HomeMy WebLinkAboutResolution 1959 - 0625RESOLUTION NO.625-1 JOINT RESOLUTION OF TIE BOARDS OF DIRECTORS OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5,6,7 AND 11 OF ORANGE COUNTY,CALIFORNIA,OPPOSING ASSEMBLY BILL NO.1974,CALIFORNIA LEGISLATURE 1959 REGULAR SESSION,IN ITS PRESENT FORM WHEREAS,there has been introduced into the California Legisla ture,1959 regular session,Assembly Bill No.1974 which would amend Sections 13002,13022,13025,13041,13042,13052,13054,13055,and 13060 of,to add Sections 13000.1,13000.2,13000.3,13000.4,13020.1, 13022.1,13026,13052.1,13054.1,13054.2,13054.3,13054.4,13054.5, 1305)4.6,1305)4.7,1305)4.8,13055.1,13055.2,13065 to,and to add Article 4 (commencing at Section 13080)to Chapter 4 of Division 7 of, the Water Code,and to add Section 5652 to the Fish and Game Code, relating to water pollution;and WHEREAS,said amendments,if enacted,would radically alter the present water pollution control program in the State of California; and WHEREAS,it is believed that the original creation of Regional Water Pollution Control Boards recognized the accepted premise that each Region has problems peculiar and unique unto itself and that these are best dealt with on a regional level rather than at a centralized statewide level;and WHEREAS,said present water pollution control program has functioned efficiently and smoothly since its enactment in 1949 and has provided a reasonable degree of water pollution control with a minimum of governmental expense and a maximum of local control;and WHEREAS,these Districts have,during the present water pollution control program,jointly expended a total of approximately $10,000,000 for waste treatment and disposal facilities and are currently expending approximately $1,500,000 annually for such facili ties,and by such expenditures and planning under requirements of the Santa Ana Regional Water Pollution Control Board have consistently -1— fulfilled their obligation to said Board and to the public at large with respect to maintenance of satisfactory water quality in the waters of the State, NOW,THEREFORE,the Boards of Directors of County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange County do hereby jointly resolve as follows: 1,That the amendments proposed to the existing Water Pollution Control Act by Assembly Bill No.1974,California Legislature 1959 regular session,are not necessary to the effective control of water pollution and would,if enacted,result in a destruction of the principal of local control and would add to the expense of water pollution control within this State without increasing the effect iveness of such control. 2.That the General Manager and the General Counsel be and they are hereby authorized and directed to make such representation as is necessary to the California Legislature in opposition to said Assembly Bill No.197~4 in its present form. 3.That the General Manager be and he is hereby authorized and directed to forward copies of this resolution to members of the Legislature from Orange County and to the appropriate public and private organizations in Orange County having an interest in water pollution control and to solicit their support in opposition to said Assembly Bill No.19724 in Its present form. The above and foregoing Resolution No.625 was passed and adopted by each of the Boards of Directors of the County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange County,Calirornia, at a regular joint meeting of said Boards held on the 8th day of AprIl,1959. A.H.r~1eyera and WtUts fl.Warner NOES:Directors None ABSENT:Directors None IN WITNESS WHEREOF,I have hereunto set my hand and affixed the official seal of County Sanitation District No.?of Orange County, California,this 8th day of April,19 59 ~~ Ora Mae Merritt,Secretary of The Board of Directors of County Sanitation District No.7 Of Orange County,California RESOLUTION NO.625—11 JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF COUNTY SANITATION DISTRICTS NOS.1,2,3,5,6,7 AND 11 OF ORANGE COUNTY,CALIFORNIA,OPPOSING ASSEMBLY BILL NO.1974,CALIFORNIA LEGISLATURE 1959 REGULAR SESSION,IN ITS PRESENT FORM WHEREAS,there has been Introduced into the California Legisla ture,1959 regular session,Assembly Bill No.l97~4 which would amend Sections 13002,13022,13025,13041,13042,13052,13054,13055,and 13060 of,to add Sections 13000.1,13000.2,13000.3,13000.4,13020.1, 13022.1,13026,13052.1,13054.1,13054.2,13054.3,13054.4,13054.5, 13054.6,13054.7,13054.8,13055.1,13055.2,13065 to,and to add Article 4 (commencing at Section 13080)to Chapter 4 of Division 7 of, the Water Code,arid to add Section 5652 to the Fish and Game Code, relating to water pollution;and WHEREAS,said amendments,if enacted,would radically alter the present water pollution control program in the State of California; and WHEREAS,it is believed that the original creation of Regional Water Pollution Control Boards recognized the accepted premise that each Region has problems peculiar and unique unto itself and that these are best dealt with on a regional level rather than at a centralized statewide level;and WHEREAS,said present water pollution control program has functioned efficiently and smoothly since its enactment in 1949 and has provided a reasonable degree of water pollution control with a minimum of governmental expense and a maximum of local control;and WHEREAS,these Districts have,during the present water pollution control program,jointly expended a total of approximately $10,000,000 for waste treatment and disposal facilities and are currently expending approximately $1,500,000 annually for such facili ties,and by such expenditures and planning under requirements of the Santa Ana Regional Water Pollution Control Board have consistently —1— fulfilled their obligation to said Board and to the public at large with’respect to maintenance of satisfactory water quality in the waters of the State, NOW,THEREFORE,the Boards of Directors of County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange County do hereby .jointly resolve as follows: 1.That the amendments proposed to the existing Water Pollution Control Act by Assembly Bill No.197)4,California Legislature 1959 regular session,are not necessary to the effective control of water pollution and would,if enacted,result in a destruction of the principal of local control and would add to the expense of water pollution control within this State without increasing the effect— iveness of such control. 2.That the General Manager and the General Counsel be and they are hereby authorized and directed to make such representation as is necessary to the California Legislature in opposition to said Assembly Bill No.1974 in its present form. 3.That the General Manager be and he is hereby authorized and directed to forward copies of this resolution to members of the Legislature from Orange County and to the appropriate public and private organizations in Orange County having an interest In water pollution control and to solicit their support in opposition to said Assembly Bill No.1974 in its present form.
