Ordinance No. 703.
An Ordinance Providing for the Creation and Establishment
of the Residents Advisory Committee for County Sanitation District
No. 7 of Orange County, California.
The Board of Directors of County Sanitation District
No. 7 of Orange County, California, does .ordain as follows:
WHEREAS, County Sanitation District No. 7 is composed of
territory which is, for the most part, unincorporated, and
WHEREAS, there are many areas within the District which
are not closely related to the other areas in the District, either
by economic, political, or social makeup, and
WHEREAS, the Board of Directors of County Sanitation
District No. 7 desires to best serve the interests of the District
as a whole and in a manner acceptable to the majority of the
residents of the District, and
WHEREAS, it is deemed desirable to obtain an expression
of opinion representative of the residents and areas within the
District:
NOW, THEREFORE, the Board of Directors of County Sanita-
tion District No. 7 of Orange County, California, acting in the
best public interests, does ordain as follows:
ARTICLE 1.
There is hereby created a Residents Advisory Committee
for County Sanitation District No. 7 of Orange County, California,
hereinafter designated and to be known as "Advisory Committee" .
ARTICLE 2.
The Advisory Committee shall consist of seven (7) members
to be appointed by the Board of Directors of County Sanitation
District No. 7 for four- (4-) year terms, excepting that of the
first appointees three (3 ) shall be designated for terms of two (2)

years, and the remaining four (4 ) shall be designated for four-
(4- ) year terms.
ARTICLE 3.

The Board shall appoint one (1 ) Committee member, who is
either a resident or property owner within each of the following
areas within the District;
A. The area lying southwesterly of Newport Boulevard
and southerly of the main line of the Atchison, Topeka & Santa Fe
Railroad to San Diego.
B. The area lying southeasterly of Newport Boulevard
and southerly of the main line of the Atchison, Topeka & Santa Fe
Railroad to San Diego.
C. The area lying northerly of the main line of the
Atchison, Topeka & Santa Fe Railroad to San Diego and easterly of
Newport Boulevard and southerly of Skyline Boulevard extended
easterly to the District boundary, where it approximately parallels
17th Street.
D. The area lying northerly of the main line of the
Atchison, Topeka & Santa Fe Railroad to San Diego and westerly of
Newport Boulevard and southerly of 17th Street.
J E. The area northerly of 17th Street and Skyline
Boulevard extended to the District boundary and southerly of
Fairhaven Avenue.
F. The area northerly of Fairhaven Avenue and southerly
of Chapman Avenue.
G. The area northerly of Chapman Avenue.
ARTICLE 4_
Any person qualified to be a Committee member may be
nominated in writing, provided he agrees in writing to serve and
has not less than ten (10) endorsers who are qualified voters in
the area which the nominee is to represent. Nomination forms will
be supplied by the Secretary of the Board of Directors for the
District.

Any person so nominated shall be considered by the
Board of Directors for appointment. However, the Board may, in
the absence of nominees, appoint any qualified person to serve on
the Committee.
Appointments shall be made at the regular meeting of the
Board of Directors in June of each odd-numbered year, and all
nominations for members must be filed with the Secretary of the
Board of Directors of the District on or before June 1 of each odd-
numbered year.
ARTICLE 5.
The Committee shall organize itself and conduct its
business according to Robert' s Rules of Order, 75th Anniversary
Edition, excepting only those procedural rules it may adopt itself.
All Committee actions shall be recorded in the minutes of the
Committee. Each meeting of the Committee shall be open to the public
and shall be subject to the same laws applicable to meetings of the
Board of Directors of County Sanitation District No. 7.
ARTICLE 6.
Each Committee member shall be paid the sum of TWENTY
DOLLARS ($20.00) for each Committee meeting he or she actually
attends, provided not more than FORTY DOLLARS ($40.00) may be paid
any Committee member as fee during any one (1) calendar month.
Reasonable and necessary expenses of the Advisory Committee shall
be paid by the District.
ARTICLE 7.
It shall be the duty of the Committee to advise the
Directors of County Sanitation District No. 7 as to proposed policy
for the construction of sewerage facilities within the District,
the charges to be made for connections to sewerage facilities, the
operation of local sewers within the District,, the expenditure of
connection charge funds, the extent and nature of services to be
provided by the District, and such other matters as may be requested

in writing by the Board of Directors of County Sanitation District
No. 7.
ARTICLE 8. VALIDITY
If any article, section, subsection, sentence, clause, or
phrase of this Ordinance, or the application of any thereof to any
person, entity, public corporation, or circumstance be held to be
invalid for any reason, such invalidity shall not affect the validity
of any other provision or application of any of the remaining pro-
visions or portions of this Ordinance; and to this end the Board of
Directors of County Sanitation District No. 7 of Orange County,
California hereby declares that it would have adopted this Ordinance
and each and every article, section, subsection, sentence, clause,
and phrase thereof irrespective of the fact that any one or more
other articles, sections, subsections, sentences, clauses, or
phrases, or the application of any thereof to any person, entity,
public corporation, or circumstance be declared invalid.
ARTICLE 9. EFFECTIVE DATE
The Chairman of the Board of Directors of County Sanita-
tion District No. 7 of Orange County, California shall sign this
Ordinance and the Secretary of the District shall attest thereto
and certify to the passage of this Ordinance, and shall cause the
same to be published once in The Tustin News, a weekly newspaper of
general circulation, printed, published, and circulated in County
Sanitation District No. 7 of Orange County, California, within
fifteen (15 ) days after the date of the passage of this Ordinance
by said Board of Directors, and said Ordinance shall take effect
thirty (30) days after it is adopted by the Board of Directors of
said County Sanitation District.
PASSED AND ADOPTED by the Board of Directors of County
Sanitation District No. 7 of Orange County, California at an
adjourned regular meeting held on the 19th day of April, 1961.
