The Chairman called the meeting to order at 6:00 p.m.The roll was called, and the Secretary reported a quorum present. Henry Wedaa (Chairman),Ralph Clark, Vernon Evans,Donald ~Fox,Beth Graham, Donald Holt,Jr.,Bernard Houston,Bob Perry,Donald Roth,Roger Stanton and Duane Winters DIRECTORS ABSENT:Don Smith STAFF MEMBERS PRESENT:Fred A.Harper,General Manager,J.Wayne Sylvester,Secretary,Ray Lewis,William Clarke and Hilary Baker qmERs PRESENT:Donald Martinson,Jim Rourke and Matt Tebbetts Receive and file excerpts Moved,seconded and duly carried: re Board Appointment That the minute excerpts from the following cities regarding elections of mayors and appointment of alternates,be received and ordered filed;and that the following representatives be seated as members of the Boards:(*Mayor) _______________________ Alternate Brea Donald L.Fox Sam Cooper* Fountain Valley 2 Roger R.Stanton Marvin P.Alder* La Habra 2 Beth Graham Earl C.Roget* Villa Park 2 Bernard C.Houston*James H.Wells Ratifying emergency work Following comments by the General Manager, re storm damages to Orange the Districts’Chief Engineer described Sub-trunk Santa Ana River damages to the District’s Orange Sub-trunk Crossing and authorizing Santa Ana River Crossing caused by recent replacement of said trunk storni runoff in the river.He reviewed a slide presentation depicting said damages and the temporary repairs which had been made to place the facility back into service at a cost of approximately $125,000.The Chief Engineer emphasized that the repairs were temporary in nature and recommended that a permanent replacement be installed as soon as possible to minimize possible future DIRECTORS PRESENT: ************~** City District(s 2 Active 3/30/78 District No.2 problems from additional storm waters.He proposed a permanent replacement of the single 30-inch vitrified clay pipe with a two-barrel 24-inch ductile cast iron siphon at a depth sufficient to avoid any future damage by water in the river.The second barrel would handle ultimate flows anticipated from the drainage area as set forth in the District’s Master Plan.Installation at this time would effect considerable savings and avoid parallel construction at a later date for this facility.The cost of a single barrel was estimated at $215,000 and the double barrel at approximately $250,000. Federal disaster relief funds are available for 100%of “reasonable costs” of the temporary repairs and the “in kind”permament replacement.Federal funding will not be available for the increased capacity for future flows provided by the second barrel. The staff then reviewed the available alternatives with regard to obtaining a contractor for installation of the siphon,after which the following actions were taken: Ratifying action re emergency It was moved,seconded and duly work for repairs to Orange carried: Sub-trunk That the action of the General Manager in ordering emergency work relative to damages to the Orange Sub-trunk Santa Ana Crossing be approved,and that payment for said work to the following firms be authorized: -Lowry ~Associates,Districts’Consulting Design Engineer, for engineering services relative to emergency repairs and for design of Orange Sub-trunk Sewer Santa Ana River Crossing Replacement -John A.Artukovich Sons,Inc.,for emergency work relative to emergency repairs to Orange Sub-trunk Sewer Santa Ana River Crossing -Butler Engineering,Inc.,for construction engineering services relative to emergency repairs to Orange Sub-trunk Sewer Santa Ana River Crossing Authorizing construction Moved,seconded and duly carried: of Orange Sub-trunk Sewer Santa Ana River Crossing That the Board of Directors adopt Replacement Contract No Resolution No.78-55-2,declaring 2-5-R the damage done to the Orange Sub- trunk Santa Ana River Crossing Sewer Line to be a condition conducive to great public calamity and dispensing with the bidding requirements for the replacement thereof, and authorizing the General Manager to direct and cause the permanent repairs and replacement to be made forthwith by a responsible contractor for the best terms and conditions available. —2— 3/30/78 ~istrict No.2 Authorizing staff to solicit a proposal to design Olive Sub-trunk Santa Ana River Crossing Following a brief report regarding storm damages to the Olive Sub-trunk Santa Ana River Crossing,the flows of which have been temporarily diverted to other facilities, it was moved,seconded and duly carried: That the staff be authorized to solicit a proposal from Lowry E~Associates, Districts’Design Engineer,for services in connection with preparation of the plans and specifications for the Olive Sub-trunk Santa Ana River Crossing Replacement. Discussion re Districts Following a brief discussion regarding the Conflict of Interest different formats of City and District Reporting conflict of interest reporting forms,it was the consensus of the Directors that the Districts’General Counsel be requested to review the feasibility of revising the Districts’form to the same format used by the various cities and report back to the Boards. Adj ournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No. 2 be adjourned.The Chairman then declared the meeting so adjourned at 6:40 p.m.,March 30,1978. ATTEST: Chairman of the Board of Directors County Sanitation District No.2 of Orange County,California Authorizing purchase of pipe Moved,seconded and duly carried: for Orange Sub-trunk Sewer Santa Ana River Crossing That the General Manager be authorized Replacement,Contract No to purchase 24-inch ductile cast iron 2-5-R,from District No.5 pipe required for the proposed Orange Sub-trunk Santa Ana River Crossing Sewer Replacement,Contract No.2-5--R,from County Sanitation District No.S at the current market price. Directing preparation of resolution commending contractor for work re emergency repair to Orange Sub-trunk ___________________________ The staff was directed to prepare a ____________________________ resolution of commendation to John A.Artukovich Sons,Inc.,for out ___________________________ standing work in connection with the ___________________________ temporary emergency repair to the Orange Sub-trunk Sewer Santa Ana River Crossing for consideration by the Boards at the regular April meeting.
