A RESOLUTION OF THE BOARD OF DIRECTORS OF (X)UNTY
SANITATION DISTRICT NO.1 0?ORANGE COUNTY,
CALIFORNIA,APPROVING AND A]~PTING PLANS AND
SPE.CIFICATIONS POR THE ?AIRVI~W 1~AD T~JNK SEWER;
AND ORDERItI~SAID PLANS AND SPECIFICATIONS FILED
IN THE OFFICE OP THE SECRETARY;AND DIRECTING
THE SECRETARY TO ADVERTISE FOR BIJ~FOR SAID TfWNK
SEWER.
WHEREAS,the Design Engineer,Hugh M.Neighbour,City Enginee~?
of Santa Ana,has presented and the Chief Engineer and Genera].
Manager has reoormiended approval of detailed plans and specifi
cations for construction of the Fairview Road Tx~ink Sewer,all
within the County of Orange,California;and
WHER1~AS,there are incorporated therein and recoririended by tne
Chief Engineer and General Manager certain changes in the eiignnen~,
size of pipe and grade of said pipe for that portion of the work ~n
cludod in the Engineerts Report dated Dec~iber 22,i9L~.8 and
~~EX~4bit 1..G of said Engineer’s Report;and
WREREAS,such changes and riodifications are necessary ec~)’~Ea
of the change of conditions,since the original report was Iilec
and best serve the public interest,NO~THEREFORE,BE IT
RESOLVED:
1.That the Board of Directors of County Sanitation Distri~b
~1 of Orange County hereby finds anc1 declares that the public
~.nterest requires the changes of the general plans and the work
~of the District by chanc~ing the alignment,size of p±pe and grade
of said pipe for the FtirViOW Road Trunk Sewer,all within the
County of Orange,,California,as shewn on detai1’~d plans for suc.h

NOTICE INVITING BIDS
FOR CONSTRUCTION OF TRUNK SEWERS
Notice is hereby given that sealed bids will be received by the
Secretary of County Sanitation District No.1 of Orange County,Calif-.
ornia,at the office of said District,1104.West Eighth Street,

Santa Aria,California,up to the hour of 7:30 p.m.,July 30,1952,for
the cons~ruction of District No~1 Fairview Road Trunk Sewers within
the County of Orange,California.
The construction of approximately 15,986 linear feet of 24-inch
and 27—inch Vitrified Clay Pipe sanitary sewers and appurtenant
structures.
All in accordance with the plans and specifications on file in
the Office of the Chief Engineer of the District at the above stated
address to which plans and specifications bidders are referred for
further information.
Pursuant to the provisions of Sections 1770 and 1781,inclusive,
of the Labor Code of the State of California,the Board of Directors
of County Sanitation District No.1 of Orange County has ascertained
the general prevailing rate of per diem wages,and the prevailing
rates for Saturday,Sunday,Legal Holiday and overtime work for each
craft or type of workman needed to execute the proposed contract,
and has adopted a wage schedule,and it will be required that not
less than said rates be paid to all such workmen employed or engaged
on the work.
The following schedule,contains only those items of the adopted
and amended wage scale which are applicable to the sewer improvement
work;those which are not so a~plicable have been omitted.

paid not less than $1.40 per day more than the journeyman rate for
the craft involved.
APPRENTICES may be employed in conformity with Section 1777.5 of
the California Labor Code.

Provided that not less than one and one-half
times the prevailing rate shall be paid for any
working time more than eight hours during any
one calendar day,and for time on Saturdays,
Sundays and the seven legal holidays,to wit:
New Year’s Day,Memorial Day,Fourth of July,
Labor Day,Armistice Day,Thanksgiving Day and
Christmas
Provided that notwithstanding the general
provisions contained herein,Flagmen,Guards and
Watchmen shall be paid one and one-half times
the prevailing rate for overtime (overtime shall
be time worked in excess of eight hours per day
or forty.hours per week),and the straight pre
vailing rate for time worked on Saturday,Sundays
and Holidays where such time does not constitute
overtime.
The foregoing prevailing wage schedule is based upon a working
day of eight hours and in the event that laborers,workmen or
nechanics are elYflDloyed less than eight hours per day,the ~atcs of
per diem wages shall be deemed to be that fraction of the foregoing
rates that the number of hours of employment bears to eight.
The rate o compensat~.on for any classification not listed ir
the schedule,but which may be required to execute the proposed wcr~:
shall be commensurate and in accord with the rates specified for
similar and comparable classification or for those performing
similar or comparable duties.
Each bid must be on forms to be obtained at the office of thc
Chief Engineer of the District at the above stated address and must
be accompanied by a certified or cashier’s check or bond with an
approved surety company as surety~payable to the Chairman of the
Board of Directors of County Sanitation District No.1 of Orange
County,California,for an amount equal to at least ten percent of
the amount bid as a guaranty that the bidder,if successful,will
enter into a contract satisfactory to the said Board of Directors
for the doing of the work contemplated,and the successful bidder
will be required to file good and sufficient bonds for the faithful
performance of the contract and for the payment of laborers and
materialmen.
The right is reserved to reject any and all bids which the H’?.rI
‘f Directors may deem not to be to the best interest of the
District,and to open all bids submitted and/or award the contract
or the above described work,either at the meeting of said Board of
Directors to be held at the above stated address on July 30,1952
beginning at 7:30 o’clock p.m.or at any adjournment thcreo~or any
special meeting within 30 days thereafter,announcement.of which
adjourned meeting is made at said meeting of July 30,1952,or a
special meeting,notice of which is given to all bidders at least
4d hours prior thereto.

Work of construction shall begin ~en (10’da7s after
~he signing of the contract and shall be comp]~eted within ni~~ety
~iorking days after the date of the contract.

Further information will be furnished and detailed plans and
specifications of the proposed work may be inspected at the office
of the Chief Engineer of the District at the above stated address.
Proposal blanks arid copies of the plans and specifications
may also be obtained from the Chief Engineer of the District upon
payment of a deposit of ~5.OO for each set,such deposit to be
refunded if the drawings and specifications are returned in good
condition not later than 30 days after the date fixed for opening
of bids.

attached hereto and made a part hereof as though fully set forth
herein.Said notice is specifically approved and the contents
thereof adopted.
The foregoing resolution was passed and adopted at a regular
