A workshop meeting of the Board of Directors of the Orange County Sanitation District was held
on August 1,2007 at 5:00 p.m.,in the District’s Administrative Offices.Active and alternate

There were no public comments.
REPORT OF THE CHAIR
Chair Ferryman welcomed the Directors to the first of four workshops which are designed to
assist the Board members in establishing policy for level of services to be provided to the
residents within the Sanitation District’s jurisdiction.
OVERVIEW
General Manager Jim Ruth reported that in preparation of the Sanitation District’s strategic
business plan,along with direction from the Board,a capital improvement project plan would be
prepared based on decisions made and goals set for the Sanitation District.
STRATEGIC PLANNING PROCESS
Assistant General Manager Bob Ghirelli presented the strategic planning process that will give
the Sanitation District its future operating policies,starting with the mission and vision focus,
which will ultimately affect the Capital Improvement Program,operating budget,and service
rates.
LEVEL OF SERVICE
Jim Herberg,Director of Engineering,presented an overview of various levels of service on
managing biosolids,Groundwater Replenishment System,odor control,air quality,and
disinfection.
Q&A AND WRAP UP
Consultant Brent Ives moderated the meeting and encouraged interaction as the Directors
considered the mission and vision statements prepared by Staff.
ADJOURNMENT The Chair declared the meeting adjourned at 6:40 p.m.
