WHEREAS it is necessary to have performed at any early date pre
liminary surveys on the proposed new site for the new sewage treat
ment plant to be located north of U.S.Highway Number 101 and west
of the Santa Ana River and also the trunk sewers proposed to be con
structed on Bushard Street and on Ellis Avenue and also the land
section of the proposed Ocean Outfall sewer,and
WHEREAS it is necessary to hire personnel to perform said work
and to fix the maximum compensation to be paid to employees performing
said services,
THEREFORE,BE IT RESOLVED:
Sectioni.That the temporary engineer of the Joint Adminis
trative Organization is hereby authorized and directed to cause to be
made said preliminary surveys hereinbefore referred to,to establish
precise bench marks and to made permanent records of said work to be
performed.
Section 2.That said temporary engineer is authorized and direct
ed to employ surveying parties and draftsmen to work under his
dIrection and supervision to make said surveys,establish said precise
bench marks and make permanent records thereof for the use of the
Joint Adiinistratlve Organization of County Sanitation Districts
Numbers 1,2,3,5,6,7,and U and for their joint benefit.
Section 3.That the classification of the employees and the
maximum rate of pay for each of said classifications Is fixed as
follows:

Section 14..If private survey parties be employed to do and
perforriall or any part of said work the classification and maximum
rate of pay for each of such classifications for the respective
parties is hereby fixed as follows:
2-man Party (Level Party)~5.00 per hour
3-man Party (Cross-section Party)7.50 per hour
Lb-man Party (Transit Party)10.00 per hour
Said maximum rate of pay for parties shall Include salaries of the
men on each party,their transportation to and from ~ork,the
equipment used and insurance which shall be furnished by them but
shall not include the compensation for the services of a chief of
party.
Section 5.The cost of performing said services and of doing
said work shall be prorated among and paid by County Sanitation
Districts Numbers 1,2,3,5,6,7 and 1].as the proposed interests

in the new construction works or parts thereof to be constructed is
set forth in a contract entitled ‘Construction and Operations Agree
ment”as now written,but wnich has not yet been executed,and in
the reports of Vinton W.Bacon.
