MINUTES OF SPECIAL MEETING November 14,1979 -6:00 P.N 10844 Ellis Avenue Fountain Valley,California Pursuant to the call of the Chairman,the Board of Directors of County Sanitation District No.7 of Orange County,California,met in a special meeting at the above hour and date,in the Districts’Administrative Offices. The Chairman called the meeting to order at 6:00 p.m.The roll was called and the Secretary reported a quorum present. DIRECTORS PRESENT:Don Smith (Chairman),Bill Vardoulis, Ralph Welsh and Harry Yamamoto DIRECTORS ABSENT:Ray Williams,Francis Glockner and Edison Miller STAFF MEMBERS PRESENT:Fred A.Harper,General Manager,J.Wayne Sylvester,Secretary,Ray B.Lewis and William N.Clarke OTHERS PRESENT:Thomas L.Woodruff,General Counsel,Rod DuBois,Lavern Goodwin,Donald Hold, Conrad Hohener,Frank Martinez,Dayne Stiles,Phil Stone and Satoru Tamaribuchi ************* Report and discussion re The General Manager briefly reviewed Peters Canyon Study the purpose of the Peters Canyon Study prepared by Boyle Engineering on the feasibility of serving the Peters Canyon area easterly of the present District No.7 boundary.The study,which was requested and paid for by the Irvine Company,was completed in March and has been distributed to interested parties for comment. Mr.Conrad Hohener of Boyle Engineering then summarized the Peters Canyon Study and its relationship to the District’s 1969 Master Plan of Sewers. The report assesses the capacity of the District’s facilities and the capability of handling sewage generated from the 4100 acre Peters Canyon Study area of which 700 acres were included in the District’s Master Plan. Mr.Hohener reviewed the criteria used in projecting new facilities or existing facility modifications necessary to serve the area and the estimated costs as follows: Peters Canyon Trunk $3,497,800 Orange Park Blvd.Parallel Trunk 39 600 (Tustin~.Orange Trunk Parallel) Red Hill Ave.Parallel Trunk 504,000 Sunflower Ave.Parallel Trunk 985,500 ——~———.— District No.7 -.~. 11/14/79 Lift Station at Alton Ave.~Raitt St.-$20,000 Sub-Total -Parallel Trunks F~ Lift Station Only $1,549,100 Elimination of Existing Pump Stations 542.040 TOTAL CONSTRUCTION COST $5,588,940 Preliminary engineering,design surveying, design engineering,construction staking, construction inspection,administration, legal and miscellaneous @ 25%1,397,235 TOTAL COST $6,986,175 Mr.Hohener stated that the new plan would provide facilities to handle a net additional flow of 5.6 MGD and eliminate nine existing 70th Sewer Maintenance District pump stations.He also noted that the entire plan was predicated on Jamboree Road being extended through the Marine Corps LTA base because if the Peters Canyon Trunk is moved easterly,it would be virtually impossible for the line to flow by gravity. The Chief Engineer reported that after the report was completed,the Irvine Company studied additional alternative plans.He briefly reviewed them and recommended that the Board consider engaging Boyle Engineering to update the Peters Canyon Study to assess the alternative of including the territory easterly to Culver Drive.He also summarized the advantages and disadvantages of annexing the Peters Canyon area as follows: ADVANTAGES -Eliminates nine pump stations and ongoing M ~0 costs associated therewith for the property owners served. -Would establish the ultimate District Service boundary. DISADVANTAGES -Limited treatment plant capacity.No additional capacity has been built since 1972 and the addi tional capacity requires a new Headworks at Plant No.1. -Impact on application for secondary treatment waiver. -Requires Master Plan modifications. The Chair then recognized Mr.Dayne Stiles,representing the Irvine Company, who gave the Company’s current posture on the proposed annexation,endorsed the Chief Engineer’s recommendation to update the study to include the area easterly to Culver Drive and offered,on behalf of the Irvine Company,to pay the cost of said work.CD —2— District 7 -~‘~ll/l4/79 FURTHER MOVED:That,upon receipt of written confirmation from The Irvine Company to pay for said additional work,the staff be,and is hereby, authorized to order the engineer to proceed with the update of the Peters Canyon Study.
