The Chairman called the meeting to order at 3:00 p.m.The roll was called, and the Secretary pro tern reported a quorum present. DIRECTORS PRESENT:Paul Ryckoff (Chairman),Thomas Riley and Donald Strauss DIRECTORS ABSENT:None STAFF MEMBERS PRESENT:Fred A.Harper,General Manager,Rita Brown,Ray Lewis,William Clarke and. Receive and file staff report re Big Canyon Drainage Area Facilities and ordered filed. Approving Gravity Tunnel System in Jamboree Road for Big Canyon Drainage Area in and directing staff ~uest The Irvine Company to fund said facility Moved,seconded and duly carried: That the staff report re Big Canyon Drainage Area Facilities,be,and is hereby,received The General Manager reviewed the alterna tives set forth in the staff memorandum for servi.ng the Big Canyon Drainage Area as follows: AJ.ternate I.Gravity System Along the Back Bay Drive Although from an engineering standpoint and overall cost,this alternative is the best and most reliable system to accommodate the *******_******* District No.5 1/23/79 sewage flows,because of the environmcTi.tal concerns rcgarding the Back Bay and the previous decision from the California Coastal Commission denying the permit,this alternative is not a viable one for implementation. Alternate II.Improved Pi~Station and Force Main This alternative is comparable in cost to the Back Bay Gravity Sewer •and estimated to be approximately one-half of the gravity tunnel sewer in Jamboree Road,but the annual maintenance and energy costs may far exceed the cost of the gravity tunnel system.In preparing the cost estimates contained in the Facilities Plan,energy costs were computed at 3$per kwh.The Districts are presently experiencing costs of 4$ per kWh in the treatment plants and recent discussions with representa tives from the Southern California Edison Company indicate that these rates will increase substantially in the very near future.It does not provide the reliability of service unless standby generation is installed to avoid overflows in the Big Canyon Area and subsequently to the Back Bay. Alternate III.Gravity Tunnel System in Jamboree Road This alternative,although the most expensive in initial capital invest ment,may ultimately prove to be the least costly of the two viable alternatives.- The staff recommends that since there is a considerable amount of difference in the capital costs of the pump station versus the tunnel gravity system in Jamboree Road,as well as the projected amortization cost of both projects, perhaps a more accurate assessment of the costs of the gravity tunnel system in Jamboree Road (Alternate III)should be investigated further.Preliminary engineering could be done,along with soil borings and input solicited from responsible contractors to evaluate the actual cost of the gravity tunnel system for approximately $25,000.This could then be compared against the pump station facilities. Mr.Ben Nolan of the City of Newport Beach concurred that the gravity tunnel system appeared to be the best alternative. The Board then entered into a lengthy discussion of the viable alternatives and the staff recommendation during which the question of who should pay for the facility was raised.It was the consensus of the Directors that inasmuch as the line would serve The Irvine Company property and enable continued development of said property that the Company should pay for installation of the sewer. Following a brief review of past arrangements with the Irvine Company for funding construction of District faclities,it was moved,seconded and duly carried: That the Alternate III Grayity Tunnel System in Jamboree Ro~c1,be,and is hereby,approved in concept;and, FURTHER MOVED:That the staff be,and is hereby,directed to request The Irvine Company to fund said facility. -2— 1/10/79 Receive file and approve final EIR on Jamboree Interceptor and Pump Station FURTHER MOVED:That said Final Environmental Impact Report has been completed in compliance with the State and District Guidelines Implementing the California Environmental Quality Act of 1970,as amended,and that the information con tained in said Environmental Impact Report has been reviewed and considered by the Board prior to consideration of approval of the project. Receive and file staff Moved,seconded and duly carried: report re Bayside Drive Trunk Sewer That the staff report re Bayside Drive Trunk Sewer,be,and is hereby,received and ordered filed. Approving Replacement of The Chief Engineer reviewed the staff portion of 10-inch Bayside memorandum summarizing the two alternatives Drive Trunk Sewer with 24 set forth in the Facilities Plan prepared inch pipe and authorizing by Shaller and Lohr,Inc.,consulting preparation of EIR engineers,for replacement of a portion of the Bayside Drive Trunk Sewer as follows: A.Replace 3100 linear feet of 10-inch cast iron pipe with equal size. This alternative would not provide any additional capacities for future service areas or developments and would not allow the eventual deactivation of the Bayside Drive Pumping Station. Construction could commence on this with a negative declaration and an administratively issued Coastal Commission Permit which would not require Commission action. B.The Facilities Plan,dated December 1,1978,has analyzed three alternatives based on various ultimate service area flow projections, and the deactivation of the Bayside Drive and Corona del Mar Pumping Stations.The various flow coefficients analyzed require the installation of a 24-inch sewer to replace the 3100 feet of 10-inch sewer in all three alternatives.The sizing of the reach from Jamboree Road to the Balboa Island inlet would determine the allowable flows as indicated on the attached Alternate Design Analysis.The installation of the 24-inch cast iron project would require the preparatioii of an Environmental Impact Report and a formal submittal to the Coastal Commission for a Coastal Permit. I-Jo recommended that the Directors consider approval of “B”,as the construc tion impacts would essentially be the same for a 10-inch pipe installation as for a 24-inch pipe.The cost differential would only be for the difference in pipe cost,which i.s est:imated to be less than ~25,0O0 for the 10-inch versus the 24-inch pipe size.The District could utilize the presently available 24-inch cast iron pipe purchased for installation on the Back Bay Gravity Sewer System. Moved,seconded and duly carried: ________________________________ That the Final Environmental Impact Report on the Big Canyon Drainage Area (Jamboree Interceptor and Pump Station),be,and is hereby,received ordered filed and approved;and, 3- District 5 1/23/79 Mr.Nolan of the City of Newport Beach stated that he agreed with the District staff recommendation. It was then moved,seconded and duly carried: That replacement of a portion of the 10-inch Bayside Drive Trunk Sewer from Dahlia Avenue to 800 feet south of El Paso Drive with 24-inch cast iron pipe,be,and is hereby,approved;and, FURTHER MOVED:That th~staff be,and is hereby,authorized to proceed with preparation of an Environmental Impact Report for said project. Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No.5 be adjourned.The Chairman then declared the meeting so adjourned at 3:28 p.m.,January 23,1979.
