MINUTES OF THE SPECIAL MEETING
November 2,1972 —7:00 p.m

A special meeting of the Boards of Directors of County
Sanitation Districts Nos.2 and 3,of Orange County,California,
was held •at the above hour and date.
The Chairman of DIstrict No.2 called the meeting to order at 7:00
p.m.The roll was called,and the Secretary reported a quorum present.

DISTRICTS 2 &3 Chairman Smith reviewed the activities
Approving recommendations of the Special Committees for Studying
of Special Committees Annexation and Connection Fee Policies
Studying Annexations and for Districts Nos.2 and 3.It is the
Connection Fee Policies Joint recommendation of the Committees
that the Districts adopt an ordinance
amending their respective connection and use ordinances to reflect
a minimum connection charge for residential dwellings and indus
trial and commercial buildings as follows:
(a)Single Family Dwelling Buildings —$50.00 per dwelling unit
(b)Multiple Family Dwelling Buildings —125.00 per dwelling unit
(c)Commercial,Industrial &Public Buildings

6 inches or less $50.00
8 inches 100.00
10 inches 200.00
12 inches 300.00

Single family dwellings would be charged the minimum fee in
that the Districts’sewer system capacity has primarily antici—
pate~this type of .general development.The Committees fui4ther
recommend that hearings.on the proposed connection charges be (tIj~)
held to permit expressions of opinion by the public prior to
adoption of any ordinance.If the proposed ordinances are adopted,
the Committees recommend approval of a standard agreement for
collection of the charges by the local sewering entities and
providing for a 5%fee for said services.
Following a lengthy discussion,it was moved,seconded and
duly carried:
That the report and recommendations of the Special Committees
for Studying Annexation and Connection Fee Policies for County
Sanitation Districts Nos.2 and 3 be received,filed and approved.
DISTRICT 2 It was moved and seconded that County
Consideration of joint Sanitation District No.2 conduct a
public hearing with public hearing on the proposed
District No.3 re ordinance to amend the Uniform
p~çposed connection fees Connection and Use Ordinance on a
separate date from the hearing to be
conducted by District No.3.The motion failed to carry.
DISTRICT 3 It was moved,seconded and duly carried:
Consideration of joint
public hearing with That County Sanitation District No.3
District No.2 re conduct a publIc hearing on the proposed
p~çposed connection fees ordinance to amend the Uniform Connection
and Use Ordinance on a separate date
•from the hearing to be conducted by District No.2.

DISTRICT 2 Moved,seconded and duly carried:
Setting public hearing
date for consideration That the Board of Directors of County
of Ordinance 203 Sanitation District No.2 hereby
declares its intent to consider
Ordinance No.203,an ordinance amending Ordinance No.202,
providing for a minimum connection charge for residential
dwellings and Industrial and commercial buildings,at an
adjourned meeting on December 20,1972,at 7:30 p.m.
DISTRICT 3 Moved,seconded and duly carried:
Setting public hearing
date for consideration That the Board of Directors of County
of Ordinance 303 Sanitation District No.3 hereby
declares its Intent to consider
Ordinance No.303,an ordinance amending Ordinance No.302,
providing •for a minimum connection charge for residential
dwellings and industrial and commercial buildings,at an
adjourned meeting on January 3,1973,at 7:30 p.m.
DISTRICTS 2 &3 The Director of Finance reviewed
Report on proposal to the financial aspects of the proposal
refund certain outstanding of Boettcher and Company to exchange
bonds certain 1959 Series “A”General
Obligation Bonds due 1986 through
1989 for refunding bonds dated 1972 through 1980.
DISTRICT 2 Moved,seconded and duly carried:

The Chairman then declared the meeting so adjourned at 8:00 p.m.,
