Joint Chairman Fox reported on his attendance at the recent California Association of Sanitation Agencies (CASA)annual work con ference in Monterey.He observed that one of the high points of the workshop was the presenta~tion and analysis of the Gann Initiative.He also announced that Don Winn,•the Districts’representative to CASA,had been re-elected to the Association’s Board of Directors.The Joint Chairman then recognized Mr.V/inn,who reported on the topics discussed at the conference and the fact finding colmilittee established to review problems in the 9/12/79 STAFF MEMBERS PRESENT: DISTRICT 1 Approval of 4E~ IL ALL DISTRICTS Report of the J~int Chairman -.3- 9/12/79 Truckee-Lake Tahoe area.Mr.Winn also advised Directors that Larry Walker, EXeCUtjV~Officer of the State Water Resources Control Board,has resigned his posision. Chairman Fox then announced that the Fiscal Policy Committee would be calling a meeting later in the month. _______________ Mr.Harper reported on supplemental agenda items.He recommended the Boards approve award _______________ of contracts for Modification of Odor Scrubbing Tower at Reclamation Plant No.1, Job No.PW-055-2,and 10,000 Gallon Fuel Tank Vapor Recovery System at Reclamation Plant No.1,Job No.PW-057;and that the Boards reject bids re ceived for Two (2)Climax Gas Engines,Specification No.R-00l and authorize the staff to negotiate a contract with Waukesha Engine Servicenter,Inc.,for further consideration by the Boards;engagement of Delphi Systems,Inc.for computer programming necessary to comply with new retirement system provisions; renewal of Agricultural Lease,Specification No.L-006,with Nakase Brothers; and requested authorization to proceed with emergency repairs to “C”Headworks Gearbox No.5 at Plant No.2 on a force account basis. Mr.Harper advised Directors that the application for waiver of secondary treatment requirements would be filed with the Environmental Protection Agency on September 13,1979,and acknowledged the fine work of staff members and consultants in preparing what he considered an excellent document. The General Manager also reported that the staff was continuing to meet with the State Water Resources Control Board regarding grant funding for the flow equalization project which was denied by the State in August and announced that he might have something further to report at the next Board meeting regarding a possible grant for the project. ALL DISTRICTS Joint Chairman Fox presented a plaque to Presentation of plaque Lindsley Parsons,Districts’Commissioner to SCCRWP Commissioner to the Southern California Coastal Water Lindsley Parsons Research Project (SCCWRP)since its incep tion in 1969,commending him for his services as the Districts’Commissioner and expressing appreciation therefor. Mr.Parsons,the immediate past President of SCCRWP and a past Joint Chairman of the Districts,thanked the Boards for the recognition and then reviewed the highlights of his tenure on the SCCRWP Commission and the Joint Boards. Moved,seconded and duly carried: That the General Manager’s action in filing Application for Modification of Secondary Treatment Requirements,pursuant to Section 301(h)of the Clean Water Act of 1977,be, ALL DISTRICTS Director Strauss withdrew his name ~pointment to Fiscal from the nominees for appointment to fill Policy Committee a vacancy on the Fiscal Policy Committee, following which the Boards directed the ~Joint Chairman to appoint a member from the two remaining nominees.The Joint Chairman subsequently appointed Director Wieder to a two-year term as a member of the Fiscal Policy Committee. 9/12/79 . . DISTRICT 11 — The General Manager reported on recent ~orton odor control complaints regarding odor control problems problems at Plant No.2 in the vicinity of Treatment Plant No.2 in Huntington Beach.Because of the Treatment Plant construction in the headworks area it has been necessary to temporarily remove odor control facilities from service which is the primary cause of the present problem,The current heat spell and the shortage of available chlorine have added to th~difficulties.Mr.Harper advised that the staff was working on a solution and would be in contact with the residents of the area and also keep Mayor MacAllister of the City of Huntington Beach posted on the progress.The staff will report back to the Boards at the next meeting.
