HomeMy WebLinkAboutMinutes 1992-01-15COUNTY SANITATION DISTRICT NO.5 OF ORANGE COUNTY,CALIFORNIA MINUTES OF ADJOURNED REGULAR MEETING January 15,1992 -11:30 A.M 10844 Ellis Avenue Fountain Valley,California Pursuant to adjournment of the regular meeting of January 8,1992,the Board of Directors of County Sanitation District No.5 of Orange County,California,met in an adjourned regular meeting at the above hour and date. The roll was called and Ruthelyn PlunTner,Chaiman,and Phil Sansone Don R.Roth J.Wayne Sylvester,General Manager, Rita J.Brown,Board Secretary,Thomas M.Dawes and Gary G.Streed Evelyn Hart,Ben Nolan,Jeff Staneart and Don Webb ************************** Status Report on District’s sewer The Director of Engineering rehabilitation program for the reviewed the status of the backbone Pacific Coast Highway District’s rehabilitation program sewer system for the backbone Pacific Coast sewer system. Mr.Dawes advised the Directors that many projects have taken place over the past eight years in Pacific Coast Highway.County Sanitation District No.5 (CSD 5)has completed the rehabilitation or replacement of the dual force main system beginning at the Bay Bridge Pump Station, located on the east side of the Upper Newport Bay crossing of Pacific Coast Highway,to Treatment Plant No.2 in Huntington Beach.(The last of this work was recently completed with the construction of a new second siphon under the Santa Ana River as part of the Corps of Engineers’reconstruction of the Santa Ana River flood control channel.) He further reported that CSD 5 operates three sewers within Pacific Coast Highway;the dual force main system plus a gravity sewer.(CSD 6 also owns capacity in these lines.)The gravity sewer directs wastewater to one of three pump stations which then pressurize the water to enter the dual force main system for delivery to Plant No.2. The gravity sewer,ranging in size from 30 inches internal diameter to 21 inches internal diameter,extends from Dover Drive to the Bitter Point Pump Station (at 59th Cextended]).The gravity sewer was built by the City of Newport Beach in 1936. The the Chairman called the meeting to order at 11:30 a.m. Secretary reported a quorum present. DIRECTORS PRESENT: DIRECTORS ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: 01/15/92 DISTRICT 5 Mr.Dawes noted that staff has known for some time that the sewer would have to be replaced because of age and increased flows0 The 1989 Master Plan estimated that the new gravity sewer would range from 42 inches to 30 inches in size with replacement cost estimated at $4.3 million0 (CSD 6 will share this cost0)He advised that the sewer replacement had previously been budgeted for the period 1995-97; however,the Master Plan had estimated that the work should be done in 1992-93.He further stated that recently,as part of the replacement of the dual force main system,staff uncovered the sewer and found it to be in poor structural condition.Because of this9 the Directors last year authorized a television camera inspection of the sewer which, in fact9 found that the 57 year-old sewer is in very poor condition. Mr.Dawes then showed a brief video of the damage and conditions inside the sewer. Mr.Dawes also reviewed a schedule of District collection system projects included in the 1991—92 budget,as well as an updated schedule which had been prepared that day by the Director of Finance.He briefly explained some of the reasons that the new schedule reflected a decrease in the estimated cost of some of the projects. The Director of Engineering pointed out that the Directors were well aware that in addition to the numerous sewer rehabilitation projects, Pacific Coast Highway itself has been rebuilt between the Santa Ana River and Newport Boulevard,He added that the District wished to proceed with replacement of the gravity sewer with minimal interference and disruption to the new Pacific Coast Highway corridor.They also hoped to complete the sewer work easterly of Newport Boulevard prior to highway reconstruction planned by CALTRANS and.the City of Newport Beach. Staff also briefed the Board on the potential impact of the Governor’s proposal to eliminate the Districts’property tax revenues on the Districts’financing. Discussion The Board entered into a lengthy discussion relative to the proposed rehabilitation program and the best timeframe to construct each of the projects,and coordination of the projects between the District,City of Newport Beach and CALTRANS.Directors also pointed out the pros and cons of doing the construction work at night versus during the day to avoid the busiest traffic times on Pacific Coast Highway. Directors asked staff to report back to the Board with plans to accelerate the necessary design of the needed repairs and sewer replacement projects in order to complete the work as soon as possible because of the poor condition of the gravity sewer, -2- 0 01/15/92 DISTRICT 5 Receive and file Staff Report Moved,seconded and duly carried: That the Staff Report dated January 9,1992,relative to rehabilitation of the Pacific Coast Highway sewer system,be,and is hereby received and ordered filed.
