Chairman Bolt then read a letter from Mr.Ken Willis,a member of the State Water Resources Control Board,expressing his appreciation of the Joint Chairman’s efforts regarding the Districts’California Ocean Plan requirements and 301(h) waiver compliance efforts.Mr.Holt reported that Mr.Willis had initiated a meeting in the Districts’offices on November 18 to discuss the effects of the amended California Ocean Plan,adopted by the State Board the previous day,with emphasis on the Districts’ability to continue to support water reclamation programs. The Joint Chairman advised that the amended Ocean Plan included a modification of its 1972 prohibition of discharge of sludge to the ocean via pipeline.The amended plan includes a section which states that if Federal law is amended to permit such discharges,the State Board may consider requests for exceptions to its prohibition,provided that an environmental impact report on the proposed —4— 12/14/83 project clearly demonstrates that any available alternative disposal method will have a greater adverse environmental impact than the propo~ed project.Chairman Holt indicated that with this change in the Ocean Plan,it~appears we are making progress toward implementation of our proposed deep ocean sludge disposal research project. ALL DISTRICTS Joint Chairman H~1t announced that Appointment of Members to Special he intended to ask the Special Committee to Study Reorganization Committee to Study Reorganization of of the Sanitation Districts the Sanitation Di1strict~to review the effects of th~recent reduction in the number of Directors to 26,the consolidations ofi the Districts’ engineering master plans,and other issues relative to reorganization of the Districts.Since several members of the Committee had retired from the Boards,Mr.Holt reappointed the Committee as follows: —5— •12/14/83 District 1 —Don Saltarelli District 6 Harriett Wieder District 2 —Bob Perry District 7 Don Smith (Chairman) District 3 —Bruce Finlayson District 11 Ruth Bailey District 5 —Evelyn Hart ALL DISTRICTS The General Manager reported that the Report of the General Manager Districts are meeting the current effluent discharge requirements of the California Ocean Plan as set forth in the 301(h)waiver provisions.He also indicated that in response to EPA’s Section 308(a)letter,he had forwarded correspondence to EPA following the November 29th meeting which outlined the Districts’proposed short—term and long—term sludge disposal arid flow meter verification plans and schedules approved by the Boards. A letter has been received froit~the Santa Ana Regional Water Quality Control Board identifying tentative req~.iirements the Districts must meet under the 301(h) waiver provisions.Mr.Harper advised that official publication of the requirements and notice to the public regarding the joint EPA/SWRCB hearing on February 10,1984 was not expected for another week,but indicated that EPA and the State Board intend to go ahead with the hearing to address issues not fully considered at the September 10,1982 original hearing regarding the waiver application. The General Manager reported that the staff had placed advertisements in the Register,Los Angeles Times,Wall Street Journal,Engineering News Record and other trade publications to publicize the Districts’Request for Proposal (RFP) for offsite reuse/disposal of our sludge.The staff had already received more than 40 requests for the RFP as of the date of the meeting. Mr.Harper then briefed the Directors on the background of Judith E.Ayres,an environmental research consultant from San Francisco,who was recently named as the Regional Administrator of EPA Region IX. The Assistant General Manager then called the Directors’attention to several items on the supplemental agenda.Mr.Sylvester advised the Directors that the staff had reviewed the proposed project for construction of a filtrate line from the Plant No.1 belt filter press facility to the primary distribution box at an estimated cost of $160,000,authorized by the Boards at the November 9,1983 meeting to comply with the EPA’S 308(a)letter.Staff developed an alternative routing to the secondary distributiori box that had reduced the cost estimate to $50,000.The materials were bid separate from the construction contract to expedite completion.Bids for both the materials and construction of the line were within $725 of the revised engineer’s estimates.He reported that staff recommended award of the construction contract,Job No.PW—l02,to Peter C.David Co.,and the materials specification,Job No.PW—102A,to Marden—Susco,Inc. DISTRICTS 1,6 &7 The Chair recognized ~1r.Conrad Hohener Staff Report on proposed realign of Boyle Engineering Corpora~ion,who ment of Airport Relief Trunk Sewer reported on the recomx~ended realignment of the proposed Airport Relief Trunk Sewer in the vicinity of Orange County Airport.Mr.Hohener presented a brief history of the original routing proposed in the Districts 1~6 and~7 Master Plan as well as the addendum to the Plan relative to consideration of cOnveyance of wastewater from the Irvine Ranch Water District (IRWD)for treatment at the Districts’facilities. Mr.Hohener advised the Directors that last spring the Boards had authorized his firm to prepare plans and specifications for the Airport Relief Trunk.In the process of carrying out this work,he had contacted the Citi~es of Newport Beach and Irvine,the Orange County Airport staff,and the County ~f Orange to identify any changes in the proposed land uses from the original uses~incorporated into the Master Plan.Significant increases in development level~had been proposed in the Irvine Business Center area since the completion of t~ie Master Plan Report,and realignment and resizing of the Airport Relief Trunk is proposed to provide additional capacity to serve this area.
