ALL DISTRICTS Joint Chairman Vardoulis reported that he Report of the and the General Counsel and staff had met Joint Chairman with the Executive Officer of the Regional Water Quality Control Board (RWQCB)regarding their proposal to impose ~more stringent effluent discharge limits on the Districts effective May 14,1981,even though our ability to comply with the proposed standards is dependent upon completion of the 75 MGD improved treatment facilities now under construction at Plant No.2 which has been delayed due to circumstances beyond the control of the Districts.At the conclusion of the meeting the Executive Officer of the Regional Board agreed with the Districts’suggestion to modify the proposed interim effluent discharge limits until the new facilities are completed.However,it was later learned that the Enforcement Division of EPA,Region IX,San Francisco,did not concur with the arrangement,At the RWQCB January 9th hearing the Executive Officer reviewed the matter in detail with his Board and recommended that it be carried over and that he be directed to negotiate with EPA to bring it to a successful conclusion. Chairman Vardoulis pointed out that the Regional Board members were in complete agreement with the Districts’-position.This matter will be considered by the Regional Board at their next monthly meeting,after which the Districts’staff will report back to the Boards. The Joint Chairman then called a meeting of the Executive Committee for Wednesday,January 28th,at 5:30 p.m.and invited Directors Bruce Finlayson and Ruth Finley to attend and participate in the discussions. ALL DISTRICTS Mr.Harper commented briefly on agenda items Report of the or change orders relative to lengthy time General Iv~nager extensions for certain contracts.He noted that these extensions were rather unusual but were due to delays in the projects at the request of the Districts to accommodate ongoing operations of treatment facilities or installation of specific equipment,rather than contractor-initiated delays.In the future, when a considerable time extension is anticipated on a project,it will be brought to the Boards’attention for appropriate adjustments during the contract period.
