ALL DISTRICTS The Joint Chairman briefly reported on two Report of Joint upcoming meetings with officials of the Chairman Environmental Protection Agency and the State Water Resources Control Board.Ex pediting completion of the Districts’Environmental Impact Statement and the Districts’future construction prograim will be the main topic discussed. Chairman Winn stated that he would convey the Directors’reluctance to proceed with additional secondary treatment until such time as the pending legislation regarding marine discharges is acted upon,and requested further input from Board members in this regard. Joint Chairman Winn also reported on his attendance at the California Association of Sanitation Agencies quarterly executive committee meeting held in Carmel on November 12th and 13th,and recognized Directors Wood and Olson,and the Director of Finance who commented on the CASA meeting. ALL DISTRICTS The General Manager briefly reported on a Report of General recent meeting between the Association Manager of Metropolitan Sewerage Agency (AMSA)~ and the Administrator of the Environmental Protection Agency in Washinton,D.C.,relative to industrial pretreatment requirements.Four alternate plans have been proposed and will be published in the Federal Register for public comment. Mr.Harper also advised Directors of an upcoming meeting of major West Coast sewerage agencies for the purpose of formulating a united position In support of proposed changes in requirements for ocean dischargers. DISTRICT 5 The General Manager reported that the Staff report re Status of California Coastal Zone Conservation Coastal Commission Permits Commission,at their hearing on December re Contract 5-20 6th,refused the District~s request..for a straw vote on the issuance of a permit for construction of the Back-U Bay Trunk Sewer,Contract No.5-20.Therefore, as previously directed by the Board,a deferral of the matter until after January 1,1977,was requested and approved. Inconnection with the executed Back Bay Trunk Sewer (Material Purchase Only) Pipe Supply Contract No.5-20A,the Chief Engineer reported that the supplier has verbally agreed to delay any action on the contract for 120 days pending outcome of the permit issue.
