ALL DISTRICTS~The Joint Chairman briefly reviewed the
Report of the history of the controversial Industrial
Joint Chairman Cost Recovery (ICR)provisions of the
Federal Water Pollution Control Act,
and announced that Congress had recently extended the maratorium on ICR
implementation to June 30,1980.Mr.Fox stated that,with the BOards’
concurrence,he would ask the Executive Committee to study the issue and
recommend a position to the Joint Boards at a future meeting.

The General Manager commented briefly on
supplemental agenda items for Interim Sale
of Dewatered,Semi-Composted,Digested
Sludge from Coyote Canyon Landfill Site,
Specification No.S.-025,and recommended approval of the sale of up to
10,000 cubic yards to Goidenwest Fertilizer for a unit price of $1.50 per
cubic yard;denial of the claim of Thomas S.Leonardis,relative to construc
tion of Major Facilities for 75 MGD Improved Treatment at Plant No.2,Job
No.P2-23-6;and recommended authorization for purchase of odor control
monitoring equipment from Tegal Scientific,Inc.,in an amount not to exceed
$6,000.
Mr.Harper then demonstrated recently purchased video tape equipment to be
used for monitoring construction projects by presenting a brief viewing of
construction of District No.li’s Coast Highway Trunk,Plant No.2 improved
treatment construction work and the Coyote Canyon Sludge Processing Facility
operation.
The General Counsel reported briefly on
his attendance at a recent litigation
meeting of the legal counsels of the
members of the Association of Metropolitan
Sewerage Agencies held in Chicago,Illinois.A subcommittee was established
and will be responsible for circulating reports of pending legal matters so
that member agencies may be kept abreast of regulatory agency actions.
