WHEREAS,County Sanitation District No.7 of Orange County, California,and County Sanitnion District No.1 of Orange County, California,have heretofore undertaken the study of their mutual sanitatLm problems and the advantages and disadvantages of consolidating the two Districts into one District;and WHEREaS,it appears that both Districts have much to be gained from consolidation and th.zt thc adv.snta.gos to the territory being served by each District outweigh the possibl~disadvantages and that consolidation is to the mutual ben~fit of both said County Sanitation Districts: NOW,THEREFORE,County Sanitation District No.7 of Orange County,California,does resolve as follows: 1.The facts requiring consolidation are: a.Both said Districts adjoin each other and serve tho same economic area. b.Geographical conditions and topography are uniform in both Districts and will pennit a unified gravity flow sewerage system to serve the combinud territory. c.idditional sewerage and industrial waste disposal facilities needed by the consolidated area will,if constructed, permit devolopinent of areas best suited to industrial and coimnercial uses whi :h will tend to provide a greater and more even economic balance and devolopmont for the territory of both Districts.That the construction of such facilities will be greatly facilitated by the consolidation of said Districts. d.administrative oxponsas of th’3 two separate Districts —1— will be reduced by consolidation and more efficient operation will be made possible by consolidation. e,The rapid and continuing increase in population and the attendant industrial and commercial develooment,together with the annexation of political entities within and beyond the areas of both Districts,is greater than anticipated ;ihen both said Districts were originally formed.That a portion of County Sanitation District No.7 when said District was formed,was solely devoted to agricultural purposes and that since the forma tion thereof,most of that portion of said Sanitation District has been excluded from the District and that County Sanitation District No.7 as presently constituted is at present undergoing a rapid change of economic character and dcv~lopment. 1.The existing sewera~e facilities owned separately by each District will compliment those owned by the other Distr ict,(i.e.District No.1 has excess trunk capacity leading to the treatment unit,Dist~iot No.7 has excess capacity in the treat ment unit and disposal facilities). 2.The Board of Directors of County Sanitation District No.7 of Orange County,California,does hereby state and declare that it believes that consolidation with County Sanitation District No.1 of Orange County,California,is advisable and decirable. That the Board of Directors of County Sanitation District No.7 is willing to consolidate said District No.7 with County Sani— tatien District No.1 and respectfully urges the Board of Supervisors of the County of Orange to proceed with consolidation procedure as rapidly and as is reasonably nossible and to submit the matter to the voters of both Districts at an early date. 3.Thc name of the proposed consolidated District shall be County Sanitation District No.17 of Orançe County,California. 4.The Secretary of the District is hereby directed to forward a certified copy of this Resolution to thc Board of —2— Supervisors of the County of Oran~e forthwith.
