RESOLUTION OF ThE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO.1 OF ORANGE CWNTY,
CALIFORNIA,APPROVING AND ADOPTING PLANS AND
SPECIFICATIONS FtR THE OCEAN CUTFALL SEWER,
LAND AND MARINE SECTIONS:ORDERING SAID PLANS
AND SPECIFICATIONS FILED IN T1~OFFICE OF THE
SECRETARY,AND DIRECTING THE SECRETARY TO AD
VERTISE FOR BIDS FG~SAID OCEAN CUTFALL SEWER.
\~iHEREAS,the design Engineers,Harrison and Woolley,
Headman,Ferguson and Carollo have presented and the Chief
Engineer and General Manager has recommended approval of de
tailed plans and specifications for the construction of the
Ocean Outfall Sewer (Land Section)and the Ocean Outfall
Sever (Marine Section),from a point 60 feet westerly of the
existing J~0,5,booster pumping plant to a point 7000 feet
from shore and southwesterly of the mouth of the Santa Ana
River,all within the County of Orange,California;and
1,ThM.t said detailed plans presented by the Chief Eng..
ineer and General Manager,and prepared by Harrison arid
Woolley,Headman,Ferguson and Carollo,Design Engineers and
dated June,l9S2,for the construction of the Ocean Outfall
Sewer (Marine Section)and the Ocean Outfall Sewer (Land see.
tion),as above described,be and the same are hereby approved,
adopted and ordered filed in the office of the Secretary of the
Board of Directors,
2.That the Secretary of the Board of Directors of County
Sanitation District No.1 of Orange County1 California,in
conformity with the directives of County Sanitation Districts
Nos.1,2,3,5,6,7 and 11 of Orange County,California,is here
by authorized and instructed to advertise for bids to be receiv
ed until 8:00 p.m.,July 23,19S2,for the construction of the
Ocean Outfall Sewer (Land Section)and the Ocean Outfall Sewer
(Marine Section),as above described and as shown on said plans
and in accordance with the plans and specificatiQns heretofore
approved and fi~sd with the Secretary of the Board of Dir—
NOTICE INVITING BI~FOR CONSTRUCTION OF
OCEAN OUTFALL (LAND SECTION)
A-i.Notice is hereby given that the Board of Directors of
County Sanitation District No.1 of Orange County,California,
will receive bids for furnishing all labor,material,equipment,
transportation,and such other facilities as may be required,
and for constructing therewith Outfall Sewer,Land Section,and
appurtenances from the Shore of the Pacific Ocean to the proposed
treatment plant site,northerly of the Coast Highway.
A—2 Copies of the Contract Documents may be examined at the

office of the Secretary of the Joint Administrative Organization
of the County Sanitation Districts of Orange County,California,
located at llOLi.West Eighth Street,Santa Ana,California.
A set of the plans,specifications and other contract docu
ments may be obtained at the above—mentioned office upon deposit
of Twenty—Five Dollars (~2S.00).This deposit will be refunded
upon return of such documents in good condition within ten (10)
days after the opening of bids.
A—3,Each bid shallbe made in accordance with torris set
forth in Informatidn to Bidders,and with the consideration to
each provision of the contract documents,the plans and specifi
cations,and all addenda setting forth any modifications or in
terpretations of any of said documents0
A—Lj..Each bid shall be made on the form and in the manner
provided in the contract documents,and shall be accompanied by
a certified or cashier’s chock or a bid bond for not less than
ten (10)percent of the amount of the bid,made payable to the
Chairman of the Board of County Sanitation District No.1 of
Orange County acting as agent for itself and all other Diet—
19.cts interested in this construction project,and shall be
fi]~d in a sealed envelope with the Secretary of said District
at llOL~.West Eighth Street in Santa Ana,California,before the
hour of 8:00 P.M0 July 23 19S2,at which time bids will be
opened in public and road aloud by the Board of Directors of
said District.
The above mentioned check or bid bond shall be given as a
guarantee that the bidder will onter into the contract and fur
nish the required bonds within the times hereinafter stated if
the award is made to him by the Sanitation District,and in case
of refusal or failure to do so within ton (10)days of notice
of such award,the cheek or bid bond,as the case may be,shall
be forfeited to said Sanitation District.
A—S.Unless otherwise required by law,proposals in the
hands of the District at the time set for opening,are irrevo
cable and no bidder may withdraw his bid for a period of thirty
(30)days after the date set for the opening thoreof.
A—6.Time will be the essence of the contract and the
bidder shall include in his proposal a statament as to the time
required to make delivery of materials and to complete the work,
and the bidder shall present satisfactory evidence of his abil
ity to conform therewith.
A—?.The successful bidder,simultaneously with the exe
cution of the agreement,wilibe required to furnish a.labor
and material bond in an amount equal to fifty (50)percent of
the contract price,and a faithful performance bond in an
amount equal to one hundred percent (100%)of the contract price,

which bonds are more fully described in Information to Bidders.
A-8 The successful bidder will be required to procure arid
maintain insurance,which insurance is more particularly des
cribed in the Instructions to the Bidders.
A-9.Notice is hereby given that pursuant to the Statutes
of the State of California,or local law thereto applicable,the
County Sanitation Districts of Orange County,California have
ascertained the general prevailing rate of per diem wages,and
rates for legal holidays and overtime work,in the locality in
whichthiswork is to be performed,for each craft or type of
workman or mechanic needed to execute the contract which will be
awarded to the successful bidder.

~Jll foremen not herein separately classified,shall be paid
not less than 171 cents per hour more than the hourly rate of
the highest classification over which he has supervision,as to
the SIX BASIC TRADES;andnot less than 121 cents per hour more
than the journeyman rate for the craft involved as to the SUB—
TRADES.
APPRENT ICES
Apprentices may be employed in conformity with Section 177735
of the California Labor Code.
RIGGERS
Same wage scale as craft to ~thich rigging is incidental.
DIVERS
wage scale paid shall not be less than the minimum rates
for diving set forth in Pile Drivers Ments Union Local 2375.
The minimum wage paid to all skilled labor for which rates
are not shown above,shall be not less than ~i.85 per hour1
The minimum wage paid to all intermediate labor for which
rates are not shown above,shall be not less than ~i.80 per hour.
The minimum wage paid to all unskilled labor for which rates
are not shown above,shall be not less than $1.67 per hour,
Rates for overtime are one and one—half (11)times the above
rates;and rates for Sundays and holidays,except for watchmen,
guards,and flagman are one and one—half (11)times the above
rates.
(b)The foregoing schedule of wages is based upon a work
ing day of eight (8)hours.The hourly wage rate prescribed
herein above is the per diem rate divided by eight (8).
(c)It shall be mandatory upon the contractor to whom the
contract is awarded,and upon any sub—contractor under him to
pay not loss than the said specified rates to all laborers,work
men,and mechanics employed by them in the execution of the con
tract.
A—1O.The District reserves the right to delay the award
of the contract for a period of thirty (30)days and to retain
the certified checks or bid bonds of any three bidders thring
that period and thereafter until the execution of the agreement
by the successful bidder.

A-i.Notice is hereby given that the Board of Directors
of County Sanitation District No.1 of Orange County,Calif

inch Reinforced Concrete Outfall Sewer,and appurtenances Mar
ine Section,in the Pacific Ocean.

ization of the County Sanitation Districts of Orange County,
Caiifornia~,located at ilOli.West Eig~ith Street,Santa Ana,
California.A set or plans,specifications and other contract
documents may be obtained at the above mentioned office upon
