Director lrv Pickier was then duly nominated and elected Chairman pro tern of District No.2. ALL DISTRICTS The Joint Chairman recognized David Recognition of persons who wish to Hamilton,business agent for the IUOE be heard on matters of general Local 501 Operating Engineers,who interest addressed the Boards in regard to the current meet and confer process pertaining to a Memorandum of Understanding (MOU)for the Operations and Maintenance Employee Unit,urging the Boards to reconsider their position on meet and confer matters. The Joint Chairman also recognized Larry Wigington,an employee of the Districts, who also addressed the Boards in regard to MOU meet and confer matters pertaining to the Operations and Maintenance Employee Unit. -4- 01/12/94 ALL DISTRICTS The Joint Chairman announced that several Adoption of resolutions of of the Board members were retiring from the appreciation for retiring Directors Board.He then introduced resolutions expressing the Boards’appreciation to these Directors. Joint Chairman Mahoney added that plaques were being prepared and would be formally presented along with the resolutions to each of these Directors at a future meeting. ALL DISTRICTS The Joint Chairman welcomed newly-seated Presentation of District pins to Directors Richard Partin,Linda new Directors Moulton-Patterson,Wally Linn,Norman Z. Eckenrode,Barry Denes,Daniel T.Welch and Margie L.Rice to the Boards.He then presented pins bearing the Districts’ new “2020 VISION”Wastewater Management Action Plan logo to recognize the Directors for their service on the Board of the Sanitation Districts. Chairman Mahoney advised other Directors who would like the new pin to see the Board Secretary after the meeting. a -5- 01 /1 2/94 ALL DISTRICTS Presentation of CWPCA Santa Ana River Basin Section Awards 1~ __________________________________ The Joint Chairman announced that at the ___________________________________recently held annual awards ceremony of the ___________________________________ California Water Pollution Control Association’s (CWPCA)Santa Ana River Basin Section (SARBS)the Sanitation Districts and its’employees were recipients of four out of the 11 awards presented by SARBS. The Joint Chairman then recognized John Finias,Chief Operator,Plant 1,and Rory Nelson,Operations Supervisor,Plant 1,for receiving the Plant of the Year Award for Reclamation Plant No.1. Chairman Mahoney also recognized Chloe Dao,Engineer,for receiving the Research Project of the Year Award which has resulted in the Districts replacing chlorine chemicals used in the plant for odor control with hydrogen peroxide. Mahin Talebi,Engineering Supervisor,was then recognized for receiving the Industrial and Hazardous Waste Person of the Year Award. Pete Morrison,Leadman,Plant 1,was also recognized for receiving the Maintenance Person of the Year Award. ALL DISTRICTS Chairman Mahoney recognized Districts’ Presentation of service Din to employee,Thomas M.Dawes,for 15 years District emolovee Thomas M.Dawes of outstanding service to the Districts. Mr.Dawes has been with the Districts since 1979 and was appointed Director of Engineering in 1983.He is responsible for planning,designing and constructing the sewerage facilities necessary to keep pace with the growth in Orange County and to enable compliance with increasingly stringently regulatory requirements.During Mr.Dawes’tenure with the Districts’, wastewater facilities improvements and expansions totalling three-quarters of a billion dollars have been constructed. The Joint Chairman then presented Mr.Dawes with a 15-year service pin. -6- 01/1 2/94 ALL DISTRICTS The Joint Chairman announced the Reøort of the Joint Chairman tentatively scheduled upcoming meetings as follows: District No.2 Selection Committee -Tuesday,January 18th,at 12:00 p.m. Personnel Committee -Wednesday,January 19th,at 5:00 p.m. Fiscal Policy Committee -Wednesday,January 19th,at 6:00 p.m. Executive Committee -Wednesday,January 26th,at 5:30 p.m. (Directors Chuck Sylvia and Daniel T.Welch were also invited to attend.) Special Joint Works Selection Committee re Computers -Thursday,January 27th, at 5:30 p.m. ALL DISTRICTS The General Manager welcomed the new Report of the General Manager Directors and advised that they would soon be receiving a package from him with background and policy information on the Districts.He also stated that a New Directors’Orientation and Treatment Plant Tour would be scheduled in the near future. ALL DISTRICTS The General Counsel reported on the status Report of the General Counsel of the proceedings regarding the on-going dispute of the Plant No.2 Central Power Generation System engine problems with the manufacturer,Cooper Industries,and the contractor,Brinderson Corporation.He reported that the judicial arbitration proceeding was recently completed and a decision should be issued in late February. Mr.Woodruff then briefly commented on an item on the supplemental agenda whereby the Districts have been named as a party in a dispute between a general contractor and a sub-contractor regarding a stop notice. Four of six contracts have been completed.This contract,which is the fifth contract,is now ready for construction.The sixth contract is scheduled for construction in 1996. This contract includes the construction of approximately 10,300 feet of 90-inch reinforced concrete pipe (RCP)sewer,between Fairview Road at Baker Street and the Greenville-Banning Channel,near the Santa Ana River at the west end of Gisler Avenue in Costa Mesa.It also includes approximately 760 feet of 6-foot by 8-foot reinforced concrete box sewer through the Mesa Verde Country Club.Two private easements have been acquired for this line. The easement through the Mesa Verde Country Club has been acquired.The Sanwa Bank right-of-way has not yet been fully resolved,in that a settlement agreement approved by the Districts has not yet been approved by the property lessee.Nonetheless,the Districts have a Court Order for Prejudgment Possession pursuant to the Districts’Complaint in Eminent Domain,filed on July 10,1991.This order grants rights to the Districts to enter the property to construct the facilities.If the settlement agreement is not signed,the Districts will proceed with construction under the Order of Prejudgment Possession and include all requirements of the Settlement Agreement in the Project specifications,rather than delay the Project which could adversely affect the timing of construction on the Mesa Verde property.Although the right-of-way issue for the Sanwa easement is not resolved,the Districts have adequate rights for construction and operation of the line. Both agencies will benefit from the abandonment of the existing sewers and the construction of a modern sewer.The alternative to the abandonment would be costly rehabilitation and ongoing maintenance.The sewers,which were formerly trunk sewers,will now only serve a very small adjacent drainage area.All the work will be within public right-of-way (i.e.,streets)and,therefore,there will be no long- term impacts.Mitigation measures will include general construction procedures adopted as our Districts’standard mode of operation. Comments had been received from the Costa Mesa Sanitary District,Mesa Consolidated Water District and the City of Costa Mesa.All expressed interest in ensuring that their facilities will be protected and that they review the plans ahead of time.The City of Costa Mesa listed permit requirements including noise,access, time of work,etc.which will be complied with and included in the construction documents.
