ALL DISTRICTS The Joint Chairman advised that the regional
Report of Joint office of the Environmental Protection Agency
Chairman had upheld the Board’s denial of the appeal
filed by Pentech/Houdaille relative,to rejec
tion of their bid proposal and award of Division 1 -Oxygen Generation and
Storage Facilities and Division 2 -Oxygen Dissolution Facilities for 75 MGD
Improved Treatment at Plant No.2,Job No.P2-23-2,to the second low bidder,
Catalytic,Inc.
Chairman Saltarelli then reported on a recent Executive Committee review of
new state regulations concerning solid wastes which have a potentially
significant impact on the disposal of such wastes in Orange County and
throughout California.In this regard,there is presently an opening on the
State Solid Waste Management Board and it is the recommendation of the
Executive Committee that City Councils and the Board of Supervisors urge the
Governor to fill it with at least one representative from the Orange County
area.The Chairman then read a list of Orange County candidates which had
been submitted by the Board of Supervisors to the State.
The Joint Chairman then called a meeting of the Executive Committee for 5:30
p.m.,November 30,1977,and invited Directors Dostal and Evans to attend
and participate in the discussions.
ALL DISTRICTS The General Manager reported that he had just

information relative to proposed amendments to the Federal Water Pollution
Control Act of 1972 (PL 92-500).The primary issue yet to be resolved is
the provision to allow ad valorem taxes for use charges.He advised that if
the Committee could resolve the matter a bill would be forthcoming within a
few days,otherwise a compromise bill would probably be delayed until after
the first of the year.Mr.Harper also commented briefly on the industrial
cost recovery (ICR)provision in the bill.It appears as if implementation
of ICR will be delayed for 18 months pending a one-year study.

Adopting resolution Congressmen on the House Public Works Committee
expressing appreciation had been very instrumental in passing the

appreciation to said Congressmen for their efforts to amend the Federal
Water Pollution Control Act (PL 92-500),which’such amendments will result
in substantial savings in future operating costs to the taxpayers of Orange•

The General Counsel reported further on the
Board’s rejection of the appeal filed by
Pentech/Houdai.lle regarding the award of
Job No.P2-23-2 to the second low,bidder,
which said rejection had been sustained by the Environmental Protection
Agency and added that there was a’possibility that Pentech/Houdaill,e might
appeal EPA’s decision to the General Accounting Office.‘However,s~uch an
appeal would not cause further delay or suspension of the work.

the District in the vicinity of the southerly
corner of East Lemon Heights Drive and Lower Lake Drive~,he received,ordered

posed Annexation No.75 -Nelson Annexation to County Sanitation District
No.7).
DISTRICT 7 The staff reported that properties on the
Report on future back side of the Red Hill area have been
annexations to the developing and seeking annexation to the
Districts in the Peter’s District.Initially this area was j~
Canyon Drainage Area District No.7,but was withdrawn at the
the request of the Irvine Compai~y.

Later
this area was placed in the sphere of influence o.f the Irvine Ranch Water
District.Until the area was de-annexe~,a master planned line waspro
posed up Peter’s Canyon to serve this drainage area.However,upon with
drawal,plans for the proposed line were abandoned inasmuch as the Irvine
Ranch Water District had proposed to construct a line through Peter’s Canyon.
As the properties annex to District No.7,their wastewater is pumped over
the hill resulting in substantial pumping costs which are financed by the
70th Sewer Maintenance District at a present tax rate of approximately 80
cents.The staff advised Directors that if District No.7 is to serve the
area,it should be master planned in order to provide a proper collection
system and sought direction from the Board in this regard.
Following a general discussion it was the consensus of the Direètors that
the staff should request the Irvine Ranch Water District ‘to declare their
intent with regard to serving the territory tributary to Peter’s Canyon,
following which the Board would further consider the matter.
