The General Manager called the meeting to order at 6:30 p.m.. The roll was called,and the Secretary reported a quorum present. DISTRICT NO.3 DIRECTORS PEESENT:Robert Battin,Norman Culver, Jesse Davis,Donald L.Fox,Jack Green,Alicita Lewis,Charles Long, Wade Herrin,H.K.Holden,Derek McWhinney,Robert Root,George Scott,Mark Stephenson,Charles Stevens,Jr.,and Cor Vanderwaal DIRECTORS ABSENT:Otto Lacayo DISTRICT NO.11 DIRECTORS PRESENT:David Baker,Henry Duke,and Norma Gibbs DIRECTORS ABSENT:None STAFF MEMBERS PRESENT:Fred A.Harper,General Manager, - Paul G.Brown,Assistant General Manager,J.Wayne Sylvester, •Secretary,and Ray Lewis OTHERS PRESENT:Milo Keith,Joe Muroney and Peter Shea DISTRICT 3 In the absence of a Chairman,it was Appointment of moved,seconded and duly carried: Chairman pro tern That Director Wade Herrin be- appointed Chairman pro tern. Huntington Beach Jack Green Alvin Coen 3 Huntington Beach Henry Duke Alvin Coen 11 La Habra Charles Stevens,Jr.Win.Roberts 3 La Palma Cor Vanderwaal Edwa~’d J.Byrne 3 Los klamitos Charles Long Kenneth Miller 3 Albert Nuijens 3 DISTRICTS 3 &11 Staff report on state and federal grant application for Knott Interceptor, Contract No.3-17;and authorizing contract with J.F.Shea Company,Inc. be dated June 30,1972 The General Manager reported that the staff had been advised by the Environmental Protection Agency that a recent interpretation of federal regulations in connection with construction grants provides that funds shall not be reimbursed unless a grant offer on the project was made prior to the contract date. The Genera.l Manager reported that under provisions of the specifications for the Knott Interceptor,a Portion of Reach 1, and Reaches 2 and 3,the contract,authorized by the Board on April 12th,would be dated May 23,1972.At a recent meeting in Sacramento,state and federal officials indicated it was unlikely that a grant offer on the Knott Interceptor would be made prior.to the May 23rd anticipated contract date. In order to allow maximum time for receipt Of a grant offer, it was the staff’s recommendation that the contract date for the Knott Interceptor,Contract No.3-17,be established as June 30,1972.State and federal officials have Indicated that this would be acceptable and that,in all likelihood,a grant offer.,if made,would be forthcoming by that date.The contractor,J.F.Shea Company,Inc.has indicated approval of this procedure as this will enable him .to proceed with ordering of pipe for the project. In connection with the grant application on subject project, the General Manager also pointed out that the State Water Resources Control Board is apparently going to use the District’s application as a test case in connection with a request for waiver of the 85%BOD removal requirement of the Environmental Protection Agency for grant recipients. Following further discussion it was moved,seconded and duly carried: That the contract known as the Knott Interceptor,a Portion of Reach 1,and Reaches 2 and 3,Contract No.3-17,be dated June 30,1972;and that the General Manager be authorized to issue a notice to proceed with construction on or after June 30, 1972,to J.F.Shea Company,Inc.,contractor Stanton Alicita Lewis S. -2- N- 4/27/72 DISTRICT 3 Moved,seconded and duly carried: Adj ournnient That this meeting of the Board of Directors of County Sanitation District No.3 be adjourned.
