AN ORDINANCE ESTABLISHING STANDARDS FOR
SEWAGE AND INDUSTRIAL WASTES AND PROVIDING
PENALTIES FOR VIOLATIONS THEREOF
The Board of Directors of County Sanitation District No. 7, of
Orange County, California, does ordain as follows:
ARTICLE 1
No person or public corporation shall discharge sewage, indus-
trial waste or any substance of any kind or nature into a District,
sewerage facility or into a local sewering agency facility, which
facility discharges into a District facility, when the components of
such effluent include:
Any flammable or explosive liquid or gas or any substance which
singly or in combination with other substances could cause an
explosive, radioactive or toxic condition in the sewerage
system of the District;
Any solid or viscous substance capable of causing obstruction to
the flow in sewers or other interference with the proper oper-
ation of the sewerage facilities of the District.
ARTICLE 2 - VIOLATION
Each day or any part of a day that any person or public corpor-
ation violates the provisions of this ordinance shall be considered
a separate violation.
ARTICLE 3 - PENALTIES
(a) Violation of this ordinance is a misdemeanor punishable by
a fine of not to exceed One Hundred Dollars ($100.00) , imprisonment

for not to exceed thirty (30) days, or both.
(b) Any person or public entity who has repeatedly violated the
provisions of this ordinance shall not be permitted to discharge any
sewage, industrial waste or any substance of any kind into a District
sewerage facility or into a local"sewering agency facility which
facility discharges into a District facility.
(c) The provisions of this ordinance may be enforced by injunc-
tion.
ARTICLE 4 - VALIDITY
If any article, section, subsection, sentence, clause or phrase
of this ordinance, or the application of any thereof to any person,
entity, public corporation or circumstance be held to be invalid for
any reason, such invalidity shall not affect the validity of any other
provision or application of any of the remaining provisions or por-
tions of this ordinance; and to this end the Board of Directors of
County Sanitation District No. 7, of Orange County, California, hereby
declares that it would have adopted this ordinance and each and every
article, section, subsection, sentence, clause and phrase thereof
irrespective of the 'fact that any one or more other articles, sections ,
subsections, sentences, clauses or phrases, or the application of any
thereof to any person, entity, public corporation or circumstance be
declared invalid.
ARTICLE 5 - EFFECTIVE DATE AND URGENCY
The Chairman of the Board of Directors shall sign this ordinance
and the Secretary of the District shall attest thereto and certify to
the passage of this ordinance and shall cause the same to be pub-
lished once in The Tustin News , a weekly newspaper of general circu-
lation printed, published and circulated in County Sanitation District
No. 7, of Orange County, California.
The Board of Directors finds and declares that there have been
repeated instances where explosive substances have been discharged
into the sewerage system of the District. The Board of Directors
further finds that the dischargelof explosive substances into the

sewerage system of the District demands and requires the establish-
ment of standards for sewage and industrial wastes discharged into
the District's sewerage facilities in order to immediately preserve
public health and safety. For the foregoing reasons this ordinance
shall be effective immediately upon its passage. -
PASSED AND ADOPTED by the Board of Directors of County Sanita-
tion District No. 7, of Orange County, California, at an adjourned
regular meeting held on the Sth day of January 1970.
