HomeMy WebLinkAboutMinutes 1981-04-29COUNTY SANITATION DISTRICT NO.5 OF ORANGE COUNTY,CALIFORNIA MINUTES OF ADJOURNED REGULAR MEETING April 29,1981 -5:30 p.m Newport Beach City f-fall Annex 3330 Newport Boulevard Newport Beach,California Pursuant to the adjournment of the adjourned regular meeting of April 13,1981, the Board of Directors of County Sanitation District No.5 of Orange County, California met in an adjourned regular meeting at the above hour and date,at the Newport Beach City Hall Annex. The Chairman called the meeting to order at 5:30 p.m.The roll was called and the Secretary reported a quorum present. DIRECTORS PRESENT:Jacqueline Heather (Chairman),John Cox,Jr. and Thomas Riley DIRECTORS ABSENT:None STAFF MEMBERS PRESENT:Fred A.Harper,General Manager,J.Wayne Sylvester,Secretary,Ray Lewis,Chief Engineer OTHERS PRESENT:Thomas L.Woodruff,General Counsel,Jim Martin and Hal Mills *****-************* Repor:t on Phase 1 of The Chief Engineer reported on the findings Coast Highway Trunk Study of Shaller and Lohr,the District’s consulting engineer engaged to evaluate the portion of the Pacific Coast Highway Trunk Sewer System from Dover Drive to the Rocky Point Pump Station.Mr.Lewis advised the directors that it appears as if an abandoned 36”and 33”pipe now in.place can be slip-lined at approximately one-half the cost of paralleling the existing force main from Dover to Rocky Point. The Chief Engineer also briefly reviewed the work to be completed on the portion of the system under the Upper Bay Channel and the work being completed east of the channel to the Bay Bridge Pump Station in conjunction with construction of the new Pacific Coast Highway bridge over the Upper Bay Channel by Cal Trans. Authorizing the Selection Committee to negotiate for design of Rehabilitation of Pacific Coast Highway Trunk from Dover to Rocky Point __________________________ It was moved,seconded and duly carried that: _____________________________ The Selection Committee be,and is hereby, _________________________ authorized to negotiate with Shaller and Lohr for preparation of plans and specifications for Rehabilitation of Pacific Coast Highway Trunk Sewer from Dover Drive to Rocky Point Pump Station. District S April 29,1981 Approving pre-gua].ification It was moved,seconded and duly carried that: of contractors for bidding on Contract No.5-24 and 5-24-1 Pursuant to the pre-qualific9ion process conducted by the Distri~cts,the following firms are hereby declared as eligible to bid on construc~tion of the Back Bay Trunk Sewer,Contract No.5-24,and the Enhancement Program fo~the Big Canyon Drainage Area (Big Canyon Marsh Restoration Proje~ct),Cdntract No.5-24-1: John A.Artukovich Sons,Inc.-Azusa Clarke Contracting Corporation -Compton K.E.C.Company -Corona Kordick Construction -Irvine Pascal ~Ludwig,Inc.-Upland Steve P.Rados,Inc.-Santa Ana Sully-Miller Contracting Co.-Orange Approving plans and specs It was moved,seconded ~nd du1~y carried: for Contract No.5-24A That the Board of Direc~ors heçreby adopts Resolution No.81-61-5,approving plans and specifications for Purchase of Approximately 5,000 Feet of 24-Inch Ductile Iron Pipe an~I Fittings,Contract No.5-24A,for use in construction of the Back Bay Trunk~Sewer,~and author izing the General Manager to establish the date for receipt.of ~ids. Discussion re User Charge Staff presented an updalfe on e~forts to Implementation establish a user fee pr9grani a~d a revised timetable for impleinenti1ng user fees to be collected on the annual property tax bill and briefed the Board~on the status of the proposed program.
