MINUTES OF ADJOURNED REGULAR MEETING

Pursuant to adjournment of the regular meeting of October 8,1980,the Board
of Directors of County Sanitation District No.S of Orange County,California met
in an adjourned regular meeting at the above hour and date at the Oasis Center in
Corona Del Mar.
The Chairman called the meeting to order at 7:30 p.m.The roll was called
and the Secretary reported a quorum present.

Hearing on Draft Supplemental This being the time and place fixed for
EIR re Sewerage Improvements public hearing on the Draft Supplemental
for Big Canyon Drainage Area Environmental Impact Report re Sewerage
Improvements for Big Canyon Drainage Area,
the Chairman declared the hearing open at 7:30 p.m.
Staff and Consultant’s The District’s staff reviewed the
Summary of Draft EIR existing and proposed alternate
re alternate projects facilities for sewering the Big
Canyon Drainage Area.The three
proposed alternate~under ~onsideration are:
Alternate I.Gravity Sewer Along Back Bay Drive
The proposed Back Bay Drive Gravity Trunk Sewer runs along
either a northerly or southerly alignment of Big Canyon,
then along Back Bay Drive to Dunes Park.The estimated cost
of this facility is $816,000.

Alternate II.Jamboree Pump Station Improvements
This alternate consists of construction of a new pump
station to replace the existing station and expansion
of the capacity of the Jamboree Trunk Line.The estimated
cost is $1,085,000 plus energy costs of approximately
$32,000 per year,computed at today’s rates.
Alternate III.Gravity Tunnel System in Jamboree Road
This alternate proposes construction of a gravity sewer in
a tunnel in Jamboree Road at a depth of 95 feet.The new
line would connect the manhole near the existing pump
station with the manhole located north of the intersection
of Back Bay Drive and Jamboree Road.The projected cost
for this alternate is $2,650,000.
Representatives from EDAW,Inc.,District’s consultant,then briefly
explained the purpose of the hearing on the Draft Supplemental EIR
and the timetable for consideration of oral and written comments
relative to preparation of the Final EIR.The consultant then
reviewed possible environmental impacts in connection with each of the
three alternate projects and the mitigation measures that could be
taken relative to each as outlined in the Draft EIR.
Oral Comments re Draft The Chair then recognized the following
Supplemental EIR persons who addressed the Board regardin
the Draft Supplemental EIR:
-Mr.Bart Ellerbroek of Irvine representing the Friends of
Newport Bay
Mr.Ellerbroek spoke in opposition to the Back Bay Drive Gravity
Trunk Sewer because of possible impacts on Upper Newport Bay and
in favor of the Jamboree Pump Station Improvements or the Gravity
Tunnel System in Jamboree Road alternates and submitted his
written comments to the Board.
-Mr.Frank Robinson of Newport Beach representing Friends of
Newport Bay
Mr.Robinson spoke in opposition to the Back Bay Drive Gravity
Trunk Sewer alternate and asked that the EIR be rejected because,in
his opinion,it was not comprehensive.
-Mr.Dayne Stiles representing The Irvine Company~
Mr.Stiles spoke in favor of the Back B~.y Drive Gravity Trunk
Sewer alternate because of economic and reliability considerations
and submitted his written comments to the Board.

Mr.Dennis O’Neal representing J.M.Peters Company
Mr.O’Neal stated that,in his opinion,the Draft EIR adequately
addressed the impacts and spoke in favor of the Back Bay Drive
Gravity Trunk Sewer alternate because of energy and other
considerations.
The consultant then summarized the comments and asked for additional
public discussion to more clearly define the issues that needed to be
more fully addressed in the Final EIR during which Messrs.Ellerbroek,
Robinson and OtNeil offered further comment.
During the discussion,the Board reiterated that the purpose of the
hearing was to receive public input on the Draft EIR and that a decision
on the best alternate project would not be made until all testimony and
comment and the Final EIR had been considered.

from Friends of Newport Bay,dated October 28,1980,and The Irvine
Company,dated October 28,1980,relative to the Draft Supplemental
EIR re Sewerage Improvements for Big Canyon Drainage Area be,and are
hereby,received and ordered filed.
Close Public Hearing Following a brief statement by the
Chairman that the Final Supplemental
Environmental Impact Report would respond to all oral testimony received
at this hearing and written comment received up until the close of the
comment period on November 7,1980,the Chairman declared the hearing
closed at 8:15 p.m.
