ALL DISTRICTS Joint Chairman Vardoulis called attention to
Report of the the report to the Congress issued by the U.S.
Joint Chairman Government Accounting Office which states
that billions of dollars could be saved if
procedures relative to Section 301(h)of the Federal Water Pollution Control
Act were simplified by Congress and made a continuing procedure.He observed
that this was a rather dramatic development in support of our effort to obtain
an ocean waiver.Mr.Vardoulis advised that he would be appearing on June 26th
before the House Oversite Committee on the Clean Water Act representing the
Districts and the Conference of Coastal Agencies.
The Joint Chairman then reported on a public participation meeting relative to
selection of sewage solids processing methods and disposal sites held in Irvine
on May 28th.He observed that perhaps the most significant outcome of the
negative community reaction was an agreement by the Environmental Protection
Agency to allow investigation of alternative means of sewage solids disposal
in addition to the proposed composting operation in order to determine the
best possible method.
Mr.Vardoulis announced that there would be no Executive Committee meeting in
June.
ALL DISTRICTS The General Manager reported further on the
Report of the public participation meeting regarding solids
General Manager processing methods and site selection and the
impact the meeting has had relative to cooper
ation from the Environmental Protection Agency and the State Water Resources
Control Board.Strong public reaction,coupled with recent favorable court
decisions,have forced the regulatory agencies to allow consideration of
alternative methods of solids disposal,including the ocean.
The General Manager then recognized Ray Lewis,the Districts’Chief Engineer,
who presented to the Joint Chairman,an award réceived by the Districts from
the Association of Minority Consultants.The Districts were one of four
agencies in the western United States presented with these awards for
recognizing and utilizing minority business enterprises.
•ALL DISTRICTS The General Counsel briefly reported on the
Report of the recent court ruling in Washington D.C.,
General Counsel finding the Environmental Protection Agency’s
regulations barring ocean disposal of sludge
invalid.He further advised that there are two related lawsuits currently
pending on the West Coast,one of which has expanded its cause of action to
include the LA/OMA EIS/EIR.If successful,the Environmental Protection
Agency would be required to allow the LA/OMA EIS/EIR to be expanded to include
investigation of other possible alternative methods of sewage solids disposal
including the ocean.

Administrative Organization,the Secretary
declared the nominations open.
Following an announcement by incumbent Joint Chairman Bill Vardoulis that he
would not be a candidate for the position of Joint Chairman for 1981-82,
Director Donald Holt was nominated as a candidate for the office of Chairman
of the Joint Administrative Organization.
Directors Don Roth and Ron Pattinson were then nominated as candidates for
the office of Vice Joint Chairman of the Joint Administrative Organization.
There being no further nominations,the Secretary reported that the elections
would be held at the regular July meeting in accordance with the Boards’Rules
of Procedures for the Conduct of Business of the Districts.
