ROLL CALL
A regular meeting of the Boards of Directors of County Sanitation Districts Nos. 1, 2, 3, 5,
6, 7, 11, 13 and 14 of Orange County, California, was held on October 14, 1987, at 7:30 p.m., in
the Districts' Administrative Offices. Following the Pledge of Allegiance and invocation the
roll was called and the Secretary reported a quorum present for Districts Nos. 1, 2, 3, 5, 6, 7,
11, 13 and 14 as follows:

ALL DISTRICTS Joint Chairman Smith called a meeting of

ALL DISTRICTS Joint Chairman Smith reminded Directors
Change of November regular Board- that the Board had previously taken an

November llth, at 7:30 p.m., to Wednesday, November 18th, at 7:30 p.m., due to
the Veteran's Day holiday.
ALL DISTRICTS Joint Chairman Smith recognized Director
Presentation of plaque to Director Norman E. Culver and presented a plaque
Norman E. Culver for 25 years of as a token of the Boards' appreciation €�
continuous service as a member of for his 25 years of continuous service
the Boards of Directors as a Director of the Sanitation
Districts.
Chairman Smith observed that Mr. Culver is the only Director to have reached
this milestone. He is a past Chairman of District No. 3, as well as a past Vice
Joint Chairman and a past Joint Chairman of the Boards of Directors. He
currently serves a$ Chairman of the Building Committee.
Mr. Culver expressed his appreciation for the recognition and stated that he had
i enjoyed every year working with the Directors and staff.

ALL DISTRICTS The General Manager reported that the
Report of the General Manager October 1st earthquake had very little
effect on the Districts' operations,
other than a few minor disruptions. He added that Districts are very cognizant of
the serious problems that the Districts' operation could experience as a result of
an earthquake and, accordingly, particular care is taken in designing and
constructing facilities. He also noted that an updated Earthquake Preparedness
Plan will be included in the new Collection, Treatment and Disposal Facilities
Master Plan. The Districts are also participating with other public agencies and
utilities in a county-wide earthquake preparedness exercise.
Y".r. Sylvester also commented on the planned Directors' tour of the Stringfellow
Hazardous Waste Site in Riverside County scheduled for October 22nd. He asked
those Directors that had not responded yet regarding their attendance, to
complete the form provided to them that evening in order that the staff could
make final arrangements.

The General Manager reported that the Districts had received the annual report
from the Orange County Treasurer regarding interest earned for the 1986-87 fiscal
year on the Districts' reserve funds. The report, which he summarized for the
Boards, indicates that the average interest rate earned during fiscal year
1986-87 was 8% as compared with the 7.44% yield of the State of California
Treasurer's cemaingled pool.

miscellaneous modifications including deletion of the removal of a portion of the
steel dome skirt on the dome and addition of foam insulation in the annular space
between the steel dome and the concrete wall of the digesters; realignment of
existing nozzles in the digesters for the gas balancing system to align with
interconnecting piping from other digesters; replacing loop-powered isolators with
alternating-current isolators to provide greater protection and calibration of

an hourly-rate basis plus overhead, direct expenses and fixed profit, for a total
amount not to exceed $877,592.00, increasing the total authorized compensation

Open Public Hearing The Chairman declared the hearing open at
7:46 p.m.
Verbal report of environmental The Chair recognized Mr. Kris
consultant, K. P. Lindstrom, Inc. Lindstrom, the Districts' environmental
consultant, who addressed the Board
giving•a brief overview of the Draft Supplement to the Joint Treatment Works
Wastewater Master Plan EIR.
Mr. Lindstrom indicated that written comments had been received on the Draft
Supplemment from the Cities of Cypress and Newport Beach and the Irvine Ranch
Water District. He reported that said communications either stated they had
no comment or indicated they believed the environmental impact of the
master-planned facilities had been adequately addressed.
Following the close of the comment period on October 26th, copies of all
comments received, along with the consultant's responses to said comments,
will be included in the Final Supplement to the Joint Treatment Works
Wastewater Master Plan EIR, to be presented to the Boards for their
consideration at the November 18th Joint Board Meeting.
