THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO 7 7 OF ORANGE COUNTY, CALIFORNIA, DOES RESOLVE AND ORDER AS 8 FOLLOWS: 9 That the Board of Directors of County Sanitation District No. 7 of 42.0 Orange County, California, having in open session on the 4th day of Dece - 1? ber, 1963, publicly opened, examined and declared all sealed proposals or 2.2 bids for the following work to be done and improvements to be made in said 13 sanitation district, to-wit: 14 The construction of sanitary sewers and all appurtenances and appur- 7 5 tenant work in '"ASSESSMENT DISTRICT NO. 4" in said County Sanitation Dis- 16 trict No. 7, all.as more particularly described in Resolution of Intention No. -01%.7 63-145-7, passed and adopted by said Board of Directors of County Sanitation 18 District No. 7 on the 26th day of September, 1963, and on file in the office of 19 the Secretary of said District. 20 For further particulars, reference is hereby made to said Resolution 21 of Intention No. 6 3-145-7 and to the plans, profiles and drawings on file in the 22 office of the Secretary of said County Sanitation District No. 7, and to the spe- 23 cifications for said work heretofore adopted by the said Board of Directors 24 and on file in the office of the Secretary of said District, and all of said plans, .25 profiles, drawings and specifications heretofore approved by the said Board of 26 Directors of County Sanitation District No. 7 are incorporated herein and made 27 a part hereof, and reference is hereby made thereto for a more particular 28 description of said work. - 29 Said Board of Directors has determined and declared that the contem- 30 plated work and improvement heretofore mentioned was, in the opinion of said 31 Board of Directors, of more than local or ordinary public benefit, and the said 32 Board of Directors has made the expense of said work chargeable upon a district. SANTA ANA.CALIFORNIA -1 1 For the particular description of said district, reference is hereby made to 2 said Resolution of Intention No. 63-145-7. 3 Said Board of Directors has determined and declared that serial bonds, 4 bearing interest at the rate of six per cent (616) per annum and extending over 5 a period ending nine (9) years from the second day of January next succeeding 6 the next September 1st following their date, will be issued hereunder in the 7 manner provided by the "Improvement Act of 1911, " being Part 5, Division 7 8 of the Streets and Highways Code of the State of California, to represent each 9 assessment of Fifty Dollars ($50. 00) or more remaining unpaid for thirty (30) 10 days after the date of recording the warrant. COUNTY SANITATION DISTRICTS OF ORANGE COUNTY, CALIFORNIA 2 ASSESSMENT DISTRICT NO. 4 i� 3 4 INSTRUCTIONS IN RE POSTING OF "NOTICE OF IMPROVEMENT": 5 A. The posting of the "Notice of Improvement" on the streets and along the 6 — line of the work must be completed at least ten (10) days prior to ,the date of the hearing. Since the date of hearing has been set• for f 7 f3 1963, the posting should be completed not later than 1963, and it would be well to have it completed even 8 prior to tKat,time. 9 B. . Section 5190 of the Streets and Highways Code provides that after the adoption of the Resolution of Intention, there shall be conspicuously 10 posted along the line of the contemplated work, at not more than 300 feet in distance apart, but not less than three (3) in all, notices of the 11 passage of the Resolution of Intention. Furthermore, Section 5191 provides that copies of the notice shall also be posted on all the open 1' streets within the district at not more than 300 feet in distance apart 13 on each street so posted. Your attention is called to Section 5197 of the Streets and Highways Code, 14 which provides that the notice to be posted in the field may consist of 15 copies of the Resolution of Intention. There is one requirement, how- ever. Copies of the Resolution of Intention to be posted in the field must be headed "NOTICE OF IMPROVEMENT" n letters not less than 16 one inch in heighth. 17 In the interest of economy, it is suggested that the Resolution of Intention be used as the Notice of Improvement and the printer will not need to set 18 it up two different times. As long as the printer will already have the 19 printing material set up for the newspaper publication of the Resolution of Intention, he can run off on cards or such other material as you pre- fer a sufficient number of the "Notice of Improvement" so that the same 20 can be posted in the field along the line of the work. The only thing that would need to be added to the Resolution of Intention would be to 21 add the words ."NOTICE OF IMPROVEMENT" at the ver>- top, in letters 22 not less than one inch in heighth. 23 It would be a good idea to have about a dozen a�tra copies of the Notice of Improvement made up so that we may have copies to attach to the 24 affidavit of posting. 25 C. The posting may be done by the Engineer of Work and he should sign the affidavit that the posting ha s been completed. Enclosed are the forms of 26 affidavit of posting to be completed and signed. A copy of the posted "Notice of Improvement" should be attached to each affidavit. File the 27 original with the Secretary; send one signed copy to C. Arthur Nisson, Jr., Attorney for the district; and send one signed copy to Jack J. The mailing must be completed at least fifteen (15) days prior to the date of the hearing. This post card notice must be mailed to each person owning real 19 — property proposed to be assessed for the improvement whose name and address appears on the :�st equal- :6-ad assessment roll of the 20 County of Orange, at such person's adci:ness as shown on such roll, or as may be know;: to the Secretary. In addition, a copy of said 21 notice must be mailed to each person, whether owner in fee or having a lien upon the legal or equitable interest in any lands proposed to be 22 assessed, who have filed their names and addresses and the desig- nation of the land in which they are interested with the Secretary. 23 If you need further information as to the persons to whom notices need to bt mailed and the requirements concerning the notice, 24 check Sections 5070, 5194 and 5195 of the Streets and Highways Code of the State of California. 25 C.
