It was then moved and seconded: That Director James Sharp be nominated as a candidate for the office of Chairman.There being no other nominations,the vote was polled and the Secretary cast a unanimous ballot for Director Sharp as Chairman of the Board of Directors of District No.1. Joint Chairman Saltarelli then reported that the election of Director Sharp as Chairman of District No.1 created avacancy for the post of Chairman pro tern and declared nominations in order to fill the vacant position. ALL DISTRICTS The Joint Chairman reported that the Report of the Special Committee to Study Reorganization Joint Chairman of the Districts met on October 25,1978, and elected Director Smith as Chairman. -4- 11/15/78 He then recognized Committee Chairman Smith,who reported on the activities on the Committee to date.Staff has prepared a statement of pros and cons relative to consolidation and the General Counsel has been directed to draft further information to submit to the Committee for review.Alternatives will be considered at a meeting around the first of the year and the Committee will then report back to the Joint Boards. Chairman Saltarelli then called a meeting for the Executive Committee for Wednesday,November 29,1978,and invited Directors Stanton and Sylvia to attend and participate in the discussions. ALL DISTRICTS Report of the General Manager in the middle of December. The General Manager reported that the Environmental Protection Agency now anticipates publishing the regulations relative to waiver of secondary treatment Mr.Harper then reported on his attendance at the recent California Associa.tion of Sanitation Agencies’quarterly Executive Committee Meeting.Considerable discussion at the meeting centered around the impact of Proposition 13 and the work of the Post Commission which has been established by Governor Brown to study consolidation of special districts.Apparently,there will be considerable pressure in Sacramento during the forthcoming year to take districts such as the Sanitation Districts completely off the tax roll because of their ability to implement user fees. The General Manager commented briefly on the Executive Summary of the Draft Facilities Plan and Project Report which had been included in the Directors’meeting folders and reçuested the Chief Engineer to review said draft.Mr.Lewis then presented an overview of the Executive Summary and reported that the full detailed Facilities Plan and Project.Report would be available at the December meeting.The Board must act upon the Facilities Plan and Project Report before the Environmental Impact Statement can be completed.The Districts’plants are currently operating above the primary treatment capacity and the Environmental Protection Agency will not approve construction of additional plant capacity until the Environmental Impact Statement has been completed. ALL DISTRICTS Moved,seconded and duly carried: Awarding purchase of Vibration Analysis Equipment That the bid tabulation and recommenda Specification No.E-096 tion for purchase of Vibration Analysis Equipment,Specification No.E-096,be, arid is hereby,received and ordered filed;and, ALL DISTRICTS Moved,seconded and duly carried: Authorizing General Manager — to engage Goldenwest Fertilizer That the General Manager be,and is to transport sludge between hereby,authorized to engage the firm Plants:Nos.1 and 2 of Goldenwest Fertilizer to transport sludge between Reclamation Plant No.1 and Treatment Plant No.2 for processing on a 90-clay interim basis,at the rate of $40 per hour. -9- 11/15/78 ALL DISTRICTS The Chief Engineer reported that the Approving Change Order No.4 State Coastal Commission had approved to Job No.P2-23-6 re Coast the District No.11 permit to construct Flighway Trunk Sewer the Coast Highway Trunk Sewer from Treatment Plant No.2 to Lake Street in huntington Beach.The first section of said trunk sewer is at Plant No.2 “C”Headworks site.Because the Districts’contractor for Job No.P2-23-6,Improved Treatment Facilities at Plant No.2,will be laying two pipelines which re quire dewatering in the immediate vicinity,concurrent construction of the portion of the Coast Highway trunk at this location would provide a substantial cost savings to District No.11.Therefore,the staff recently requested a proposal from H.C.Smith Company,contractor,to install the initial 128 feet of trunk sewer.The contractor submitted a price of $295,000 for said work and the Chief Engineer,after describing the work involved,recommended that the Boards consider authorizing a change order to Job No.P2-23-6 for installation of said portion of the Coast Highway Trunk Sewer,the cost of which would be born solely by District No.11. After a brief discussion,the following actions were taken: DISTRICT 11 Moved,seconded and duly carried: Approving construction of initial portion of Coast That construction of the initial 128 Highway Trunk Sewer and re feet of 84-inchpipeat.Treatment.Plant questing Joint Boards approval No.2 “C”Headworks,for the Coast of change order to Job No Highway Trunk Sewer,be,and is hereby, P2-23-6 for said work approved;and, FURTHER MOVED:That the Joint Boards of Directors are hereby requested to authorize a change order to the contract with H.C.Smith Company, contractor for Job No.P2-23-6,Improved Treatment Facilities at Plant No.2,in the amount of $295,000 to perform said work at the expense of District No.11. Following a request from Director Svalstad regarding odor complaints received by Fountain Valley and Huntington Beach the. General Manager reviewed the odor control Districts have undertaken.An odor scrubber has been at Plant No.1.and prechiorination facilities are presently at Plant No.2 and will be complete in about three months.
