vote was polled and the Secretary cast the unanimous ballot for Director Sharp

DISTRICT 2 This being the annual meeting at which

DISTRICT 3 This being the annual meeting at which
Annual election of Chairman elections are to be held for Chairman and

Board Directors,the Secretary declared nominations

Chairman pro tern of the Board of Directors of County Sanitation District No.3.
It was then moved that Director Vickie Evans be nominated as a candidate for
the office of Chairman.Following a request by Director Evans that her name
be withdrawn from the nomination it was moved and seconded:That Director
Anthony van Dyke be nominated as a candidate for the office of Chairman.There
being no other nominations,the vote was polled and the Secretary cast the
unanimous ballot for Director van Dyke as Chairman.
It was further moved and seconded:That Director Vickie Evans be nominated as
a candidate for the office of Chairman pro tern.There being no other nominations,
the vote was polled and the Secretary cast the unanimous ballot for Director
Evans as Chairman pro tern.
DISTRICT 5 This being the annual meeting at which
Annual election of Chairman elections are to be held for Chairman and

DISTRICT 7 This being the annual meeting at which

DISTRICT 11 This being the annual meeting at which
Annual election of Chairman elections are to be held for Chairman and
and Chairman pro tern of the Chairman pro tern of each of the Boards of
Board Directors,the Secretary declared nominations
in order for the office of Chairman and
Chairman pro tern of the Board of Directors of County Sanitation District No.11.
It was then moved and seconded:That Director Ron Pattinson be nominated as a
candidate for the office of Chairman.There being no other nominations,the

Pattirison as Chairman.

ALL DISTRICTS The Joint Chairman reported on the Federal
Report of the Domestic Crude Oil Entitlements Program
Joint Chairman under which the Districts are eligible to
receive payments from oil refineries as an
offset for our methane gas produced as a byproduct of the sewage treatment
process.For the period June,1979,through February,1980,the Districts
will receive payments of approximately $300,000 from this program which will
be phased Out by October,1981.
Mr.Fox announced that the Fiscal Policy Committee would meet on Wednesday,May
21st at 11:00 a.m.and stated that he would appoint a Board member in the near
future to fill the position vacated by retiring Director Frese.
Mr.Fox also announced that the staff would conduct an orientation session for
newly appointed Directors and Alternate Directors on Thursday,May 29th at
6:00 p.m.,and advised Board members that additional information would be
mailed out prior to the orientation.
The Joint Chairman then called a meeting of the Executive Committee on
Wednesday,May 28th at 5:30 p.m.,and invited Directors Bailey and Corbett to
attend and participate in the discussions.
ALL DISTRICTS The Joint Chairman announced the appointment

Reorganization of the representative on the Special Committee to
Districts Study Reorganization of the Districts.
ALL DISTRICTS The General Manager reported on the recent ED
Report of the Association of Metropolitan Sewerage Agency’s
General Manager Annual Meeting held in Nashville,Tennessee,
which he had attended along with the Joint
Chairman and General Counsel.Senator Muskie was at the meeting at ~the time
of his appointment as Secretary of State by the President.For several years
Mr.Muskie has blocked efforts to abolish the Industrial Cost Recovery (ICR)
provisions of the Federal Water Pollution Control Act.In one of the major
Congressional developments in water quality since his appointment as Secretary
of State the Senate Committee has now moved to eliminate the ICR provision.
Mr.Harper then commented briefly on supplemental agenda items to approve a
$600.00 increase in the authorization for purchase of polymers from up to five
separate suppliers for testing and evaluation of currently available dewatering -
chemicals in connection with preparation of new bid Specification No.P-035 for
said chemicals;staff request for extension of the procurement agreement with
American Cyanamid for purchase of polyelectrolyte chemical flocculent,Specifi
cation No.P-033,increasing the maximum from $200,000 to $400,000;authorizing
the General Manager to negotiate and award purchase of replacement parts from
Philadelphia Gear Company and other suppliers for repair of No.5 main sewage
pump gear box at Headworks “C”,Plant No.2;and recommended employment of
Cliffort A.Forkert for surveying services relative to construction of 75-MGD
Improved Treatment at Plant No.2,Job No.P2-23.
The General Manager also reported on supplemental agenda items relative to
annexation of approximately 253 acres to District No.2,proposed Annexation
No.28 -Anaheim Hills Annexation No.7 and a one acre annexation to District

No.7,proposed Annexation No.92 -Guzman.In response to a question regarding
the effect of AB-8 on Districts’annexations and the impact of large annexations
on the Districts’application for waiver of secondary treatment requirements,
the General Counsel and staff reported that a request is being made of the Board
of Supervisors to allocate the proportionate share of tax revenue to the respec
tive Districts for all annexations of territory pursuant to the provisions of
AB-8.Further,agreements for large annexations include a clause for levying
a use charge against the property in the event such an allocation is not
forthcoming.With respect to the waiver issue,all agreements for large
annexations that might have a bearing on the waiver application contain a
provision that such annexations will be null and void in the event they are
determined to be the cause of a waiver denial.
