ALL DISTRICTS Joint Chairman Fox referred Directors to Report of the copies of a summary of Federal and State Joint Chairman construction grant-funded projects included in the meeting folders.He observed that the Districts have been very successful in obtaining their share of grants, receiving $35 million in 1979 and a total of $103 million over the years. Mr.Fox announced that Fiscal Policy Committee Chairman Sharp had called a meeting of the Fiscal Policy Committee for Tuesday,January 29th at 11:00 a.m. The Joint Chairman then called a meeting of the Executive Committee for 5:30 p.m.,January 29,1980,and invited Directors Sylvia and Velasquez to attend and participate in the discussions. ALL DISTRICTS The Joint Chairman announced that Declaring intent to make annual management compensation adjust- management compensation ments were customarily made in January. adjustments retroactive He ~uggested that inasmuch as the to January 9,1980 Executive Committee,which would be reviewing the matter at their next meeting,had not yet prepared a recommendation for the Boards,the Directors consider an actiQn declaring their intent to make any adjust ments effective January 9,1980.Whereupon it was moved,seconded and duly carried: That the Boards of Directors hereby declare their intent to make manage ment employee compensation adjustments retroactive to January 9,1980. ALL DISTRICTS The General Manager commented briefly on Report of the supplemental agenda items regarding requested General Manager autFjoLrization for interim rental of a - motor grader from Larry Curti Truck and Equipment to be used for sewage solids processing at the Coyote Canyon Landfill pending delivery of recently purchased District grader in June, 1980;establishment of hearing date for District No.7 Annexation No.82, recently authorized by the Local Agency Formation Commission,required because we do not have a unanimous petition from the property owners;and recommended approval by District No.3 of plans and specifications for Additions to Seal Beach Boulevard Pumping Station.He also noted that a revised agenda listing for District No.5 business was included in the Directors’folders. DISTRICT 6 The General Manager briefly discussed the First reading of proposed fiscal analyses considered during the budget Ordinance No.604,re Estab review and the recent deliberations of the ilsing Sewer Connection Special Committee Studying Reorganization Charges of the Districts,which projected a short fall of funds in District No.6 to construct the Gisler Trunk Relief Sewer.District No.6 is one of the few Districts without a connection fee for financing capital improvements and the Chairman has requested that the Board consider establishing such a fee.The proposed connection fee schedule was then rev±ewed~It is identical with that of District No,7 which will facilitate administration of collection of the connection fees by the Costa Mesa Sanitary District which also collects fees for District No,7 territory within the Sanitary District. DISTRICT 5 The General Manager reviewed the supple- Continuing consideration mental staff report on the proposed of Ordinance No.si•o implementation of an ordinance that would divide the District into three separate zones for purposes of development and regulation of sewerage facilities, establish a schedule of connection fees for said zones and temporarily suspend the issuance of sewer connection permits for the zone tributary to the Big Canyon drainage area cZone No.2)until additional sewer service for said area is determined to be available.The ordinance,as drafted, would establish a Zone 2 connection fee of $850 per residential unit and $440 per 1000 square feet of commercial property to provide necessary capital to pay for needed facilities,He also reviewed the Zone 2 property developments set forth in the report that would be impacted by the ordinance and commented on those properties considered to be exempt from the proposed connection permit suspension based upon information provided by the City of Newport Beach~, There followed a lengthy discussion on how specific developments would be affected by the ordinance and the proposed language of the ordinance includ ing the definition of what constitutes “final planning and zoning approval” to qualify for exemption from the connection permit suspension clause. During the discussion the Chair recognized representatives of Pacific Mutual and The Irvine Company,who spoke and filed written comments with the Board,and officials from the City of Newport Beach who commented with regard to specific projects within proposed Zone 2. -13- 1/9/80 The Board then considered the alternative projects for sewering the Big Canyon drainage area and the construction of said facilities from advances of connection fees by property owners,ito b.e reimbursed fr~n~collection o~ future connection fees within th.e zone.
