special problems that may in the future arise.
