A regular meeting of the Boards of Directors of County Sanitation Districts Nos.
1, 2, 3, 5, 6, 7 and 11 of Orange County, California, was held at 7:30 p.m. , in the
Districts' Administrative Offices. Following the Pledge of Allegiance and invocation
the roll was called and the Secretary reported a quorum present for Districts Nos. 1,
2, 3, 5, 6, 7 and 11 as follows:

ALL DISTRICTS The Joint Chairman announced that the
Report of the Fiscal Policy Committee would meet on
Joint Chairman Tuesday, October 14th, at 4:00 p.m. and
the Special Committee on Personnel
Guidelines for Management would meet on Wednesday, October 15th, at 5:30 p.m.
Mr. Vardoulis also announced that District 1 would meet on Wednesday, October
22nd, at 4:30 p.m. , immediately preceding the Executive Committee. He also
advised that there would be an adjourned meeting of District No. 5 on Wednesday,
October 29th, at 7:30 p.m. at the Oasis Center in Corona del Mar.
The Joint Chairman then called a meeting of the Executive Committee for
Wednesday, October 22nd, at 5:30 p.m. and invited Directors James Ward and
Philip Anthony to attend and participate in the discussions.

facilities and treatment works that will be constructed during the next two
years and will be used for training purposes and public tours of the plant.
The General Manager then commented briefly on agenda items relative to public
hearing on Subsequent Draft EIR re Flow Equalization and Hydraulic Reliability
Project; Final EIS/EIR re proposed Sludge Management Program for the Los
Angeles/Orange County Metropolitan Area (LA/OMA) ; and supplemental agenda
items for emergency repairs to electric motor for No. 5 Sharples centrifuge
at Plant No. 1 and replacement of electric hoist for Plant No. 1 Headworks
chlorine tank handling in the amount of $5,050.

work as suggested by the Environmental Protection Agency because of the
decision of Fluor not to contract directly with the District due to certain
