HomeMy WebLinkAboutResolution 1959 - 0761RESOLUTION NO.761~j RESOLUTION ESTABLISHING EMPLOYEE POSITIONS AND FIXING SALARIES THEP~EFOR;AND AUTHORIZING THE EMPLOYNENT OF PERSONNEL The Board of Directors of County Sanitation District No.1 01 Orange County,California,resolves as follows: WHEREAS,this Board on November 12,1959 approved and adopted a certain report entitled “Personnel Policies and Practices,Orange County Sanitation Districts,July,1959”,prepared by Louis J. (5)That the General Manager,subject to approval by the Board of Directors,Is hereby authorized to employ persons to occupy the positions of Assistant General Manager and Secretary of the Joint -3- Administrative Organization and Secretary of County Sanitation District No.of Orange County,California,at the monthly salaries established by Provision (3). (6)That the General Manager is hereby authorized and directed to exercise supervision over all persons and to terminate,for cause, the employment of any person employed under the provisions of this resolution,except as provided by Provision (7). (7)That the Chairman of the Joint Administrative Organization and the General Manager are hereby •authorized and directed to exercise joint supervision over the person employed as Secretary of the Joint Administrative Organization and Secretary of County Sanitation District No.of Orange County,California and to terminate the employment of any person so employed,subject to the approval of the Board of DIrectors and of each of the other Boards of Directors of the County Sanitation Districts of Orange County,California,parties to the Joint Ownership,Operation and Construction Agreement,dated October 8,1958. (8)That each employee of the Joint Administrative Organization employed on the effective date of this resolution and who is assigned to a full time monthly position created in Provision (2)receive here by a salary increase of not less than four (4)percent over the salary each said employee received as of November 30,1959,and except as provided in Provision (ii),of not more than ten (10)percent over the salary said employee received as of November 30,1959. (9)That,to effectuate Provision (8),the General Manager is hereby authorized to assign to each employee of the Joint Admini strative Organization holding a full time monthly position established in Provision (2)a salary corresponding to one of the Step Rates established in Provision (1)and within the range established in Provision (2)for the position such employee occupies;provided that such salary,except as provided in Provision (10),does not result in an increase in salary of less than four (4)percent nor more than ten (10)percent over the salary such employee received as of November 30,1959. (10)That,upon a determination by the General Manager that an -4- employee employed on November 30,1959 is being assigned to a position of greater responsibility,the General Manager may assign to such an employee a salary resulting in an increase in salary of more than ten (10)percent over the salary such employee received as of November 30,1959. (11)That the part time and hourly positions established by Provision (2)are to be considered seasonal and intermittent,or both,in character,and that the General Manager is hereby authorized to employ personnel from time to time to fill such positions,as needed;at salary rates equal to or less than the rates specified in Provision (2)and without regard to the salary any employee employed on November 30,1959 at an hourly rate was receiving on that date. (12)That all new employees employed after the effective date of this resolution be employed at the first step rate hereinabove provided;that on recommendation of the General Manager the Boards of Directors may,by motion,authorize the assignment to such an employee the salary provided for by the second,third,fourth or fifth steprate for the position being filled, (13)That when,subsequent to the initial assignment of per sonnel to occupy the positions established in Provision (2),the General Manager determines that a vacancy in any such position should be filled by reclassification of a person already employed in a position for which a smaller range number is established than that of the position being filled,the General Manager is hereby autho rized to assign to such a person a salary corresponding to one step rate above that which such employee was receiving prior to his reclassification or to the first step rate for the position being filled,whichever is greater. -5- (14)That for each employee of the Joint Mministratlve Organi zation employed in a full time monthly position established in Pro vision (2)there shall be established a salary anniversary date,which in the case of employees employed on the effective date of this resolution shall be July 1;and which in the case of new employees employed after the effective date of this resolution shall be the first day of the month after an employee completes the first six months of service;and which,in the case of employees reclassified as provided in Provision (13),shall be the first day of the month after. such an employee completes twelve (12)months of service after re classification. (15)That thirty (39)days prior to the salary anniversary date of each employee as established in Provision (14),the General Manager shall cause to be made a review of such employee’s performance on the job and in the case of an employee receiving a salary represented by the first or second step rates for the position occupied the General Manager shall assign to each such employee a salary representing the next higher step rate,effective on the employee’s anniversary date; and in the case of an employee receiving a salary represented by the third or fourth step rate for the position occupied,the General Manager shall request the supervisor of such an employee to report as to his performance on the job and to make a recommendation as to an increase in salary,and only In the event the supervisor so reports and recommends favorably,and the General Manager concurs,the General Manager shall assign to such an employee a salary representi~gthe:~ next higher step rate,effective on the employee’s annlversary.date. (16)That this resolution shall become effective December 1, 1959;provided however,that salary increases to individual employees employed on November 30,1959 and resulting from the provisions herein, be made retroactive to July 1,1959;and that such employees be paId such retroactive pay in a lump sum individually itemized on a special payroll. (17)That any and all prior resolutions and motions or portions thereof in conflict herewIth be and are hereb~r.repealed and of no further effect. (10)That,upon a determination by the General Manager that an -4- employee employed on November 30,1959 is being assigned to a position of greater responsibility,the General Manager may assign to such an employee a salary resulting in an increase in salary of more than ten (10)percent over the salary such employee received as of November 30,1959. (11)That the part time and hourly positions established by Provision (2)are to be considered seasonal and intermittent,or both,in character,and that the General Manager is hereby authorized to employ personnel from time to time to fill such positions,as needed;at salary rates equal to or less than the rates specified in Provision (2)and without regard to the salary any employee employed on November 30,1959 at an hourly rate was receiving on that date. (13)That when,subsequent to the initial assignment of per sonnel to occupy the positions established in Provision (2),the General Manager determines that a vacancy in any such position should be filled by reclassification of a person already employed in a position for which a smaller range number is established than that of the position being filled,the General Manager is hereby autho rized to assign to such a person a salary corresponding to one step rate above that which such employee was receiving prior to his reclassification or to the first step rate for the position being filled,whichever is greater. -5- (1)4)That for each employee of the Joint Administrative Organi zation employed in a full time monthly position established in Pro vision (2)there shall be established a salary anniversary date,which in the case of employees employed on the effective •date of this resolution shall beJuly 1;and which in the case of new employees employed after the effective date of this resolution shall be the first day of the month after an employee completes the first six months of service;.and which,in the case of employees reciassifiedas provided in Provision (13),shall be the first day of the month after such an employee completes twelve (12)months of service after re classification. (10)That,upon a determination by the General Manager that an employee employed on November 30,1959 is being assigned to a position of greater responsibility,the General Manager may assign to such an employee a salary resulting in an increase in salary of more than ten (10)percent over the salary such employee received as of November 30,1959. (11)That the part time and hourly positions established by Provision (2)are to be considered seasonal and intermittent,or both,in character,and that the General Manager is hereby authorized to employ personnel from time to time to fill such positions,as needed;at salary rates equal to or less than the rates specified in Provision (2)and without regard to the salary any employee employed on November 30,1959 at an hourly rate was receiving on that date. (12)That all new employees employed after the effective date of this resolution be employed at the first step rate hereinabove provided;that on recommendation of the General Manager the Boards of Directors may,by motion,authorize the assignment to such an employee the salary provided for by the second,third,fourth or fifth step rate for the position being filled, (13)That when,subsequent to the initial assignment of per sonnel to occupy the positions established in Provision (2),the General Manager determines that a vacancy in any such position should be filled by reclassification of a person already employed in a position for which a smaller range number is established than that of the position being filled,the General Manager is hereby autho rized to assign to such a person a salary corresponding to one step rate above that which such employee was receiving prior to his reclassification or to the first step rate for the position being filled,whichever is greater. -5- (14)That for each employee of the Joint Administrative Organi zation employed in a full time monthly position established in Pro vision (2)there shall be established a salary anniversary date,which in the case of employees employed on the effective date of this resolution shall be July 1;and which in the case of new employees employed after the effective date of this resolution shall be the first day of the month after an employee completes the first six months of service;and which,in the case of employees reclassified-as provided in PrOvision (13),shall be the first day of the month after such an employee completes twelve (12)months of service after re classification. (15)That thirty (3Q)days prior to the salary anniversary date of each employee as established in Provision (14),the General Manager shall cause to be made a review of such employee’s performance on the job and in the case of an employee receiving a salary represented by the first or second step rates for the position occupied the General Manager shall assign to each such employee a salary representing the next higher step rate,effective on the employee’s anniversary date; and in the case of an employee receiving a salary represented by the third or fourth step rate for the position occupied,the General Manager shall request the supervisor of such an employee to report as to his performance on the job and to make a recommendation as to an increase In salary,and only in the event the supervisor so reports and recommends favorably,and the General Manager concurs,the General Manager shall assign to such an employee a aalary representing.the.~: next higher step rate,effective on the employee’s anniversary date.
