RESOLUTION OF COUNTY SANIT1iTION DISTRICT NO.1
OF ORaNGE COUNTY,CALIFORNIA,DECLARING THE
ADVISABILITY OF ~ND ITS WILLINGNESS TO CO~OLI—

AS COUNTY SANITaTION DISTRICT NO.17 OF ORANGE
COUNfY,CaLIFORNIa.
WHEREAS,County Sanitation District No.1 of OranEe County,
California,and County Sanitation District No.of Orange County,
California,have heretofore undertaken the study of their mutual
sanitati•::n problems end the advantage-s and disadvantages of
consolidating the two Districts into one District;and
WHEREAS,it apoears that both Districts have much to be
gained from consolidation end that the-advantages to the territory
being served by each District outwei~h th~possible disadvantages
and that consolidation is to the niutual benefit of both said Count~r
Sanitation Districts:
NOW,THEREFORE,County Sanitation District No.of Orange
County,California,does resolve as follows:
1.The facts requiring consolidation are:
a.Both saic~.Districts adjoin each other and serve the
same economic area.
b.Geographical conditions and topography are uniform
in both Districts and will permit a unified gravity flow sawera~e
system to serve the combined territory.
c.~tdditiona1 sewerage and industrial waste disposal
facilities needed by the consolidated area will,if constructed,
permit devlopment of areas best suited to industrial and
commercial uses whi:h will tend to provide a greater and more
even economic balance and development for the t~rritory of both
Districts.That the construction of such facilities will be
greatly facilitated by the consolidation of said districts.
d.administrative expanses of t1i~two separate Districts

will be reduced by consolidation and more efficient operation will
be made possible by consolidation.
e.The rapid and continuing increase in population
and tho attendant industrial and commercial develoement,together
with tho annexation of political entities within and beyond the
areas of both Districts,is greater than anticipated ~ihen both
said Districts were originally formed.That •a portion of County
Sanitation District No.7 when said District was formed,was
solely devoted to agricultural purposes and that since the forma
tion thereof,most of that portion of said Sanitation District
has buen excluded from the District and that County Sanitation
District No.7 as presently constituted is at present undergoing
a rapid change of economic character and dcv~lopment.
f.The Existing seweraff,e facilitius owned separately
by each District will conplinsnt those owned by the other Distr
ict,(i.e.District No.1 has excess trunk capacity leading to the
treatment unit,Dist~ict No.7 has excess capacity in the treat
ment unit and disposal facilitios).
2.The Board of Directors of County Sanitation District No.1
of Orange County,California,does hereby state end declare that
it believes that consolidation with County Sanitation District
No.7 of Orange County,California,is advisable and desirable.
That the Board of Directors of County Sanitation District No.1
is willing to consolidate said District No.1 with County Sani
tation District No.7 and respectfully urges the Board of
Supervisors of the County of Orange to proceed with consolidation
procedure as rapidly and as is reasonably nossible and to submit
the matter to the voters of both Districts at an early date.
3.The name of the proposed consolidated District shall be
County Sani tation District No.17 of Orange County,California.
4.The Secretary of the District is hereby directod to
forward a certified copy of this Resolution to thc Board of

Supervisors of th~County of Orange forthwith.

13th day of June,1956,by the following vote:
