MINUTES OF THE ADJOURNED REGULAR MEETING
June 27,1972 -5:00 p.m

Pursuant to adjournment of the regular meeting held June 14,
1972,the Board of Directors of County Sanitation District No.7,
of Orange County,California,met in an adjourned regular meeting
at the above hour and date,in the District offices.
The Chairman called the meeting to order at 5:00 p.m.

initiation of proceedings to annex
approximately 22 acres of territory
to the District (Proposed Annexation No.30 -Tfàct 6232).
Certified copy of this resolution is attached hereto and made
a part of these minutes.
Requesting Santa~Ana and The General Manager reported that
Tustin release Main Trunk letters had been sent to the cities
Funds for financing 7-5-1R of Santa.Ana and Tustin requesting
concurrence of their Councils on the
proposed routing of the West Relief Trunk Sewer through their
respective cities.Mr.Harper stated that the staff of each
city had expressed approval of the proposed routing.Santa Ana
would utilize 54%of the ca.pacity and Tustin 11~6%of the capacity
in the West Relief Trunk which is proposed to be financed from
accumulated connection fees held by the two cities in their
County Sanitation District Number Seven Main Trunk Funds.
Following a discussion of the proposed financing arrangements,
it was moved,seconded and duly carried:
That the General Manager be directr~d to forward requests tc~the
Cities of Santa Aria and Tustin to release sufficient monies from
their respective County Sanitation District Number Seven Main
Trunk Funds to finance construction of the West Relief Trunk,
Contract No.7-5-lR.

Approving in orinciple Chairmen Miller reported that he had
delegation of authority requested that a policy item regarding
to approve change orders delegation of Board authority for
to General Manager approval of change orders to construc
tion contracts be placed on the
agenda.Mr.Miller stated that he was of the opinion that the
Board should delegate to the General Manager,the authority to
approve change orders to construction contracts up to a specific
maximum dollar amount.
Following a general discussion concerning this policy matter,
during which the General Manager reviewed the District’s present
purchasing authority,it was moved,seconded and duly carried:
That delegation of the authority to approve change orders to
cojistruction contracts to the General Manager is hereby approved
in principle;and,
That the limit of said authority shall be $2,000 for each change
order,as set forth in the District’s adopted policies and
procedures for purchase of supplies,equipment and services,
subject to a statistical review by the Board of the amounts of
past change orders;and,
FURTHER MOVED:That said delegation of authority to the General
Manager to approve change orders to construction contracts,
shall be subject to concurrence of the General Counsel.

Reach 53 with reimbursable projects:Main Street Subtrunk East,
Reaches 4i &42,Contract 7-2C-1;Jamboree Road Subtrunk No.1,
Reach 47,Contract 7-2C-2;and McGaw Avenue Subtrunk Portion of
Reach 49,and Jamboree Road Subtrunk No.2,Reach 52,Contracts
7-2D-)4 &7-2D-5.
