DISTRICT 7 Moved,seconded and duly carried:, Ratification of payment of claims That payment of District claims on the following dates be,and is hereby ratified in the total amounts so indicated: Fund November 8,1977 November 25,1977 December 6,1977 Operating Fund $5,599.39 $478.85 Facilities Revolving Fund $35.00 $5,599.39 $35.00 $478.85 in accordance with said claims listed on Pages “B”,“0”and “F”,attached hereto and made a part of these minutes. -4- 12/14/77 ALL DISTRICTS Joint Chairman Saltarelli briefly reported Report of the on his attendance at an Environmental Joint Chairman Protection Agency (EPA)sponsored Wastewater Conference in San Francisco earlier in the month where he had the opportunity to meet the new EPA Administrator,Douglas Costal.The Joint Chairman also reported that the General Manager had just returned from Washington D.C.and it appears as if Congress will soon act on the proposed amendments to the Federal Water Pollution Control Act (PL 92-500). Chairman Saltarelli advised the Boards that the Districts had received a letter from Pentech Division,Houdaille Industries,Inc.apologizing for any problems they may have caused the Districts in connection with their appeal regarding award of Job No.P2-23-2,to Catalytic,Inc.,the second low bidder. The Joint Chairman then called a meeting of the.Executive Committee for Tuesday,December 20,1977,at 5:30 p.m.and invited Directors Frese and Griffin to attend and participate in the discussions. ALL DISTRICTS . The General Manager reported further on his Report of the recent meeting in Washington D.C.with the General Manager Environmental Protection Agency (EPA) officials regarding the proposed amendments to the Water Pollution Control Act and regulations that would implement said amendments.The key issues that affect the Districts are marine secondary treatment,pretreatment and the allowance of ad valorem taxes for use.charges. It appears as if EPA’s attitude in Washington is going to be extremely restric tive on relaxing secondary treatment regulations,even though Congress has provided for waiver of the requirement.Mr.Harper advised that he had placed EPA on notice that unless secondary treatment regulations are reason able,the Districts and other major dischargers would pursue the matter through the courts.With regard to the ad valorem tax issue,the amendments allow use of ad valorem tax for residential users and “small non-residential users”, yet to be defined.The definition of the small non-residential user class is extremely important inasmuch as it could include up to 30,000 establish ments in Orange County which would require use permits,resulting in an extremely expensive administrative effort. Although adoption of the amendments appears imminent,many of the details which are generally provided for in implementing regulations remain unre solved.District and A1’~ISA staffs will work.closely in monitoring the regulations and we have requested EPA to submit them for our review prior to publication. The General Manager also reported briefly on sludge handling problems. LA/OMA,the regional study,is currently reviewing potential disposal methods;however,as our Districts phase the activated sludge facilities into operation it will be necessary to implement a practical program of sludge handling prior to the outcome of the LA/OMA work.The staff will be reviewing the problem with the Executive Committee in the near future.
