A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT No. 6 OF ORANGE COUNTY,
CALIFORNIA, APPROVING AND ADOPTING PLANS AND
SPECIFICATIONS FOR THE NEWPORT BOULEVARD, 17TH
STREET AND OLD SANTA ANA ROAD TRUNK SEWERS AND
ORDERING SAID PLANS AND SPECIFICATIONS FILED IN
THE OFFICE OF THE SECRETARY, AND DIRECTING THE
SECRETARY TO ADVERTISE FOR BIDS FOR SAID TRUNK
• SEWERS.
WHEREAS, the Design Engineer., Francis H. Bulot, has pre-
sented and the Chief Engineer and General Manager has recom-
mended approval of detailed plans and specifications for
construction of the Newport Boulevard, 17th Street and Old
Santa Ana Road Trunk Sewers, all within the County of Orange,
California; and
WHEREAS, there are incorporated therein and reccmended
by the Chief Engineer and General Manager certain changes in
the alignment, size of pipe and grade of said pipe for that
portion of the work included in the Engineer's Report dated
' December 22, 1948 and shown on Exhibits 4E and 4F of said Eng-
ineeris Report; and
WHEREAS, such changes and modifications are necessary be-
cause of the change of conditions since the original report was
Piled and beat serve the public interest, NOW THEREFORE, BE IT ,
RES MVEDS
1. That the Board of Directors of County Sanitation Dist-
rict No. 6 of Orange County hereby finds and declares that the
public interest requires the changes of the general plans and
the work of the Diatrict-by changing the alignment, size of
pipe and grade of said pipe for the Newport Boulevard, 17th
Street and Old Santa Ana Road Trunk Sewers, all within the County
of Orange, California, as shown on detailed plans for such work
submitted and recommended this day by the Chief Engineer and
General Manager.-
2. That said detailed plans recommended by the Chief Eng-
• Ineer and General Manager, prepared by Francis H. Bulot, Eng-

• ineersj, dated June 18, 1952, for the construction of the Newport
Boulevard, 17th Street and Old Santa Ana Road Trunk Sewers, as
shown on the said plans therefor, be and the same are hereby
approved, adopted and ordered filed in the office of the Sec-
retary of the District.
3. That the Secretary of the Board of Directc.rs is hereby
authorized and instructed to advertise for bids to be received
until 7:30 p,m.,_ July 9, 1952 for construction of the Newport
Boulevard, 17th Street and Old Santa Ana Road Trvadr Sewers and
in accordance with the plans and specifications heretofore
approved and filed with the Secretary of this Board on June 18,
1952, and the Secretary is further instructed to publish the
notices as required by law.. A copy of said notice, Marked Ex-
hibit A is attached hereto and made a part hereof as though
fully set forth herein. Said notice is specifically approved
and the contents thereof adopted..
-The forogoing resolution was passed and adopted at a reg-
ular meeting of the Board of Directors of County Sanitation Dist-
riot No, 6 on June �3, 1952.

NOTICE INVITING BIDS
FOR CONSTRUCTION OF TRUNK SEWERS
Notice is hereby given that sealed bids will be received by the
• Secretary of County Sanitation District No. 6 of Orange County, Calif-
ornia, at the office of said District, 1104 West Eighth Street, Santa
Ana, California, up to the hour of 7:00 P.M., July 9, 1952, for the
construction of District No, 6 Newport Boulevard Trunk Sewer, 17th
Street Trunk Sewer and Old Santa Ana Road Trunk Sewer, within the
County of Orange, 6alifornia.
The construction of approximately 19,310 linear feet of 12-inch,
15-inch, 18-inch, and 21-inch Vitrified Clay Pipe sanitary sewers and
appurtenant structures.
All in accordance with the plans and specifications on file in the
Office of the Chief Engineer of the District at the above stated address
to which plans and specifications bidders are referred for further in-
formation.
Pursuant to the provisions of Sections 1770 to 1781 inclusive, of
the Labor Code of the State of California, the 'Board of Lirectors of
County Sanitation District No. 6 of Orange County has ascertained the
general prevailing rate of per diem wages, and the prevailing rates for
Saturday, Sunday, Legal Holiday and overtime work for each craft or typF.
of workman needed to execute the proposed contract, and has adopted a
wage schedule, and it will be required that not .less than said rates be
paid to all such workmen employed or engaged on the work.
The following schedule contains only those items of the adopted
and .amended wage scale which are applicable to the sewer improvement
work; those which are not so applicable have been omitted.
FOREMAN: all Foremen not herein separately classified shall be
paid not '6 than $1.40 per day more than the journeyman rate for the
craft-:involved.
APPRENTICES may be employed in conformity with Section 1777.5 of
the California Labor Code.

Provided that not less than one and one-half times the
prevailing rage shall be paid for any working time
more than eight hours during any one calendar day,
and for time on Saturdays, Surdays and the seven
legal holidays, to wit: New Year's Day, Memorial
Day, Fourth of. July, Labor Day, Armistice Day,
Thanksgiving Day and Christmas
Provided that notwithstanding the general
provision contained herein, Flagmen, Guards and
74atchmen shall be paid one and one-half times
the prevailing rate for overtime (overtime shall.
be time worked in excess of eight hours per
day or forty hours per week), and the straight
prevailing rate for time worked on Saturday,
Sundays and holidays where 'such time does not
constitute overtime.
The foregoing prevailing wage schedule is based upon a working
day of eight hours and in the event that laborers, workmen -or
mechanics are employed less than eight hours per day, the rates of
per diem wages shall be deemed to be that fraction of the foregoing
rates that the number of hours of employment bears to eight.
The rate of compensation for any classification not listed in
the schedule, but which may be required to execute the proposed work,
shall be commensurate and in accord with the rates specified for
similar and comparable classification or for those performing
similar or comparable duties.
Each bid must be on forms to be obtained at the office of the
Chief Engineer of the District at the above stated address and must
be accompanied by a certified or cashier's check or bond with an
approved surety company as surety, payable to the Chairman of the
Board of Directors of County Sanitation District No. 6 of Orange
County, California, for an amount equal to at least ten percent of
the amount bid as a guaranty that the bidder, if successful, will
enter into a contract satisfactory to the said Board of Directors
for the doing of the work contemplated, and the successful bidder
will be required to file good and sufficient bonds for the faithful
performance of the contract and for the payment of laborers and
materialmen.
The right is reserved to reject any an all bids which the Board
of Directors may deem not to be to the best interest of the
District_, and to open all bids submitted and/or award the contract
for the above described work, either at the meeting of said Board of
Directors to beheld atthe above stated address, on July 9,1952 begin-,
n1.1ig . at 7:00 o'.elock p.m, or at any adjournment thereof or any
special meeting within 30 days thereafter, announcement of which
adjourned meeting is made at said meeting of July 9, 1952, or a
special meeting, notice of which is given to all bidders at least
48 hours prior thereto.
Work of construction shall begin as soon as practicable after
} the signing of the contract and shall be completed within one
hundred eighty working days'after the date of the contract.

Further information will be furnished and detailed plans and
• specifications of the proposed work may be inspected at the office
of the Chief Engineer of the District at the above stated address.
Proposal blanks and copies of the plans and specifications may
also be obtained from the Chief Engineer of.the District upon
payment of a deposit of V5.00 for each set, such deposit to be
refunded if the drawings and specifications are returned in good
condition not later than 30 days after the date fixed for opening
of bids.

Dear Mr. Nelson:
Pursuant to your request, we wish to advise the Board
of Directors of Sanitation District Number Six of the following
changes in design which were constructed prior to formal approval
of the Board. Mr. Harry Ashton and Mr. A. H. Meyers, however,
gave verbal approval of these changes for the reason that they
had to be made during the progress of construction and prior to a
Board meeting.
(a) Old Santa Ana Road Trunk Sewer:
Enlarge manhole at station C 4 00 at 13th and "M" Streets.
(b) 17th Street Trunk Sewer:
Construct drop manhole No. 8 at station 19 f 7' , rais-
ing grade at this manhole five feet.
These changes were made for the purpose of meeting local
conditions which did not exist at the time the trunk sewers were
designed, and do not decrease the critical capacity of these sewers.
de are also enclosing a print of the plan and profile of
the sewer through the easement in the Old Santa Ana Army Air Base,
and a print of the easement granted by the 32nd Agricultural District
to Orange County Sanitation District No. 6.

GENTERAL PROVISIONS
SECTION 1 .
DEFINITIONS AND TERMS
Wherever in these specifications, or in any documents or in-
struments where these specifications govern, tide following terms
or pronouns in place of them are used, the intent and meaning
shall be interpreted as follows :
(a) Bidder - Any person or persons, copartnership or corpor-
ation subniiYE_lna a proposal for the work contemplated, acting
directly, jointly or through a duly authorized representative.
(b) District - County Sanitation District No. 6 of Orange
County, C E=orn a.
(c ) Board of Direct^srs or Board - The Beard of D..rectors or
the Board shall mean-Fhe'� oaf oI' Dfrectors of County Sanitation
District No. 6 of Orange Count,,,-, California.
(d) Contract - The written agreement governing the perfor-
mance of the woalk and the furnishing of labor and materials in
the construction of the work.
(e) Contractor - The person or persons, copartnerships or
corporations wino Nave entered into a contract with the County
Sanitation District 6 of Orange County, California, as party or
parties of the second part or his or their legal representatives .
(f) Legal Address of Contractor - The legal address of the
Contractor shall e he address given on the Contractor' s bid and
is hereby designated as the place to which all notices, letters
or other communications to the Contractor shall be mailed or de-
livered.
(g) Subcr)ntractor - Subcontractor means those having a direct
contract w__ h E-6-7on"Eractor and includes one who furnishes
material worked to a special design but does not include one who
merely furnis:es material not so worked.
(h) Engineer - The Chief Engineer and General Manager of the
District e executive agent of the District acting either
directly or through properly authorized agents, such agents acting
wit,iin the scope of the particular duties entrusted to them.
( i) Laboratory - The Materials Testing Laboratory authorized
by the Engineer to test materials and wort involved in the con-
tract.

( J ) Plans - The plans, profiles , typical cross-sections ,
general cross-sections and working drawings , or exact reproduc-
ticns thereFf, which show the location, character, dimensions and
details of the work to be done, and which are to be considered as
part of the contract.
(k) Specificaticns - The directions , provisions and require-
ments contained herein pertaining to the method and manner of per-
forming the work and to the quantities and qualities of materials
to be furnished under the contract.
( 1 ) Proposal - The offer of the bidder for the work when made
rut and su m ed on the prescribed proposal form, properly signed
and acknowledged.
(m) Street_ - Public street, road, highway, boulevard, avenue,
court, lane or other public place .
(n) Roadway - The area between curbs or curb lines .
(o) Sidewalk Area - That portion of the street between the
property line and the adjacent curb line .
(p) A.S . T. M. - The American Society for Testing Materials .
All references 7o the specifications of the A.S .T.M. are understood
to refer to the current specifications as revised or amended as of
the date if receipt of bids ,
SECTION 2.
PROPOSAL REQUIREMENTS AND CONDITIONS
(a) Approximate Estimate - The quantities given in the notice
to contractors , proposes andcontract forms are approximate only,
being given as a basis for the comparison of bids, and the District
does net, expressly or by implication, agree that the actual amount
of work will correspond therewith, but reserves the right to in-
crease or decrease the amount if any class or portion of the work
or to emit portions of the work, as may be deemed necessary or ex-
pedient by the Engineer.
(b) Examination of Plans , Specificati,ins , and Site %f Work -
The bidderr shu'17—exami.ne carefully^ he site of e work can em-
plated and the proposal , plans , specifications , and contract forms
therefor.. It will be assumed that the bidder has investigated and
is satisfied as to the conditions ti be encountered, as to the
character, quality and quantities of work to be performed and
materials to be furnished, and as to the requirements of these
specifications , and the contract. It is mutually agreed that
submission of a proposal shall be considered prima facie evidence
that the bidder has made such examination.

(c ) Proposal Form - All proposals must be made upon blank
forms to be obtained_from the Secretary of the District at the
office, 1104 West 8th Street, Santa Ana, California. All pro-
posals must give the prices bid for the various items of work
and must be signed by the bidder, who should give his address .
No person, firm or corporation will be allowed to make or
file or be interested in more than one bid as principal for the
same work. If, on the opening of said bids , more than one bid
appears in which the same person, firm or corporation as princi-
pal is interested, all such bids shall be rejected.
(d) Bidder ' s Guaranty - All proposals shall be accompanied
by a cash E:r' s check, a check certified by a responsible bank, or
a bidder' s bond by a reliable surety company, payable to the or-
der of the Chairman of the Board for an amount not less than ten

shall be considered unless accompanied by such check or bidder' s
bond.
(e) Rejection of Proposals-Return of Bidders ' Guaranties -
Proposals will be ra 7ectea if They conta n erasures ,, in er i nea-
tions , strikeovers or irregularities of any kind. The Board of
Directors may reject any and all bids, and must reject the bid of
any party who has been delinquent or unfaithful in any former
contract with the District , and all bids other than the lowest
regular bid; and on accepting such lowest bid, will thereupon re-
turn to the proper parties the checks corresponding to the bids
so rejected. If all the bids are rejected, the Board of Direc-
tors will return all the checks to the proper parties and may
again invite sealed proposals as in the first instance .
(f) Signature to Bid - Extreme care should be used in affix-
ing the name and signature of the bidder. Normally, the bidder
Is either an individual doing business under his own name or
doing business under a fictitious name, or .is a copartnership or
Is a corporation, The following is a suggested method of execu-
ting bid in each of these situations:
If the bidder is :
1 . An individual using a firm name, sign: example , "John
Doe, an individual doing business as Blank Co. "
2. A copartnership, sign: example, "John Doe and Richard
Roe copartners doing business as Blank Co. , by John Doe, copart-
ner. "
3. A corporation, sign: example, "Blank Co , a corporation,
by John Doe (president , secretary or other title showing authority
to bind corporation) . Corporation seal should also be affixed.
(g) Where the figures do not correspond with the written
numbers for the items bid, the written figures shall control .
SECTION 3.
AWARDING AND EXECUTION OF CONTRACT
(a) Award of Contract - The Board of Directors may reject
anti and all zds..
The award of the contract, if it be awarded, will be to the
lowest responsible bidder whose proposal complies with all the
requirements of the specifications . The award, if made, will be
made within thirty ( 30) days after the opening of the bids . All
bids will be compared on the basis of the Engineer ' s estimate of
quantities of work to be done.
(b) Return of Guaranty of the Successful Bidder - The check
accompanying Fe acce�bi_cT7will be held by h� e Chairman of the
Board until the contract has been entered into, and the bonds
accompanying the same are approved and filed, whereupon the certi-
fied check or bidder' s bond will be returned to the bidder
promptly.
(c ) Contract Bonds - The Contractor shall furnish two good
and sufficient UonTs Each of the said bonds shall be executed
in a sum equal to at least the contract price. One of the said
bonds shall guarantee the faithful performance of the contract;
and the other shall guarantee payment of all claims for labor and
material furnished.
(d) Execution of Contract - The contract shall be signed by
the success u'1 TTffd' r anc_r_eFurned, together with the contract
bonds, within fifteen ( 15) days after the date of award of con-
tract. If the bidder fails or refuses to Enter into the contract
to do the work, then the certified check or bidder' s bond ac-
companying his bid, and the amount therein mentioned, shall be
forfeited to the Distract, and shall be collected and paid into
the Suspense Fund.
(e) List of Subcontractors - The Bidder shall submit with his
bid, a lid of all subconUrac_s with the work to be performed
under each; the list to be captioned "Subcontractors" . Any alter-
ation in the subcontracts subsequent to the execution of the con-
tract between the District and the Contractor must have written
approval of the Engineer as a prerequisite to such change.
(f) Subcontractors - Pursuant to the provisions of Section
4100 to 417, Inc us ve', of the Government Code of the State of
California, the Contractor shall not, without the consent of the
District:
( 1 ) Substitute any person or subcontractors in place of the
subcontractors designated in his original bid; or
(2) Permit any subcontract to be assigned or transferred or
allow it to be performed by anyone other than the original sub-
contractor.; or

(3) Sublet or subcontract any portions of the work as to whict
his original bid did not designate a subcontractor.
Should the Contractor violate any of the provisions of said
Sections 4100 to 4107, inclusive, of the Government Code, his so
doing shall be deemed a violation of his contract, and the Distric'
shall have the right to cancel the contract. The Contractor shall
not , in the event of such violation, recover for any work done or
materials furnished hereunder,
SECTION 4
SCOPE OF WORK
(a) Work to be Done - The work to be done consists of furnish
ing all la�or,maEer3als, methods and processes, implements, tools
and machinery, except as otherwis-D specified, which are necessary
and required to construct and complete the work designated in the
contract, and to leave the grounds in a neat condition.
(b) Alterations - The District reserves the right to increase
or decrease the quantity of any item or portion of the work, or to
omit portions of the work as may be deemed necessary or expedient
by the Engineer; also to make such alterations or deviations, in-
creases or decreases, additions or omissions, in the plans and
specifications, as may be determined during; the progress of the
work to be necessary and advisable.
In case a substitute is offered and accepted as approved
equal to the material specified, the cost of which is less than the
cost of the material or appliance specified, then a credit shall b
taken for the difference between the two costs in order that the
District shall obtain whatever benefit may be derived from the
substitution, and said credit shall be deducted from the amount
due under this contract.
At the option of the contractor and with the written consent
of the Engineer, pipe, steel reinforcing bars , and other articles
of larger size than that specified on the plans may be furnished
at no additional cost to the District
(c ) Extra Work - Nc�w and unforeseen work will be classed as
extra word when su i work cannot be covered by any of the various
items or combination of items for which there is a bid price .
The Contractor shall do no extra work except upon written
order from the Engineer. For such extra work the Contractor shall
receive payment as previously agreed upon in writing, or he shall
be paid on force account as provided in Section 9 hereof.
(d) Obstructions - No material, or other obstruction shall b
placed within fif een ( 15) feet of fire hydrants , which must be at

all times readily accessible to the Fire Department, nor within
five (5) feet of United States Mail Boxes .
(e) Removal of Obstructions - Where the completion of the wor:
squires heir removal, he Contractor shall remove and dispose of
all structures, debris , or other obstructions encountered in mak-
inr- the improvement, at the expense of the Contractor.
The Contractor shall remove and dispose of, at his oven e.,-
pense, all trees designated by the Engineer as obstructions to th,_
p-oper completion of the work,
( f) Sanitation - The Contractor shall provide all necessary
privy accommodations for the use of his employees on the work and
sha? l maintain the same in a clean and sanitary condition.
(g) Final Cleaning; Up - Before acceptance and final payment,
the Contrac or sna 1 c e n the streets or roads, borrow pits and
all ground occupied by him in connection with the work, of all
rubbish, excess materials, temporary structures, and equipment;
and all parts of the work shall be left in a neat and presentable
condition.
HCTION 5
CONTROL OF THE WORN
(a) Authority of the Engineer - The Engineer shall decide all
questions which may arise as to the quality or acceptability of
materials furnished and work performed, and as to the manner of
performance and rate of progress of the work; all questions which
arise as to the interpretation of the plans and specifications;
all questions as to the acceptable fulfillment of the contract on
the part of the Contractor; and all questions as to claims and
compensation.
The Engineers decision shall be final and he shall have
executive authority to enforce and make effective such decisions
and orders as the Contractor fails to carry out promptly. Any
expense so incurred will be naid by the Contractor.
(b) Plans - All authorized alterations affecting the require-
ments anda`ormation given on the approved plans shall be in
writing. No chang �s shall be made of any plan or drawing after
the same has been approved by the Engineer, except by direction of
the Engineer.
Working drawings or plans for any structure not included in
the plans furnished by the Engineer shall be approved by the Fngi-
neer before any work involving these plans shall be perfc nad,
urles3 approval bc. wai-red in writing by the Engine=-r.

It is mutually agreed, however, that approval by the Engineer
of the Contractor ' s working plans does not relieve the Contractor
of any responsibility for accuracy of dimensions and details, and
that the Contractor shall be responsible for agreement and con-
formity of his working plans with the approved plans and specifica-
tions .
(c ) Conformity with Plans and Allowable Deviatjon - Finished
sL.rfaces An all case9--shall cnform wi e lines, grades, cross-
sect4ons, and dimensions shown on the approved plans . Deviations
,rom the approved plans, as may be required by the exigencies of
construction, will be determined in all cases by the Engineer and
authorized in writing.
(d) Coordination of Plans and Specifications - These specifi-
cations, the plans, and'all supplemen ary documents are essential
parts of the contract, and a requirement occurring in one is as
binding as though occurring in all . They are intended to be
cooperative, to describe, and to provide for a complete work. Plan•
shall govern over specifications and the contract document shall
govern over all other elements and parts of the agreement.
(e) Interpretation of Plans and Specifications - Should it
appear that he work o be done, or any matter relative thereto, is
not sufficiently detailed or explained in the specifications and
plans , the Contractor shall apply to the Engineer for such further
explanations as may be necessary, and shall conform to such ex-
planation or interpretation as part of the contract, so far as may
be consistent with the intent of the original specifications .
In the event of any discrepancy between any drawing and the
figures written thereon, the figures shall be taken as correct.
(f) Superintendence - Before initial work is begun on the
contract, the Con rac or and his foreman shall file with the
engineer addresses and telephone numbers where they can be reached
during hours when the work is not in progress .
The Contractor shall be constantly on the work during its pro-
gress, or shall be represented by a superintendent or foreman who
is competent to receive and carry out any instructions that may be
given him by the proper authorities, and said Contractor will be
held liable for the faithful observance of any instructions which
may be delivered to him or his representative, on the work or at
the addresses and telephone numbers filed as required by the pre-
ceding paragraph.
(g) Lines and Grades - Lines and grades for the work will be
given by the Tl1 plan distances and measurements are
given and will be made in a horizontal plane Grades are given
Thom the top of stake or nails, or other points set by the Engineer.

The Engineer shall furnish the Contractor, free Pf charge ,
all contract documents reasonably necessary for the executicn of
the work.
Three consecutive points shown on the same rate of slope must
be used together, in order to detect any variation from a straight
grade, and in case any such variation be found, it must be reported
to the Engineer. If such a variation is not reported to the
Engineer, the Contractor shall be responsible for any error in the
finished work.
The Contractor shall give at least 24 hours ' notice when he
will require the services of the Engineer for laying out any por-
tion of the work.
The Contractor shall preserve all stakes and points set for
lines , grades, or measurements of the work in their proper places
until authorized to remove them by the Engineer All expenses in-
curred in replacing stakes that have been removed without proper
authority shall be paid by the Contractor.
(h) Inspection - The Engineer shall at all times have access
to the work uring construction, and shall be furnished with every
reasonable facility for ascertaining full knowledge respecting the
progress , workmanship, and character of materials used and employed
In the work.
The Contractor shall give the Engineer notice of the time when
he or his subcontractors will start the various units or operations
of the herein-described work, or resume said units or operations
when suspended in keeping with the specifications . Notice shall be
given at least 24 hours in advance of the starting or resumption
time , exclusive of Saturdays , Sundays or holidays , for the purpose
of permitting the Engineer to make the necessary assignment of his
representative or inspector on the work, and any work performed by
the Contractor or his subcontractors in conflict with said notice
shall be removed if so ordered by the Engineer, or his representa-
tive or inspector on the work ,
The inspecttor. of the work shall not relieve the Contractor of
any of his obligations to fulfill. the contracr. as prescribed. De-
fective work shall be made good, and unsuitable materials may be
rejected, notwithstanding the fact that such defective work and un-
suitable materials have been previously overlooked by the Engineer
and accepted or estimated for payment.
Projects financed in whole or in part with state funds shall
be subject to inspection at all times by the Director of Public
Works , or his agents .
( i) Removal of Defective and Unauthorized Work - All work

d ent in any of the requirements of these specifications shall be
remedied or removed and replaced by the Contractor in an accen-
table manner, and no compensation will be allowed for such correc-
tion.
Any work done beyond the lines and grades shown on the plans
or established by the Engineer, or any extra work dome without
written authority, will be considered as unauthorized and will not
be paid for. Work so done may be ordered removed at the Contrac-
tor ' s expense ,
Upon failure on the part of the Contractor to comply forthwith
with any order of the Engineer made under the provisions of this
article, the Engineer shall have authority to cause defective work
to be remedied, or removed and replaced, and unauthorized work to
be removed. and to deduct the costs thereof from any moneys due or
to become due the Contractor.
( j) Firal Inspect:on - whenever the work provided and contem-
plated by t'lze contract shall have been completed and the final
cleaning up performed, the Engineer will make the final inspection.
SECTION 6
CONTROL OF MATERIALS
(a) Samples and Tests - At the option of the Engineer, the
source of Supply oeo.;h of the materials shall be approved by the
Engineer before delivery is started and before such material is
used in the work Representative preliminary samples of the charac
ter and quality prescribed shall be submi "Led by the Contractor or
producer of all materials to be used in the work, for testing or
examination as desired by the Engine-:�r.
All tests of materials furnished by the Contractor shall be
made in accordance with the commonly recognized standards of
national organizations , and such special methods and tests as are
prescri.bed in these specifications. The tests shall be made at the
expense of the District
The Contractor shall furnish such samples of materials as are
requested by the Engineer, without charge . No material shall be
used until it has been approved by the Engineer Samples will be
secured and tested whenever necessary to determine the quality of
material.
(b) Defective Materials - All materials not conforming to the
requirements of Lanese speciTications shall be considered 4s defec-
tive , and all such ma.terials,whether in prate or not, shall. be re-
jected and Shall be removed immediately fY°om the site of the work
unless otherwise permitted by the Engineer. No rejected material,

the defects of which have been subsequently corrected, shall be
used until approved in writing by the Engineer.
Upon failure on the part of the Contractor to comply with any
order of the Engineer made under the provisions of this article,
the Engineer shall have authority to remove and replace defective
material and to deduct the cost of removal and replacement From an,,
moneys due or to become due the Contractor.
(c ) Surplus Materials - All surplus materials shall. be removec
From the work wTtfiin five (5) dalYs of completion of work
SECTION 7
LEGAL RELATIONS AND RESPONSIBILITIES TO THE PUBLIC
(a) Laws to be Observed - The Contractor shall keep himself
fully inr'ormed of alb ex_sng and future State and National. laws,
ordinances and regulations of District , County of Orange or of any
City which in any manner affect those engaged or employed in the
work or the materials used in the work, or which in any way affect
the conduct of the work, and of all such orders and decrees of
bodies or tribunals having any jurisdiction or authority over the
same.
The Contractor shall at all times observe and comply with, an6
shall cause all his agents and employees to observe and comply
with, all such existing and future laws , ordinances , regulations,
orders, and decrees; and shall protect and indemnify the District,
the Board of Directors, the Engineer, and all of its and their
officers and agents and servants against any claim or liability
arising from or based on the violation of any such law, ordinance,
regulation, order, or decree, whether by himself or his employees
If any discrepancy or Inconsistency is discovered in the plans,
drawings, specifications , or contract for the work in relation to
any such law, ordinance, regulation, order or decree, the Contrac-
tor shall forthwith report the same to the Engineer in writing.
(b} Affidavit - The successful bidder may be required to sign
an aff-ida TF_T iaT_he :is not an "enemy" or "ally of enemy" of the
United States, as such words are defined in the "Trading With the
Enemy Act" of 1917, as amended, nor a National of any enemy
country or ally of an enemy country.
(c) State Fund Allocated - All projects to which funds have
been allocaTe3 by the 9Ta-T—eTepartment of Public Works , shall be
subject at al.l times to inspection and approval by authorized
representatives of the State of California.
(d) Labor Laws - Reference is made to Section 10 of these
specifica tons for legal provisions applicable to Labor.

(e) Domestic Materials - Only such unmanu£actured articles .
materials and supplies as been mined or produced in th^ Un- ted
States, and only such manufactured articles, materials, and
supplies as have been manufactured in the United States, substan-
t-.ally all from articles, materials and supplies mined, produced,
or so manufactured, as the case may be , in the United States,
shall be used in the performance of the contract in accordance
with the provisions of Sections 4300 to 4305 of the Government Code
The foregoing provision shall not apply to such articles ,
materials or supplies of the class or kind to be used or such
articles , materials or supplies from which they are manufactured,
as are not mined, produced or manufactured, as the case may be ,
in the United States of America in sufficient and reasonably avail-
able commercial quantities and of a satisfactory quality, or two
such articles, materials or supplies as may be excepted by the
Districts.
Any person, firm, or corporation who fails to ccmply with the
provisions of the act shall not be awarded any cont-
the to which
the act applies for a period of three years from late of violation
( f) Re istratl.on of Contractors -Before submitting bids, con-
tractors shall e licensed with the provisions of
Chapter 9 of Division III of the Business and Professions Code ..
(g) Permits and Licenses - The Contractor shall procure all
permits except u ing permits and licenses, pay all charges and
fees, and give all notices necessary and incidental to the diae and
lawful prosecution of the work.
(h) Patents - The Contractor shall assume all responsibilities
arising from the use of patented materials . equipment, devices, or
processes used on or incorporated in the work.
( :i ) Publ_ie Convenience and Safety - The Contractor shall so
conduct his operations as to cause thoe !east possible obstruction
and inconvenience to public traffic .
Access to properties along, the road or street shall be pro-
vided as far as practicable Temporary approaches to and crossings
of intersecting streets shall be provided and maintained i.n good
condition,
The Contractor shall provide and maintain such facilities as
fences, barriers , "Street Closed" and directional signs , red lights .
watchmen and flagmen as may be necessary to control traffic and
prevent avoidable accidents to the public . Where such facilities,
or any �" them, are not provided or are out of service, and an
omerg-ncy- exists that necessitates protective measures, the Engin-
eer. or his oepre ,entative, may provide sucn facilif�_es during the
emergency, and the cost thereof shall be paid by the Contractor or

deducted from moneys due him on hIs contract. The Engineer, or his
representative, before taking the aforementioned emergency action,
shall take reasonable steps to notify the Contractor or his foreman
of the conditions and to allow said Contractor to care for the same
with his own crew, provided he acts promptly and expeditiously.
The Contractor shall also erect and maintain such warning and
directional signs as are required.
( j ) Responsibility for Damage -- The District, the Board of
Directors, or the Eng neer shaall. not be answerable or accountable
i_n any manner for any loss or damage that may happen to tLe work or
any part thereof; or for any material or equipment used i.n perform-
ing the work; or for injury or damage to any person or persons ,
either workmen or the public ; or for damage to adjoining property
from any cause whatsoever during the pro7ress of the work or at
any time before final. acceptance.
The Contractor shall indemnify and save harmless the District,
the Board of Directors and the Engineer from any suits , claims, or
actions brought by any person or persons for or on account of any
injuries or damages susta' ned or arising in the construction of the
work or i_n consequence thereof The Board of Directors may retain
so much of the money due the Contractor as shai.l be considered
necessary, until disposition has been made of such suits or claims
for damages as aforesaid .
(k) Contractors Insurance - The Contractor shall. not commence
work under his con-Tract until -he shall have obtained all insurance
required under this heading, in a company or companies acceptable
to the District, nor shall the Contractor allow any subcontractor
to commence work on his subcontract until all insurance required
of the subcontractor has been obtained. The Contractor shall take
out and maintain at all times during the life of this contract the
foll.owin4 policies of insurance :
( 1) Workmen' s Compensation insurance to cover his employees
as required by the Labor Code of the State of California, and the
Contractor shall require all subcontractors similarly to provide
such compensation insurance for all of the latter ' s employees .
(2) Publi.c liability and property damage on account of bodily
injuries, including death resulting therefrom, in the sum of not
less than $ 50�000.00 for one person and $ 100,000,00 for more
than one person, and property damage in the sum of *501000. 00 re-
sulting from any one accident which may arise from the operations
of the Contractor ;_n the performance of the work herein provided
for.
(3) Motor vehicle public liability and property damage insur-
ance to cover each automobile, truck, and other vehicle used in
the performance of the contract in an amount of not less than

.',100,000. 00 for one person, and $300,000. 00 for more than one per-
son, and property damage in the sum of $25,000 00 resulting from
any one accident which may arise from the operations of the Con-
tractor in performing the work provided for herein.
Each of the olicies of insurance provided for in sub-para-
graphs (2) and ( ;� shall contain a clause substantially In the fol-
lowing words :
"It is hereby understood and agreed that this policy may not
be cancelled nor the amount of the coverage thereof be reduced until
five days after receipt by the Engineer of a written notice of such
cancellation or reduction in coverage, as evidenced by receipt of a
registered letter. "
The Contractor shall at the time of the execution of the con-
tract present the original policies of insurance required in para-
graphs (2) and ( 3) hereof, or present a certificate of an assur-
ance company showing the iss>>ance of such insurance .
(1) Contractor ' s Responsibility for Mork - Except as provided
above, unti e _:ormal acc�nce of_-Ehe work by the Engineer; the
Contractor shall have the charge and care thereof and shall bear
the risk of injury or damage to any part thereof by the action of
the elements or from any other cause, whether arising from the exe-
cution or from the non-execution of the work. The Contractor shall
rebuild, repair, restore, and make good all injuries or damages to
any portion of the work occasioned by any of the above causes be-
fore final acceptance and shall bear the expense thereof, except
such injuries or damages occasioned by acts of the federal govern-
ment or the public enemy.
(m) Cooperation Between Contractors - Where two or more con-
tractors are employed on`re'Tate o�Tjacent work each shall con-
duct his operations in such a manner as not to cause any unnecessary
delay or hindrance to the other. Each contractor shall be responsi-
ble to the other for all damage to work, to person or property, or
for loss caused by failure to finish the work within the time speci-
fied for completion.
(n) No Personal L:iabil:; ty - Neither the Board of Directors, the
Engineer,nor any o her o_fi�cer or authorized assistant or agent of
the District shall be personally responsible for any liability
arising under the contract.
(o) Respon.3ibility of District - The District shall not be held
responsible or - e care or promo e-c__fion of any material or parts of
the work prior to final acceptance, except as expressly provided in
these specifications .

SECTION 8
PROSECUTION AND PROGRESS
(a) Subletting and Assignment - The Contractor shall give his
personal a ten ion to the fulfillment of the contract and shall
keep the work under his control.
.Subcontractors will not be recognized as such, and all persons
engaged in the work of construction will be considered as employees
of. the Contractor, and he will be held responsible for their work
which shall be subject to the provisions of the contract and speci-
fications.
.'here a portion of the work sublet by the Contractor is not

contractor shall be removed immediately on the requisition of the
Engineer and shall not aa!_n be employed on the work.
The contract may be assigned only upon written consent of the
District
(b) Progress of the 'Mork - Unless hereinafter otherwise speci-
fied, the Con ractor vr1 1 be required to commence the herein speci-
fied work within ter_ (10) days after the date of the Secretary' s
certificate to the contract and shall diligently prosecute the same
to complet;.on within the time limit provided.
(c) Character of Workmen - If any subcontractor or person em-
ployed by�� e onTractor s a 1 fail or re`'use to carr-.r out tre
directions of the Engineer or shall appear to the Engineer to be
incompetent or to act in a disorderly or improper mann-r, he shall
be discharged immediately on the requisition of the Engineer, and
such person shall not again be employed on the work.
(d) Temporary Suspension of Work - The Engineer shall have the
authority to suspend the pork whop or in part, for such period as
he may deem necessary, due to unsuitable weather, or to such other
conditions as are considered un-'avorable for the suitable prosecu-
tion of the work, or for such time as he may deem necessary, due to
the failure on the nart of the Contractor to carry out orders given,
or to perform any pro,,-isions of the work_ The Contractor shall im-
mediately obey such order of the Engineer and shall not resume the
work until ordered in writing by the Engineer.
(e) Time of Completion and Li.qui.dated Damages - The Contractor
shall complete the wor ca_lea_for un er the cor.. Tact in all parts
and requirements within 180 working days.
A working day is hereby defined as any day except Saturdays ,
Sundays - and legal holidays and days on which the Contractor is

specifically required by these specifications to suspend construc-
tion operations on account of inclement weather or otherwise,
The Engineer will furnish the Contractor a statement with his
progress payment showing the number of working days charged to the
contract during the per_lod covered by the payment, and the remain-
ing number of working days to complete the contract. The Contrac-
tor will be given ten (10) calendar days from the date of the
progress payment to file written protest setting Forth in what
respects the statement of working days consumed is incorrect, other-
wise the statement shall. be deemed to have been accepted by the
Contractor as correct.
It is agreed by the parties to the contract that time is of
tine essence of the contract and that in case all. the work called for
under the contract is not completed within the number of working
days as set forth i_n the contract, damage will. be sustained by the
District, and that it is and will be impracticable to determine the
actual damage which the District will sustain -i.n the event of and by
reason of such delay; and it is therefore agreed that the Contractor
will pay to the District as agreed and liquidated damages, and not
as a penalty the sum of fifty ($50.00) dollars per day for
each and every working day' s delay in finishing the work in excess
of toe number of working days prescribed in t'-.e contract or by
authorized extension thereof. arrlthe Contractor agrees to pair such
liquidated damages as herein provided , and in case the same are not
paid, agrees that the District may deduct the amount thereof from
any money due or that may become due the Contractor under the con-
tract.
It is further agreed that in case the work called for under
the contract is not finished and completed in all parts and require-
ments within the time specified, the Board of Directors shall have
the right to increase the number of wor:cinry days for completion, or
not, as may seem best to serve the interest of. the District; and if
it decides to extend the number of woricing days for the completion
of the contract, it shall further have the right to charge the Con-
tractor, his heirs , assigns or sureties , and to deduct from the
final payment for the work, all or any part; as it may deem proper,
of the actual cost of engineering, :inspection, superintendence, and
other overhead expenses which are directly chargeable to the con-
tract, and which accrue during; the period of such extension, except
that the cost of final. surveys and preparation of L01nal estimate
shall not be included in such charges .
The Contractor shall not be assessed with liquidated damages
nor the cost of engineering and inspection during any delay in the
completion of the work caused by acts of God, acts of the public
enemy, acts of the District, acts of the public utilities, fire .
floods , epidemics . quarantine restrictions , strikes , freight em-
bargoes, and unusually severe weather or delays necessa.r9ly result-
ing from war or national or local emergencies , or delays of sub-

contractors due to such causes; provided, that the Contractor shall
within ten ( 10) days from the beginning of any such delay notify
the Engineer in writing of the causes of delay, who shall. ascertain
the facts and the extent of the delay, and his findings of the facts
thereon shall be final and conclusive .
(f) Suspension of Contract - If at any time in the opinion of
the Fngineer e ConTrac o�as failed to supply an adegi.iate working
force, or material of proper quality, or has failed in any other
respect to prosecute the work with the diligence and force specified
and intended in and by the terms of the contract, notice thereof in
writing will be served upon him, and should he neglect or refuse to
provide means for a satisfactory compliance with the contract; as
directed by the Engineer, within the time specified in such notice ,
the Board of Directors i.n any such case shall have the power to sus-
pend the operation of the contract. Upon receiving notice of such
suspension, the Contractor shall discont .nue said work, or such
parts of it as the Board of D-1_rectors may designate. Upon such sus-
pension, the Contractor' s control shall terminate, and thereupon the
Board of Directors or :its duly authorized representative may take
possession of all or any part ofthe Contractor' s materials , tools,
equipment, and appliances upon the promises , and use the same for
the purpose of completing said contract: and hire such force and
buy or rent such additional machinery, tools , appliances, and equip-
ment, and buy such additional materials and supplies at the Con-
tractor ' s expense as may be necessary for the proper conduct of the
work and for the compl.et .on thereof; or may employ other parties to
carry the contract to completion, employ the necessary- workmen,
substitute other machinery or materials, and purchase the materials
contracted for, in such manner as the Board of Directors may deem
proper; or the Board of Directors may annul and cancel the contract
and relet the work or any part thereof. Any excess of cost arising
therefrom over and above the contract price will be charted aga"nst
the Contractor and his sureties, who will be liable therefor. In
the ev:ant of such suspension, all money due the Contractor or re-
tained under the terms of this contract shall be forfeited to the
District; but such forfeiture will not release the Contractor or his
sureties from liability or failure to fulfill the contract. The-
Contractor and his sureties will be credited with the amount of money
so forfeited toward any excess of cost over and above the contract
price, arising from the suspension of the operations of the contract
and the completion of the work bl'� the District as above provided.
and the Contractor w ll be so credited with any surplus remaining
after all ,just claims for such completion have been paid.
On the completion of the contract, the original contractor
shall be entitled to the return of all his unused materials , and his
equipment, tools and appliances : except that he shall have no claim
on account of usual and ordinary depreciation, loss, and wear and
tear,
In the determination of the question whether there has been any

such non-compliance with the contract as to warrant the suspension
or annulment thereof, the decision of the Board of Directors shall
be bending on all parties to the contract.
(g) Right of V!ay - The right of way, as shown on the plans for
the work To Te conducted will be provided by the District The
Contractor shall make his oim arrangements, and pay all expenses
for additional area required by him outside of the limits of right
of way.
(h) Removal of Utilities - In case it shall be necessary to
remove any raT_Troa3 tracks, poles, standards , hydrants , gas pipes ,
water pi.pns, electrical conduits, tubing or underground structure
of any character, or any portion thereof, the owner or owners, or
their agents or superintendents shall , upon_ proper application by
the Contractor, be notified by the Engineer to remove the same with-
in a specified time . This work will be done without expense to the
Contractor . The Contractor shall not interfere with said tracks,
poles , standards , hydrants, gas pipes, water pipes or other under-
ground structures , or any portion thereof, until after the expira-
tion of the time specified .
It is not contemplated that utilities, not conflicting with the
function of the structures to be built under the contract, will be
required to be moved to facilitate the use of mec�--anical construc-
tion equipment_
The location and grades of underground pipes and structures
shown on t:-e plans, for the benefit of the Contractor, have been
obtained from the office records ofthe utilities concerned and the
District assum?s no responsibility for their accuracy.
( i) Right of Access to Street - The right is reserved to the
District, an_d_aTs_�otostreet r'aJ.Troads, water, gas, electric , tele-
phone and telegraph companies to enter upon the street for the pur-
pose of making repairs, changes and new installations that have
become necessary by the improvement thereon', or for necessary main-
tenance.
( J ) Extent of Street to be Onened Up - Not in excess of one
thousand 10 0 linear ee'f—o---'—trenc.$i--wf-iere in streets , alleys or
roadways shall be opened in advance of trench backfill and street,
alley or roadway repair, except upon written permission of the
Engineer.
(k) Restoration of In,iured Property - The Contractor shall
restore al nj _ure properly, nc u i.n` ciirbs, glitters . pavements,
sidewalks pipes , conduits, sewers, monuments, stakes and other
public and/or private property to a condition as good as it was
when he entered upon the work.

SECTION 9
MEASUREMENT AND PAYMENT
(a) Measurement for Pay 9uantiti.es - Pa.yments for work done
will be ma e in accora:nce wi measurements of the completed work
made by the Engineer.
Matnrl_als paid for by the ton shall be weighed in trucks on
public or private platform scales. The scales shall carry a certi-
ficate issued by the Department of Weights and Measures of Orange
County certifying to their accuracy. All siich material shall be
weighed in the presence of a representative of the Engineer, who
shall immediately be given a record of weight of material. A slip
giving the weight of the material in truck shall also be given the
driver of truck to hand to the District Representative on the job
as soon as the truck arrives at the work. All trucks used for this
hauling shall be weighed empty daily at such times as directed by
the Engineer.
(b) Pm7xess Payments - The Engineer will, once a month and on
or before t5 fifteenth day of each month during the progress of the
work, make an estimate of the amount of work done during the calen-
dar month immediately preceding and estimate the value thereof ac-
cording to the schedule of prices contained in the accepted bid for
the work. Monthly payments will be made to the Contractor according
to said estimate of the Engi.neer and upon the approval by the Board
of Directors to the amount of eighty-five (85) percent of the value
of the work done during the month for which payment is made, the
remaining fifteen (15) percent being retained by the District as
part security for the fulfillment of the contract by the Contractor
Mater .als on the ground but not in place will not be classed as work
done.
f (c ) Final Payment - The Engineer shall, after the completion of
the contract,makea final estimate o ' the amount of wor'c done
thereunder, and the value of such work, and so certify to the Board
of Directors , and the Board of Directors, if in its discretion finds
the work has been completed according to the contract, shall by
resolution find and declare the wor'_t to be accepted and shall
authorize the payment of the entire sum so found to be due after de-
ducting therefrom all previous payments and all amounts to be kept
and all amounts to be retained under the provisions of the contract,
All prior partial estimates and payments shall be subject to correc-
tion in the final estimate and payment. The final payment shall not
be due and payable until the expiration of thirty-five ( 35) days
from the date of acceptance of the work by the District.
It is mutually agreed between the parties to the contract that
no certificate given or payments made under the contract, except
the final certificate of final payment, shall be conclusive evidence
of performance of the contract, either wholly or in part- against

any claims of the party o� the first part, and no payment shall be
construed to be an acceptance of any defective work or improper
materials.
And the Contractor further agrees that the payment of the
final amount due under the contract, and the adjustment and payment
for any work done in accordance with any alterations of the same,
shall release the District, the Board of Directors, and the Engin-
eer from any and all claims or liabill.ty on account of work per-
formed under the contract or any alteration thereof.
(d) Extra and Force Account !-!ork - Extra work as hereinbefore
defined, when- -or�erec�and ac—�e3 s*�iall be pa-Id for under a
written work order in accordance w1.th t'le terms therein provided
Payment for extra work wi11 be made at the unit price or lump sum
previously agreed upon by the Contractor and the Engineer, or by
force account.
Where payment Is to be made on a force account basis , the Con-
tractor shall receive the actual cost of all materials , 'abor and
rented equipment furnished by him as shown by his paid vouchers ,
plus fifteen (15) per cent; provided, however, that the District re-
serves the right to furnish such materials required as it deems
expedient , and the Contractor shall. have- no claim `'or profit on the
cost of such materials.
For the use of equipment owned by the Contractor he shall be
paid the current prices prevailing in the locaL: ty, which shall
have been previously determined and agreed upon ;n writjng by the
Engineer and by the Contractor, plus fifteen ( 15) per cent.
When work is p^rformed by force account, in addition to the
actual cost of labor, the District will reimburse the Contractor for
compensation insurance payments; contributions made to the State as
required by the provisions of the Unemployment Reserve Act, Chapter
_'52. Statutes of 1935, as amended; and for taxes paid to the Federal
Governmr,nt, as required by the Socla1 Securities Act, approved
August 14` 1935, as amended, but the District will not pay, as com-
pensation to the Contractor, an additional 15% of such items . The
payment of fifteen ( 15) per cent �.n addition to the actual cost of
all material, labor and rented equipment, as herein provided, shall
include full compensat on to the Contractor for premiums paid on any
other insurance of any nature which the Contractor may be required
to carry or which he may elect to carry and for additional premiums
paid on faithful performance and labor and material bonds required
by reason of increases in the amount of work to be performed over
and above that called for in the or .ginal contract.
All extra work and force account work shall be adjusted daily
upon report sheets , furnished to the Engineer by the Contractor and
signed by both parties, which daily reports shall thereafter be con-
sidered the true rneord of force account work done.

STATE LABOR LAWS AND LOCAL LABOR PROVISIONS
TO BE OBSERVED ON THE WORK
It is required that the following State laws be observed :
(a) Alien Labor - The Contractor shall forfeit as penalty
to the District, Ten Dollars ($10) for each alien knowingly em-
ployed in the execution of the contract, by him or by any sub-
contractor under him , on any of the work herein mentioned , for
each calendar day, or portion thereof, during which such alien is
permitted or required to labor in violation of the provisions of
the Labor Code and in rarticular, Sections 1850 to 1854 thereof,
inclusive .
( b) Residential Requirements - All laborers and mechanics
employed in the performance of any contract within the County
limits shall have been residents of the County for the period of
one year next preceding the date of their engagement to perform
labor except when such laborers and mechanics are unavailable
within the County and the Contractor has so informed the Engineer .
( c) Hours of Labor - The Contractor shall forfeit, as pen-
alty to the District, Ten Dollars ($10) for each laborer, workman,
or mechanic employed in the execution of the contract by him or
by any subcontractor under him, upon any of the work hereinbefore
mentioned , for each calendar day during which said laborer, work-
man , or mechanic is required or permitted to labor more than ei.;�ht
( 8) hours in violation of the provisions of the .Labor Code , and
in particular, Sections 1810 to 1816 thereof, inclusive .
(d ) Prevailin Wa e - The Contractor shall forfeit, as pen-
alty to the District, Ten Dollars ($10) for each laborer, workman,
or mechanic employed , for each calendar day or portion thereof
such laborer, workman, or mechanic is paid less than the general
prevailing rate of wages hereinafter stipulated for any work done
under this contract, by him or by any subcontractor under him in
violation of the provisions of the Labor Code and in particular ,
Sections 1770 to 1781 thereof, inclusive .
In accordance with provisions of Section 1770 of the afore-
said Labor Code , the Board of Directors of the District has
ascertained the general prevailing rate of wages applicable to
the work to be done to be as follows :

ment bears to eight8) .
f In accordance with the provisions of Section 1777.5 of the
Labor Code as amended by Chapter 971, Statutes of 1939, and in

ship Council , properly indentured apprentices may be employed
in the prosecution of the work.
All foremen not herein separately classified shall be paid
not less than $1 . 40 per day more than the Journeyman rate for
the craft involved.

In addition to the above pipe sewers these specifications in-
clude the construction of manholes , concrete cradle and encasement
of sewers , appurtenances and paving over trenches , all as more
particularly shown on the plans and included in the construction
specifications .
TIME OF COMPLETION
The time limit of one hundred and eighty Working days from
the date of approval of the contract by the District has been set
for the completion of the work, which time limit is also stated
in the contract for the work.
SPECIAL PROVISIONS
The Contractor shall , prior to starting the work upon his
contract, meet with the Engineer to program his operations , in-
cluding methods of handling traffic in the vicinity of the work.

The Contractor shall , at his expense , provide necessary
barricades and flagmen to properly effect necessary detouro .
The right of way for the sewer as shown on the plans , in-
cluding necessary permits for constructing the sewer in and across
all nubl is highways , roads and streets will be furnished by the
District.
Any additional land needed by the Contractor for his use
during construction, for which a bond will be required , shall be
obtained by the Contractor from the owner of said land and the
Contractor shall be responsible to said land owner for any and
all damage to said property.
When so directed by the Engineer , the Contractor shall sprerd
excavated material in excess of that needed for backfill along an"
adjacent to the sewer line . Otherwise it shall be the responsi-
bility of the Contractor to remove and dispose of all such excess
material , and leave the site of the work in a neat and presentab'e
condition and to the satisfaction of the property owner .
The Contractor will be required to maintain traffic on all
public and private roads and provide facilities for ingress and
egress of all persons living along the site of the work to the
greatest possible extent .
The Contractor shall make his own provisions for water re-
quired for all construction and the price bid for the various
items of work shall include the cost of such water.
All underground installations known to exist are shown on the
plans . Neither the location nor elevation can be guaranteed to
be accurate . Regardless of the accuracy of the location and ele-
vation as shown , and regardless of whether or not they are shown
the Contractor will be required to make suitable provisions to
reconstruct all existing lines across the sewer . Where found to
be more feasible , however, the existing line may be reconstructed
over or under the sewer and will be paid for as extra work . The
Engineer shall be the sole judge as to which method is used .
The sewer Contractor will be required to so arran-e and
expedite his work as not to conflict with the Contractor for the
construction of the Newport Boulevard Freeway from 15th Street
in Costa Mesa to U. S . Route 101 in Newport Beach.
The Contractor shall not construct manholes No . 4
(Station 8/26 .60,) through No . 12 (Station 34/64.82) in the
NewVort Boulevard Freeway, until such time as the State Division
of Highways has established the finished Lgrades of the Freeway
construction between these stations .

Rock Bedding; - Bedding rock shall consist of --ravel or
crushed rock having a maximum size of 1-1/2 incises and not in
excess of 5 percent shall pass a 1/4 inch sieve and shall be
graded and free from impurities to the satisfaction of the
Engineer .
Rock beddin" shall be installed where directed by the Engi-
neer and the Contractor shall not be paid for rock bedding extent
when placed as directed by the Engineer in writing.
The price bid per ton of rock bedding shall include all
costs incidental to furnishing, excavating for and placing rock
bedding.
Ri�Pht of Way - That portion of the Old Santa Ana Road Trunl-
Sewer from Station 0/00 to 18/79 .25, lying within the former
Santa Ana Army Air Base , is in process of being acquired . The
Contractor may be requested to delay work on this section pending
the obtaining of this right of way or this section of the trunk
sewer may be omitted from tiie work .
Newport Boulevard Trunk Sewer Construction - The Contractor 's
attention is called to the proposed construction by the State
Division of Highways of the Newport Boulevard Freeway, which con-
struction shall begin about August 15, 1952 . It is therefore
necessary that the construction of the Newport Boulevard Sewers
between Station O/CO at the Coast Highway and Station 34/54 .c?
be completed prior to the aforementioned date and that the Con-
tractor schedule his construction rro'-pram for this section of the
work with the Los Angeles Office of the State Division of Hi(7hways .
Payment - Full compensation for the furnishing of all labor,
equipment and materials for the performinS of all the wort; shown
on the plans and/or covered by these specifications , including
the vitrified clay pipe which shall be supplied and paid for by
the Contractor, including the removal and disposal of all waste
or surplus materials , all of which shall be included in the unit
price bid for the various items of the work covered in the esti-
mate . Payment for the work will be made in accordance with
Section 9 of the General Provisions of these specifications .
Right of Way - The Contractor shall not perform, within right
of ways , any of the work provided for herein until approval in
writing is given by the Engineer.

SPECIFICATIONS FOR SEWER PIPE CONSTRUCTIO14
(1) Cement - All cement used in the work shall be Portland
cement of reputable brand or brands , as approved by the Engineer,
delivered at the site of the work in sacks which have been filled
at the manufacturer ' s plant, and each sack shFa'll contain not less
than ninety-four (91�) pounds , net, of cement. Each sack of cement
shall be deemeu to have a volume of one (1) cubic foot . Upon
arrival at the site of the work, the cement shall be stored in
weatherproof buildings having approved floors raised at least
twelve (12) inches above the ground and sufficient storap,,e space
shall be nrovide:d for at least three (3) days ' requirement .
Sulphate resisting cement may be used in the work when so ordered
by the Engineer in writing . The use of natural cement or a mix-
ture of natural cement with Portland cement will not be permitted .
Cement shall be in first-class condition when used and any sacks
which show signs of hardening or deterioration shall be rejected .
All cement used in the work shall meet the requirements of Stand-
ard Specifications , Serial Designation C 150-49 , of the American
Society for Testing Piaterials , with subsequent amendments thereto .
(2) Fine A ggrecate - Fine aggregate shall consist of natural
sand , having clean, hard , strong, durable , uncoated Drains , re-
sulting from the natural disintegration of rock or from the
crushin- of fr _able sandstone rock. It shall be free from lumps ,
soft or flaky particles , shale , clay, alkali, orL;o,nic matter,
loam , cementitious material , or other deleterious substances .
In addition to other composition requirements , fine ag-
gregate shall be of such quality as will pass the following tests :

after as the Engineer deems necessary.

The fine aggregate used in the work, other than for
pine joints , shall be well graded from fine to coarse to produce
concrete of the specified workability and strength and when
tested in accordance with Standard Specifications , Serial Des ,-
nation C 136-46 with subsequent amendments of the A.S . T.M. , shall ,
unless otherwise ordered , range in size within the following
limits :

(3) Coarse Aggregate - Coarse aggregate shall be of sound
crushed rock, or washed gravel , or a combination of both. It
shall be free from oil , organic matter, alkali, sulphates , and
other deleterious substances and shall not contain more than two
(2) percent,, by weight, of clay, silt and dust, when tested in
accordance with Standard Specifications , Serial Designation
C 117-211-9 , with subsequent amendments , of the A.S .T.M.
Coarse aggregate shall not contain more than fifteen
( 15) percent, by weight, of particles which, when selected by
hand and tested in a Los Angeles Rattler, show a loss in excess
of fifty-five (55) percent .
Coarse aggregate shall not contain more than three per-
cent (30) , by weight, of pieces which can be crumbled with the
fingers , either dry or after being immersed in water for eighteen
(18) hours and then dried .
The rattler test shall be made in accordance with Stand-
ard Specifications , aerial Designation C 131-47, with subsequent
amendments , of the A.S .T.M. , except that the length of drum may
be 19-1/2 inches .
The coarse aggregate used in the work shall range in
size within the following limits :
Passing a screen havin 1-1/2" circular openings 95a to 1000

( 4) Combination of Ag7,re ates - The aggregates used in the
work shall be proportioned , by weights , and when combined shall
range in size within the following limits :

All aggregates shall be thoroughly and -Liniformly washed befo:r
being delivered to the site of the work. They shall be so de-
posited , either on or off the work, that passinry vehicles and
equipment will not run over or through the piles , thereby causing
foreign matter to be mined with the aggregates . Whenever and
wherever necessary, in order to keep dust from coatin the arygre-
gates , roads and detours adjacent to such piles of aggregates
shall be kept moist .
All fine aggregate which has become coated to such an
extent as to impair its usefulness shall be rejected . That part
of the piles of coarse aggregate which has been in contest with
the ground may be used if the particles are not coated with dirt
and if it is practicable to pick up this material with rock forks
so that the resulting material complies with the intent of these
specifications as to clean aggregate , otherwise this material
shall be rejected . That part of the piles o: fine aggregate
which has been in contact with the Cround shall not be used .
(5) Concrete - Concrete shall consist of a mixture of Port-
land cement, fine aggregate or sand , coarse aLE regate or rock,
and water . The proportion of fine aggregate to coarse aggregate
shall depend upon the Grading of the two materials , but the amount
of fine aggregate shall always be the minimum required which, when
combined with cement, will produce only sufficient mortar to fill
completely the voids in the coarse agGregate , leaving a slight
excess for finishing.
Class A concrete shall be a mixture in which the cement
in the finished product shall be six (6) sacks per cubic yard ,
the approximate proportions being one part cement, two parts fine
aggregate , and three and one-half parts coarse ag„regate , by volume .
Class B concrete shall be a mixture in which the cement
in the finished product shall. be five (5) sacks per cubic yard ,
the approximate proportions being one part cement, three parts
fine aggregate , and five parts coarse aG;regate , by volume .

Class C concrete shall be a mixture in which the cement
in the finished product shall be three (3) sacks per cubic yard ,
the approximate proportions being one part cement, four parts
fine aggregate , and eight parts coarse aggregate , by volume .
Should the proportions produce a volume greater or
less than one cubic yard or a mixture which shows upon working
an excess of either sand or rock, the relative quantities of sand
and rock shall be changed , as necessary, to maintain constant
the relation per cubic yard of concrete . Th.,? interr.t of these
specifications is that the specified amount •,)f cement shall be
used in each cubic yard of concrete . Overs:.-Aad mixtures will
not be permitted and the amount of mortar shall be the least
Amount required to fill the voids with only sli.-ht excess upon
the top , after tamping, to facilitate the finishing operations .
Class A concrete shall be used for the portions of
all manholes where concrete is required , except for the manhole
foundations .
Class B concrete shall be used in building the manhole
foundations .
Class C concrete shall be used for subgrade concrete
in the trenches .
The materials for each batch of concrete shall be
measured separately in a definite measure so that a uniform pro-
portion of each ingre'dient will be assured . Fine and coarse
aggregate shall be measured loose . Proper devices shall. be pro-
vided for the accurate measurement of water in each batch of
concrete so that the proper consistency will be maintained .
Batches requiring fractional sacks of cement will not be permit-
ted unless the amount of cement is weighed on approved scales for
each batch. Uniform proportions of materials in each batch wiil
be insisted upon . Every effort will be made to hold the concre-ce
to a uniform consistency as fixed by the Engineer . if the water-
measuring tank is attached to the mixer and the vibration pvever_ts
the accurate gauging of the water supplied to each batch, the
mixer shall be shut down while the water is being measured unless
some equally satisfactory method which conforms to these specifi-
cations is devised .
(6) Mixing and Placing of Concrete - Concrete shall be
mixed in an approved machine of the batch-type , so designed and
constructed and operated that thorough mixing of the materials
is assured and the consistency of the batches for any type of
work is uniform . After the materials are assembled in the drum ,
the mixing shall continue for not less than seventy-five (75)
seconds and for riot less than fourteen (14) revolutions of the
drum before any of the material is removed . The drum shall be

emptied before receiving any material for the succeeding batch.
No batch shall exceed the manufacturer ' s rating as to capacity of
the drum . Whenever a concrete mixer is not adequate or suitable
for the work, it shall be removed and replaced . Pick-up and
throw-over blades in the drum of the mixer which are worn down
three-quarters of an :inch or more In depth must be replaced with
new blades .
No concrete shall be mixed while the air temperature is
at or below thirty-f ive (35) degrees Fahrei knit; and if it appeal..
that such temperature may be reached wit':i_J.r. '•,wenty-four (24)
hours , the work shall be stopped . All which become:
damaged by frost, before final acceptance of the work, must be
removed and replaced .
Before placing of concrete on a sub-grade , where re-
quired b;, the Engineer, the sub-grade shall be inspected and any
portions which are not properly compacted or not in proper shape
or condition shall be corrected . At the same time , any reinfo:°c�-
ment bars which have become displaced shall be put into proper
position . The sub-grade shall be thoroughly moistened before the
placing of concrete . Forms shall be smooth, tight, and true to
line and grade . They shall be of sufficient strength and so well
braced as to resist springing out of p1s�;e or shape during the
placing; and tamping of the concrete . Any sections of concrete ,
the shape of wh-ch may become distorted , shall be removed from
the work and replaced with new concrete .
The operation of transporting the concrete from the
mixer and of depositing it in the vork shall be so done as not
to cause any separation of the materials of the concrete . Con-
crete which shows signs of initial set or which is mixed more than
thirty (30) minutes before placing shall not be used , neither
shall it be retempered with water or fresh cement and then used .
The concrete shall be continuously spaded and tamped so
as to expel air bubbles and fill completely all voids between tha
particles of coarse: aggregate . The concrete shall not be dropped
from any considerable height nor shall it be deposited in large
quantities at any -noint and then run or worked , thereby causing
a separation of the aggregate .
(7) Cement Mortar for Pie Joints - All mortar used in
making pipe joints in sew-Urs , unless otherwise specified , shall
be composed of one part cement to two parts send , by volume . The
mortar shall be mixed in a concrete mixer in the manner specified
for concrete , or may be mixed in a water-tight mixing, box . The
box shall first be filled approximately one-half ( 1/2) full of
sand , the volume of which has been previously determined with a
one-cubic-foot measuring box . The sand shall be rodded off with
a gauge which shall be used for gauging each subsequent batch.

The requisite number of sacks of cement shall then be added and
the Engineer shall be given an opportunity to check the number
of sacks of cement used in each batch before the sacks are
opened . The material shall then be dry mixed by turning at
least three (3) times with a mortar hoe . Sufficient water shall
then be added and the mixing continued unti 1- the batch is uni-
form in color and consistency. Hand-mixed mortar shall be used
soon after mixing and shall show no visible signs of setting.
No retempering shall be permitted . Machine-rni::ed mortar shall
be uUed within thirty (36) roinutes after mir__>> No retempering
shall be permitted .
An admixture not to exceed five pf:,unds cf hydrated
lime per sack of cement or other commercial admixture , to be
approved by the Engineer, shall be added to the mortar, except
that used for pipe joints an water .
Cement mortar for pipe joints in water shall be com-
posed of one part cement to one part sand , by volume , and a
waterproof cement, approved by the Engineer, shall be used for
this class of mortar .
Sand for cement mortar shall conform to the following
table of grading:

The ab�-,ve grading may be changed by the Engineer as may
be required by the conditions of use .
Mortar shall have the stated min'mum tensile strength
when made and tested in accordance with Standard Specifications ,
Serial Designation C 190-49 , and subsequent amendments , of the
A.S .T.N.
(8) Vitrified Clay Sewer Pine - All vitrified clay sewer
pipe shall conform in all respects to the requirements of StanderC,
Specifications of the Facific Coast Clay Products Institute ,
315 West Niath Street, Los Angeles , California.
The pipe shall be of two classes , designated , respec-
tively, Standard Strength and E-r ra Strength; s-r_^,11 be of first
quality, durable , scun.0 , and of vell•-burned cla:I throughout the
entire thick-less . The pipe muct give a, clear metallic ring when
struck with a hammer. Vnerever a sewer has a depth of over

ten ( 10) feet, extra strength pine shall be use .
All pipe shall be socket pipe . Pipe ends shall be
square with the longitudinal axis and sockets true , circular ,
and concentric with the bore of the pipe . Pipe shall. be scari-
fied on the inside of the socket over its entire depth, and on
the outside of the spigot for a corresponding depth, said scar-1 -
fica,tions being approximately at right angles to the axis of the
pipe .
All pipe or fittings shall be clearly marked with the
name of the manufacturer, or with a, trademark of a size and type
which has been approved -and filed with the Engineer. The manu-
facturer shall stamp or paint clearly on each pipe or fitting a
mark indicating the class of pipe .
The length of straight pipe , exclusive of socket
depth, shall be not less than two and one-half (2-1/2) feet.
(9) Cast Iron Sewer Pipe - Cast iron sever pipe shall with--
stang not less than forty-three (43) pounds per square inch work-
inU pressure and shall be sound and smooth, free from cracks , cola
shuts , swells , lumps , scabs , sand holes , or other imperfections ,
and shall be wholly free from admixture of cinders , slab, or sand .
All pipe shall ccnform to the requirements of Standard Specifica-
tions , Serial Designation h 44-41 , of the A.S .T.M.
(10) Lumber - All lumber used for bracing and sheeting of
trenches shall be of No . 1 grade common lumber, free from injurious
knots and warps , and shall be well seasoned . All lumber shall be
approved by the Engineer before use in the work.
(11) Brick Manholes - The Contractor shall construct brick:
manholes when so direct.d by the Engineer, of the type , at the
locations and depths shown on the plans . The manhole barrels
shall be constructed of brick in accordance with the following
requirements:
a. All brick shall be first quality, whole , sound ,
perfect, and burned hard entirely through.
The brick shall be Grade SA, or better, quality
sewer brick conforming to the Standard Specifi-
cations , Serial Designation_ C 62-49 , Grade P•i�l,
of the A.S .`".M .
b. All brick shall be culled or sorted , when de-
livered to the site of the work, and all brick
not suitable shall be immediately removed from
the wor'.,-- and shall not be offered again for
inspection .
c . The cement shall be as hereinbefore specified
under section titled "Cement" .
d . The mortar shall be composed of one (1)
volume of portland cement and two (2)
volumes of screened sand . The cement
and sand shall be proportioned , by
volume , and then thoroughly mixed in a
tight box . After the initial mixing,
water shall be added gradually and the
ingredients mixed until the mortar has
the proper consistency. Only sufficient
mortar shall be prepared for immediate use ,
and any mortar that has set shall not be
retempered or used in any way in the work .
The sand shall be of the quality specified
under section titled "Fine Ar,,regate" , but
shall contain no particles retained on a
No . 4 sieve . No other materials than herein
.specified shall be used in the mortar .
e . All brick shall be thoroughly wetted imme-
diately before being laid . The brickwork
shall be well bonded and bats shall not be
used , except to make closure . The courses
shall be laid in line , and kept straight
and parallel , breaking joints with those
in the adjacent courses . Each brick shall
be laid ;separately in a full and close
ioi.nt of mortar on its bed , end and side
at one operation . Care shall be -Oaken to
have every joint full of mortar and slush-
in afterwards will not be allowed . All
joints on the face shall be trowel struck.
Special care shall be taken to make the
face of the Brickwork smooth, and all joints
on the interior f ace shall be carefully
struck with the point of the trowel or pointed
in a satisfactory manner . The refuse mortar
is to be scraped off and removed entirely from
the work before it has time to harden .
f . Templates and forms of the proper sizes and
shapes shall be provided wherever necessary.
g . Cement plaster composed of one (1) part
cement and two (2) parts sand , by volume ,
shall be used on the inside and outside
walls of all manholes , as shown on the
plans . All plastering stall be one-half
(1/2) inch thick and shall be applied in a

manner to insure adhesion and prevent leak-
age . The mortar shall. be made fresh, as
needed , and no retempering will be permitted .
The manhole frames and covers shall be iron castings
and shall conform to the plans and meet the requirements of Stand-
ard Specifications , Serial Designation A 48-48, and sub3equent
amendments thereto , of the A.S.T.M. , and shall be Class No . 30
metal , having a minimum tensile strength of 30 ,000 pounds per
square inch. Castings shall be true to the plans in form and dJ.-
mension and shall be free from pouring faults , warps , sponginess,
cracks , blowholes , and other defects in locations affecting their
strength and value for the service intended . The castings shall
be filleted boldly at right angles and the arises shall be share
and true . Bearing surfaces of manhole frames and covers shall
be machined and the cover shall seat firmly onto the frame with-
out rocking . Before the castings are removed from the foundry,
they shall be thoroughly cleaned and the risers ground off .
Manhole frame and cover sets shall be coal tar coated
with varnish which shall be composed of coal-tar pitch to which
sufficient oil has been added to make a smooth coatin' which shall
be tough and tenacious when cold and shall not be brittle nor show
any tendency to scale .
Castings shall be heated to a temperature of 300 degrees
Fahrenheit immediately before they are dipped and shall possess not
less than this temperature at the time they are put In the bath.
The varnish shall be heated to a temperature of 300
degrees Fahrenheit and shall be maintained at this temperature
during the time the castings are immersed . Each casting shall be
retained in the bath at least five (5) minutes . Fresh pitch and
oil shall be added when necessary to keep the varnish at the
proper consistency. After being coated , the castings shall be
carefully drained of t1je surplus varnish. Any casting which is
to be re-coated shall first be thoroughly scraped and cleaned of
the first coating .
Steps or ladders for manholes shall be made in accord-
ance with the plan detail and shall be three-fourth (3/4 inch
round galvanized iron bars . Steps shall be fourteen (14� inches
wide , extending three (3) or four ( 4) inches into the manholes ,
as required . Steps shall be anchored six (6) inches into the
wall of the manholes . Bends shall be rnlade cold .
All finished manholes shall be protected from damage of
all kind . No backfill around manholes shall be made without the
permission of the Engineer .

(12) Precast Concre to Manholes - Precast concrete manholes
shall replace brick manholes when in the judgment of the Engineer
it is desirable and advantageous so to do . The concrete manholes ,
as shown on the drawings , shall not be installed by the Contractor
without written order by the- Engineer .
The Contractor shall furnish and install precast con-
crete manholes , as shown on sheet 8 of the Plans . The actual
depths of the assembled precast concrete sections of the manhole
shall be determined by the manufacturer in order that the cast-iron
frame and cover shall be flush with and conform to the slope of the
pavement surface and flush with the ground surface where pavement
surface does not exist. The Engineer shall designate to the Con-
tractor, in his written order to install, the location or locations
where precast concrete manholes shall be installed . The Contractor
shall submit to the Engineer the manufacturer ' s shop drawings , in
duplicate , for approval before any precast concrete manholes are
installed .
CONCRETE - Cement: The cement used in the construction
of the precast concrete manholes shall conform to paragraph (1)
of the Specifications . High early strength cement ma; be used
upon approval of the Engineer .
Aggregates : The aggregates shall be graded in size so
that when mixed in the concrete with the required quantity of
cement, the freshly mixed concrete shall be workable without excess
water so that the hardened concrete shall be strong, durable , sound ,
and watertight .
Concrete P.iixture : The proportions of the concrete mix-
ture shall be not less than one part cement to five parts of aggre-
gates , by weight . The cement content in the mixture shall be not
less than six (u) sacks per cubic yard of concrete . Sufficient
we-ter shall be used at all times to complete the hydration of the
cement. Mixing water shall be so measured that the Engineer may
be informed of the water-cement ratio whenever such request is made ,
Concrete shall be compacted by vibration, or other suitable device ,
to assure homogeneity of the mass and shall be cured by such method
as will meet the approval of the Engineer .
Strength of Concrete : The concrete shall develop a com-
pressive strength of not .less than four thousand (4,000) pounds
per square inch at twenty-eight (28) clays , in accordance with pro-
visions of Standard Specifications , Serial Designation C 39-49 of
the A.S .T.M . Compression test cylinders shall be furnished by the
Contractor to the Engineer, when so requested . The test cylinders
shall be cured in accordance with sta:,dard method of making and
storing compression tes s",;ecimens of concrete , in accordance with
Standard Specifications , Serial Design.ation C 31-44 of the A.S .T.I.i. ,
or in accordance with such other method to be approved by the
Engineer .

Steel: The concrete shall not be steel reinforced . A
hoop of not less than No . 4-inch steel wire shall be cast into
each section of the precast concrete manhole at suitable places
for the purpose of the proper handling of the sections . Manhole
steps consisting of 3/4-inch galvanized steel shall be placed on
seventeen (17) inch centers and cast into the precast units at
the time of manufacture .
PROTECTIVE COATING - The precast concrete manhole circu-
lar sections shall be shop coated on their inner and outer faces
with two (2) coats of a protective and water repelling coatinU,
manufactured by the Inertol Company, Incorporated , or that of equal
manufacture . For the purpose of identifying the coating of equal.
manufacture , it is specified that "Standard , black Inertol No . 1"
shall be applied to the concrete and each coating shall have a
coverage of not more than two hundred (200) square feet per gallon
of coating material .
The Contractor shall apply two (2) coats of protective
coating, both inside and outside , to all grout joints between man-
hole sections and at the juncture of the manhole ring and the top
grade ring.
The coating material shall be applied on clean concrete
surfaces in order that aneffective bond may be obtained . A primer
coating may be applied under the two protective coats , if such ap-
plication will increase the bond between the protective coatings
and the concrete . The dr ing time for each coating shall be not
less than twenty-four (24 Hours at temperatures from sixty (60)
degrees to seventy (70) degrees Fahrenheit, where sufficient cir-
culation of dry air is available .
The Contractor shall furnish sample concrete specimens
to which coatings have been applied to the Engineer for his approval
before the coatings are finally applied to the inner and outer
faces of the precast concrete manhole circular sections .
If, during the installation of the precast concrete man-
hole , any of the coating material is damaged , a new brush coatinn;
of sufficient thickness shall be applied to meet the coating re-
quirements as set forth above .
(13) Removal of Obstructions - The Contractor shall remove
all earth, stones , deb�ois , or other obstructions of whatever kind
or character , either natural or artificial , encountered on the
site of the work. The Contractor, at his own expense , shall remove
and dispose of all trees designated by the Engineer as obstruction,
to the proper completion of the work .
(14) Excavation -• The sub-grade for pipe sewers shall be the
exterior bottom of the pipe . All pipe shall be laid in open

trenches except for crossings under hard-surfaced highways , in
which case , unless otherwise directed by the Engineer, the pipe
may be laid in short tunnels , not to exceed ten ( 10) feet in
l length.
The minimum width of excavation for sewers in trenches
and tunnels shall be six (6) inches wider on each side than the
exterior diameter of the pipe , or a total of twelve ( 12) inches
wider than the ex rior diameter of the pipe , exclusive of bells .
Where tunnels are made , they shall be cut to a height of at least
two (2) feet above the crown of the sewer . The maximum width of
trench for varying depths of cut shall be as follows :

The excavation shall be made a sufficient distance be--
low the depth indicated by the grade line on the profile , and as
shown by the grade stakes set by the Engineer, to allow for the
placing of the sewer invert, together with concrete foundation if
during construction such a foundation is required by the Engineer .
Should the trench be excavated to a depth greater than
that hereinabove mentioned , the Contractor at his own expense
shall refill such excavation with Zravel or stone , not more than
one and one-half (1-1/2) inches in size , which shall be tamped
until solidly compacted . If the Engineer orders the Contractor
in writing to excavate to a depth greater than shown on the pro-
file and to fill in such excess excavation with gravel or stone ,
the Contractor shall be paid for such quantity of gravel or stone
at the unit price shown on the Bid Form .
The trench shall not be opened more than three hundred
( 300) feet in advance of the sewer laying nor left unfilled for
more than two hundred (200) feet in the rear thereof, unless other-
wise directed .
In excavating the trenches , the Contractor shall use
every precaution in protecting the gas , water, and other service
connections to residences and buildings located along the line of
the trench.
(15) Sheeting and Bracing Trenches - The sides of the exca-
vation shall be supported with sheet planking and bracing in order
that the ground will not wlide or settle or cause damage to exist-
ing improvements on p.1.D1 jJ.c or private 7)r)perty, and all tunnels
shall be timbered whenever the ground w."Lil not stand unsupported .

As the work proresses , the sheeting or timbers in all cases shall
be drawn in such a manner as to prevent as much as possible the
cavins in of the sides of the trench. All openings caused by the
removal of the sheeting or tii,:lbers shall be filled with good earth
which shall be c.ompac ted by flooding .
(16) Removing Soft or Spongy Material - All sof t, wet or
sponCy earth or material below sub-grade , not to exceed a depth
of two (C2) feet unless otherwise ordered by the Engineer, shall
be removed by the Contractor and replaced with one and one-half
( 1-1/2) inch clean gravel which shall be tamped until solid .
(]_7) Spoil Banks - The material excavated shall be laid com-
pactly along the side; of the trench and kept trimmed up so as to
cause as little inconvenience as possible to the public travel .
Free access must be left to all fire hydrants and water valves .
( 18) Laying of Pine - After the trench for the pipe has been
brought to the proper line and grade , the pipe shall be laid
therein in the following manner:
a. Before any pipe is put into place , the trench
bottom shall be prepared so that each pipe
shall have firm and uniform bearing over its

in earth under the body of the pipe and not
by wedgin- or blocking up the hub.
b . All pipe , previous to being lowered into the
trench, shall be fitted together and matched
so that when joined in the trench there shall
be no shoulders or unevenness along the lower
half of the pipe .
c . The faces of all spigot ends and of all
shoulders in the hubs or sockets must be
true and brought into firm contact, and all
lun;ps and excrescences on said faces shall
be cut away before the pipe is lowered into
the trench.
d . The pipe shall be laid , without break, uphill
from structure to structure and with the
socket end up trade . 'Where directed by the
Engineer the pipe shall be laid through man-
holes and the top thereof broken out on

filling of the joints , and shall be kept
dry as long thereafter as in the judgment
of 'the Engineer is necessary for the type
of joint used .
f . Whenever the work ceases for any reason,
the unfinished end of the sewer shall be
securely closed with tight-fitting plug
or cover .
g . Before leaving the work for the night, or
durinC a o torm, the unfinished ends of the
sewer shall be securely closed and shall not
be opened until ready to proceed with the
work.
( 19) Pine Joints and Method of Joining - Unless specified
otherwise , all clay pipe joints in dry ground shall be made with
} cement mortar, as hereinbefore specified , which shall be firmly
caulked into the bell of the pipe with a hard wood stick, or
other approved caulking device . No joints shall be entirely
cemented until the next two (2) joints in advance are laid . The
cement mortar shall be neatly beveled off from the outer edge
of the hub or socket to the sides of the pipe at an angle of
approximately forty-five (45) degrees , special care being taken
.to secure good work at the lower part of the joint . The joints
of all pipes fifteen (15) inches or over in diameter shall be
carefully pointed and wiped on the inside , and all pipes under
fifteen (15) inches in diameter shall be carefully wiped on the
inside .
When water is found in the trench, a flat oakum
strand of proper size , dipped in neat cement grout, shall be
laid in the lower part of the socket before the next pipe is
inserted . A gasket of oakum twisted into strands shall be then
tightly driven into the joint from the outside so as to fill
the joint to one-half its depth, after which the rest of the
joint shell be filled with mortar composed of equal parts , by
volume , of cement and sand mixed with water . No joints shall be
filled until the gaskets have been placed on the next two joints
in advance . If, in the opinion of the Engineer, the gasket need
not be used , the joint shall be filled with the mortar composed
as here inbefore specified . Water must not be allowed to rise up
to or around the pipe or to flow through the pipe until the mor-
tar has set hard . If the soil is found to be wet when each
section of the sewer between manholes is completed , the end of
the sewer at the upper manhole shall be closed sufficiently to
prevent the entrance of water and shall be tested for leakage .
If water or leaka e is found to occur in such quantities as
would , in the opinion of the Engineer, impair the efficiency of
the sewer, the leaks shall be located , uncovered and stopped .

Joints in cast iron pipe consist of untarred jute or
oakum which shall be twisted into a rope of the same diameter
as the joint space and shall be thoroughly saturated with neat
cement grout which shall be driven against the back of the socket.
Caulking cement, composed of two (2) gallons of water to one (1)
sack of cement, shall be forced and tamped into the socket with
a steel caulking tool and the joint beveled off to the sides of
the pipe .
The interior of the sewer shall be kept free of all
dirt and foreign matter as the work progresses and shall be left
clean upon completion . Whenever the sewer is located within a
distance of twenty (20) feet from trees , the joints of the pipe
shall be entirely surrounded by a band of cement mortar four
( 4) inches in thickness .
When specified by the Engineer, joints in clay tile
shall be made with sewer joint compound which shall consist of
a mineral coal tar pitch having resistance to acids , alkalies
and other chemicals which are commonly present in sewage , and
shall meet the following requirements :
a . Penetration shall conform to the Standard
Method of Test D5-49 of the A.S . T.M . ,
subject to the following:
77 deg. F. 100 gm . sec . 0 - 2
115 deg. F. 50 gm . 5 sec . 5 - 10
b. Softening point when tested in accordance
with Standard Method of Test D36-26 of the
A.S .T.M . shall be not less than 176 degrees
nor more than 190 degrees Fahrenheit.
c . Ash shall conform to Standard Specifications ,
Designation T 111-42 , of the A .A.S .H.O . , and
shall not be less than twenty (20) percent,
nor more than twenty-five (25) percent .
d . Filler shall consist of a naturally occurring
mineral substance certified by the manufac-
turer to have not more than fifteen (15) per-
cent loss on ignition . Lime and limestone
shall not be used .
e . Specific gravity shall be not less than 1 .4
nor more than 1 .5 at 77 degrees Fahrenheit.
f . Settlement ratio shall conform to Standard
Specifications , Designation i 109-42 , of the
A .A .S.H.O . , and shall not be over 1 .25 .

r In the event the joints will be poured under wet con-
ditions , or any moisture has accumulated on the pipe , the joint
surfaces shall be primed in advance while the pipe is thoroughly
dry. For this purpose , the Contractor shall use a coal tar
paint, meeting the requirements of the Bureau of Reclamation
Specification C .A.-50 , which shall be brushed onto the outside
of the spigot and inside of the bell at least twelve ( 12) hours
before pouring. All joints must be poured while the pipe is
thoroughly dry.
The pipe shall be well centered with a gasket of
loose , untreated , dry oakum, jute , or other approved gasket, so
placed as to prevent any of the sewer joint compound flowing;
through into the pipe; and a clear space not less than the
following dimensions shall be left between the gasket and the
outer end of the socket:

After the pipe has been laid in place and caulked ,
a runner shall be placed around the pipe and the ends of the run-
ner clamped , leaving an opening at the top of the pipe slightly
off center and sufficiently large to permit the compound to be
poured . The space shall be then completely filled by pourin-
the joint compound . Joint compound shall be poured at a temper-
ature of not less than three hundred fifty (350) degrees Fahren-
heit, nor more than four hundred ( 400) degrees Fahrenheit . The
heated compound shall contain no infusible lumps or inequalities
in consistency and shall flow readily to all parts of the joint
that is being; poured . The runner shall not be removed until at
least fifteen (15) minutes after the joint has been poured . The
joints of alternate sections may be poured on the bank, the num-
ber of pipes in each section being at the discretion of the
Engineer . Where joints are poured on the bank by standing the
pipe in a vertical position, a runner will not be required and
the pipe shall not be moved for thirty (30) minutes thereafter .
The vessel used for pouring shall contain enough of
the liquid compound to fill a complete joint at one pouring,
and the vessel used for heating the compound shall contain
enough material for pouring several joints . The joint compound
shall be approved by the Engineer .
(20) Backfilling - Backfill over and around sewers and
structures shall be brought up uniformly on all sides and in the

manner herin specified in order to avoid displacement of sewers
and structures and to provide a satisfactory backfill .
After the pine is laid to the satisfaction of the
Engineer, the trench shall be backfilled with selected fine
material from the excavation_, free from lumps , clods , rocks ,
etc . , to a depth of twelve (12) inches above the top of sewers
of twenty-four (24) inches or less in diameter . After the above-
mentioned material has been placed it shall be sufficiently
jetted or flooded to insure that the area around the lower por-
tion of the pipe is completely filled and that no "Bridging '
occurs between the pine and the trench bank. The backfill along
the sides of the pipe shall be continuously worked with bars to
insure penetration of water to all portions of the backfill .
Care shall be taken to prevent enough water being turned into
the ditch at any one time to float the pipe . The Contractor
shall be held responsible for the displacement of any pipe
caused by floating .
Above the level of this first operation, backfill
shall be placed in layers not to exceed six (6) feet in depth
before compaction and shall be compacted by pondin;; or jetting.
V,here ponding is used , adequate dikes shall be constructed to
retain the water and bars shall be used continuously to assure
that the water thoroughly penetrates the backfill . Where jetting
is used , the jets shall be of sufficient length to reach the
bottom of each layer and the water supply shall be continuous .
Where existing improvements are to be reconstructed
or new improvements are to be constructed over the trench, the
upper twelve (12) inches of the trench immediately below the sub-
grade of the proposed improvements and after a sufficient time
has elapsed to allow the excess water from the last flooding to
penetrate the entire filled area and the backfill has become firm
and unyielding, dry earth or other suitable material shall be
spread over the backfilled area in layers not to exceed four (4)
inches in depth and thoroughly compacted by power driven equip-
ment so as to obtain a relative compaction of ninety (90) percent
as determined by the "Impact or Field Method Compaction Test"
specified in Section 6, Article (g) (3) of the Standard Specifi-
cations , Department of Public Works , Division of .iighways , State
of California, dated January, 1949 . Each layer shall be mois-
tened by sprinkling with water, if too dry to compact.
Where tunneling has been permitted by the Engineer ,
the earth roofs of the tunnel shall be cut on a "V" , the sides
of the "V" making an angle of 450 with the horizontal .
Workmen shall not walk on the pipe during laying of
pipe , placing or compacting of backfill .
Where on or crossing of State Highways , the backfill
for the full depth of the trench shall be compacted to a rela-
tive compaction of ninety (90) percent determined in the manner
Prescribed hereinabove .
All surplus material from any excavations must be re-
moved and the streets and rights of way must be left in a clean
condition . This must be done to the satisfaction and under the
direction of the Engineer .
(21) Test for Leakage - Where ground water is not encoun-
tered , each section of sanitary sewer constructed between two
successive manholes shell be tested by closing the lower end of
the sewer to be tested and the inlet sewer of the upper manhole
with stoppers and filling the pipe and manhole with water to a
point four (4) feet above the invert of the open sewer in the
upper manhole .
The allowable leakage will be computed by the formula
D = LVh x 0 .00002
in which D is the allowable drop in feet per
minute in height of the water in the upper man-
hole , L is the length in feet of the sewer
tested , and Vh is the difference in elevation
in feet between the invert of the closed sewer
in the lower manhole and the surface of the
water in the upper manhole , or the head of water
on the invert at closed end of sewer .
If leakage , as shown by the test, is greater than
allowed by the formula, the pipe shall be overhauled and , if
necessary, relaid until the joints shall hold satisfactorily
under this test.
Where ground water is encountered during construction,
the sewer shall_ be tested for leakage ( infiltration) after pump-
ing of ground grater has been discontinued for at least three (3)
days . The leakage shall not exceed 6/10 gallon per minute per
inch of diameter of sewer per thousand (1 ,000) feet of sewer laid
in wet ground . Leakage in excess of this amount shall be reduce(
to a quantity within the specified amount before the sewer shall
be accepted . In any case , the Contractor shall stop any indi-
vidual leaks that may be observed when ordered to do so by the
Engineer .
pr The Contractor shall , at his own expense , furnish all
materials for making the test required under the direction of
the Engineer .

(22) Resurfacing of Alleys , Streets , and Highways - In all
public streets , alleys , easements , and other public places , the
surface over and adjacent to the trenches , after said trenches
are backf filled and prepared as heretobefore specified , shall be
resurfaced without delay by the contractor in a first-class work-
manlike manner with the same class of surfacing originally exist-
ing on said public streets , alleys , easements , and other public
places . This must be done to the satisfaction of the Engineer .
Where sewer lines run parallel to and in State Highways , resur-
facing of said trenches must be done in accordance with the rules
and regulations of the State Division of Highways and shall be
of such material as designated and approved by said Division .
The cost of resurfacing all public streets , alleys ,
easements , and other public ?)laces , where paved; and paved high-
ways; and the replacing of curbs and sidewalks shall be included
in the unit prices for sewer construction_ set forth in the Bid
Form of the Contractor ' s Proposal .
(23) Measurement - Main sewers shall be measured horizon-
tally from inside face to inside face of structures , along the
center line of the sewer, including all specials .

AGREEMENT FORM
THIS AGREEMENT, made and entered into this day

hereinafter referred to as "Contractor" , and the COUNTY SANITAT10111
DISTRICT ITO . 6 OF ORANGE COUIITY, CALIFORNIA, a public corpora-
tion, created pursuant to Division 5, Part 3, Chapter 3, of the
Health and Safety Code of the State of California, hereinafter
referred to as "District" .
W I T N E S S E T H:
That for and in consideration of the promises and agreements
hereinafter nade and exchanged, the District and the Contractor
agree as follows:
1. That the Contractor will

2. That the Contractor shall use in the performance of this
contract only such unmanufactured articles , materials and sup-
plies as have been mined or produced in the United States, and
only such manufactured articles, materials and supplies as have
been manufactured in the United States substantially all from
articles, materials and supplies nined, produced or no manufactur-
ed, as the case may be, in the United States, as required by
Title 1, Division 5, Chapter 4, Article 1 (Section 4300, et seq. )
of the Government Code of the State of California.
3. That in the performance of this contract, not more than
eight (8) hours shall constitute a day' s work, and the Contractor
shall not require more than ei.r?bt (8) hours of labor in a day
from any person employed by him hereunder. That the Contractor
shall conform to Article 3, Chapter 1, Part 7 (Section 1810, et
seq. ) of the Labor Code of the State of California, and it is a-
greed that the Contractor shall forfeit to the District as a
penalty the sum of Ten Dollars ( '10.00 ) for each workman employed
in the execution of this contract by the Contractor or any sub-
contractor for each calendar day dburJ.tur which any workman is re-
quired or permitted to labor more than eight (6) hours in viola-
tion of said Article.
4. That the Contractor shall carry workment s compensation
insurance and require all subcontractors to carry workmen' s com-
pensation insurance as required by the Labor Code of the State
of California.

5. That any person performing labor in the execution of this
contract shall be a citizen of the United States. That the Con-
tractor small conform to Section 1850 and all applicable provi-
sions of Article 4, Chapter 1, Part 7 of the Labor Code of the
State of Califoniia relating to the employment of aliens in the
execution of this agreement, and it is agreed that the Contractor
shall forfeit to the District as a penalty- the sum of Ten Dollars
(,"10.00) for each alien knowingly employed in the execution of
this contract for each calendar day or portion thereof during
which such alien is pernitted or required to labor in violation
of said Article.
6. The Contractor agrees to furnish bonds approved by the
District, one in the amount of
to guarantee the faithful performance of the work, and the other

payment of all clairis for labor and materials furnished.
7. That the Contractor will pay, and will require all sub-
contractors to pay, all employees on said work a salary or wage
at least equal to the prevailing salary or wage for the same
quality of service rendored to private persons, fins or corpora-
tions under similar employment in Orange County.

in the same manner that claims of a like character are paid by the
District, with warrants drawn on the Treasurer of Orange County, at

forth and incorporated herein, and unless modified or changed
ho;reinabove, are controlling for all matters pertaining to the
work and the manner of performance thereof.
