ABANDONMENT OF ELLIS AVENUE FORCE MAIN
A JOINT RESOLUTION OF THE BOARD OF DIRECTORS
OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5,
6,7 AND 11 OF ORANGE COUNTY,FORMALLY ABANDON
ING THE ELLIS AVENUE FORCE MAIN AND ORDERING THE
VALUE THEREOF REMOVED FROM THE DISTRICTS’BOOKS
OF ACCOUNT
-WHEREAS,by means of an Agreement of Sale and Purchase dated
May 8,1957,with the City of Anaheim as agent for the Joint Outfall
Sewer,County Sanitation District No.3 of Orange County acquired
the Ellis Avenue Pumping Station and Ellis Avenue Force Main at a
total cost of $l2~,OOO.OO;and,
WHEREAS,by means of the Joint Ownership,Operation and Con
struction Agreement dated October 8,1958,as amended,said Pumping
Station and Force Main became a part of the sewage treatment and
conveyance facilities of all the Districts,parties to said Agree
ment;and,
WHEREAS,since 1959 said Force Main has been inactive and be—
cause of construction of other facilities is of no foreseeable
further use to the Districts;and
WHEREAS,on November 13,1963,a letter dated October 29,1963,
from the City of Fountain Valley was received and filed,and said
letter requested that the Boards of Directors of the County Sanita
tion Districts to formally relocate to conform to street grades as
•shown on the Master Plan of said City,or abandon said Force Main
and allow it to be removed from Ellis Avenue in connection with
street improvements thereto;and
WHEREAS,the present value carried on the Books of Account of
the Districts of said Force Main is $41,572.00.
Now,THEREFORE,IT IS RESOLVED AND ORDERED THAT:
Section 1.The Ellis Avenue Force Main,consisting of 7,600
feet of 18—inch steel pipe,be formally abandoned and declared of
Resolution No.63—167
no further service to the Districts.
Section 2.That the value of said Force Main1 in the amount
of $i4l~572.OO~be removed from the Books of Account of the Districts.
Section 3.That the City of Fountain Valley be notified by
means of a copy of this resolution that the Districts have no fur
ther interest in said Force Main1 and that it may be left in place,
removed and salvaged,or otherwise disposed of in connection with
street improvements to Ellis Avenue under the jurisdiction of the
City of’Fountain Valley.

Subject:Abandonment of Ellis Avenue force main
This is in reply to Mr,McDonald's letter of October
29 on the above subject.
Please be advised that on November 13 our Boards of
Directors adopted a formal resolution officially abandoning
subject force main and advising your City that it may be
left in place,removed and salvaged or otherwise disposed of
in connection with street improvements to Ellis Avenue.
A copy of the resolution is enclosed for your files.

SUBJECT;Proposed abandonment of the Ellis Street forced main
between Sanitation Plant No»1 and Bushard Streets
Gentlemen:
Reference is made to the above subject forced main in Ellis
Street and the necessity of relocating or lowering said main to
conform to the Master Plans of street grades and drainage for the
City of Fountain V^illey.Said forced main was installed by the
County Sanitation District by permit issued by the County of Orange
Under the conditions of the installation and permit,it ia the
responsibility of the District to relocate said main if and when
necessary as determined by the Agency in control of the street
right of way in which said main lies.
It has become apparent that in accordance with the master
plans described above,that it Is necessary at this time due to
subdivision development in the area that this forced main be re
located and we have contacted your General Manager in regard to
this matter.
It is my understanding Chat the Sanitation District does not
utilize this main at this time and that the relocation would be
extremely expensive.Therefore,we request that your Honorable
Body consider the abandonment of this main so that it may be re
moved by the developers and contractors as street lowering and
storm drain installation occurs along the limits described herein.
