ALL DISTRICTS .Joint Chairman Saltareili reported on his Report of the attendance at the Association of Metropolitan I Joint Chairman Sewerage Agencies Technical Conference on Research and Development Needs for Advanced Wastewater Management in Miami Beach earlier in the month and briefly reviewed information presented on sludge disposal studies relative to agricultural use. The Joint Chairman also stated that he.was optimistic regarding the Districts -3- _____ 2/8/78 chances of obtaining a secondary treatment waiver pursuant to recent amendments to the Federal Water Pollution Control Act. Chairman Saitarelli then recognized Directors Wood and Winn,who reported in connection with their attendance at the California Association of Sanitation Agencies mid-year work conference in Indian Wells during the month of January. The Joint Chairman then called a meeting of the Executive Committee for Wednesday,February 22,1978,at 5:30 p.m.and invited Directors Glockner and Hudson to attend and participate in the discussions. ALL DISTRICTS The General Manager further reported on Report of the the Association of Metropolitan Sewerage General Manager Agencies Research and Development Conference in Miami Beach and reiterated that he was optimistic that the Districts could qualify for a secondary treatment waiver. He pointed out,however,that it appears as if the Environmental Protection Agency may take an unreasonable position on the issue which would make it extremely difficult for any agency to obtain such a waiver. ALL DISTRICTS The General Counsel reported on his analysis Report of the of the Jarvis-Gann tax limitation initiative General Counsel which had been included with the agenda material.He also commented briefly on agenda items for revising Districts’delinquent obligation procedures,and proposed awarding of contracts for employee prepaid health plans. ALL DISTRICTS Following a brief report by the General Adopting Resolution Counsel relative to the development of re Affirmative Action the Districts’Affirmative Action Program, Policy it was moved,seconded and duly carried: That the Boards of Directors adopt Resolution No.78-30,confirming the •policy of affirmative action of the Districts to insure equal employment opportunity.A certified copy of this resolution is attached hereto and made a part of these minutes.
