Approval of ivTfñüt~ said minutes be deemed approved, said minutes be deemed approved,as mailed. said minutes be deemed approved, .~I —3- C .11/12/80 ALL DISTRICTS Joint Chairman Vardoulis reported that Report of the the County of Orange had advised that it Joint Chairman appeared dQubtful that the Corps of Engineers would issue a permit to remove sediment from the Santa Ana River and,thus,the Districts would be unable to obtain fill material for the construction of secondary treatment facilities at Treatment Plant No.2 under the agreement previously negotiated with the County as described in the agenda material. Mr.Vardoulis announced a draft Federal Report of the National Advisory Committee on Oceans and Atmosphere will recommend what role oceans should play in waste management.The draft report says that for sewage sludge,“ocean disposal either by barge or through a pipe should continue to be a disposal option under appropriate management conditions and with adequate monitoring safeguards in those areas where our present state of knowledge indicates only minimal environmental harm from sludge disposal.”He also noted that a research project of this nature is currently under consideration by the Districts’Fiscal Policy Committee. The Joint Chairman reported that the Districts’crude oil entitlements to date amount ~to $543,616 and that the program,which was discovered by past Joint Chairman Fox and the General Manager while in Washington,D.C.on other business last year,is expected to continue to October,1981.He then presented photographs to Director Fox taken ~with Congressman Biz Johnson,~ Don Clausen and Glen Anderson during the visit. Joint Chairman Vardoulis then called a meeting of the Executive Committee for Wednesday,November 26th,at 5:30 p.m.and invited Directors Philip Anthony and Richard Edgar to attend and participate in the discussions.He also announced that District No.1 will meet on Wednesday,November 26th,at 4:30 p.m.,immediately preceding the Executive Committee meeting and that the Fiscal Policy Committee would meet on Tuesday,December 2nd,at 4:00 p.m. Formation of Special Chairman Vardoulis announced that Safety Guidance Committee he had established a Special Safety Guidance Committee for the purpose of reviewing and monitoring the Districts’personnel safety program. Director Don Fox,a safety engineer by profession,will chair the committee that will report to the Executive Committee on a semi-annual basis. ALL DISTRICTS Mr.Harper briefly reported on a spill Report of the by one of the Districts’trucks hauling General Manager digested sewage sludge to the Coyote Canyon landfill site and advised that the cause of the spill was being investigated by the staff. ALL DISTRICTS Receive and file letter from S ~J Chevrolet withdrawing bid re Specification No.A-l03 ______________________________ In response to a question with regard to ______________________________ whom award should be made for purchase of ______________________________ the truck-mounted hydraulic sewer cleaner, _______________________________ the General Counsel reported that he and the staff had thoroughly reviewed the bids and determined that S ~J Chevrolet had simply overlooked the mounted flush unit and had bid only the truck body and chassis.Mr.Woodruff further reported that the staff had met with representatives of International Harvester Company and Southwest Flexible Sewer Equipment Company from which identical bids were received.It is the staff’s recommendation to award to International Harvester inasmuch as they are an Orange County-based firm and Southwest Flexible Sewer Equipment is located in Los Angeles County. Environmental Quality Act relative to the Supplemental Environmental Impact Report re Sewerage Improvements for the Big Canyon Drainage Area and summarized the New Jamboree Pump Station Alternative Advantages -Minimum disturbance to the environment and ecoligical reserve. Not in traffic area. Disadvantages -High capital cost -$1,085,000 Ongoing annual energy costs estimated at $32,000 based on current rates. Higher maintenance costs. Least reliable.
