The Chairman called the meeting to order at 7:00 p.m.The roll was called and the Secretary.reported a quorum present. Directors present:Clifton C.Miller (Chairman), Wade Herrin,Ellis N.Porter, Howard Rogers,Don Smith and Robert Battin Directors absent:None Fred A;Harper,General Manager, Paul G.Brown,Assistant General Manager,J.Wayne Sylvester, Secretary,Ray E.Lewis,Wm. Clarke and Georgia Crabb Conrad Hohener,H.Harvey Hunt, Donald Stevens,Maridayle Thompson Peay,Leonard Shelton,Ronald Tiday,William Evans,Arnold G. Hewett~and Lee Fischer Report of Engineer in Conrad Hohener of Boyle Engineering, connection with Annexation Districts’consulting design of areas with planned increased engineer,distributed copies of land use densities a report entitled ~Study of Potential Increases in Sewage Flow Resulting Prom the Possible Rezoning of Certain Areas in and Adjacent to the Northerly Portion of County Sanitation District No.7 from Low Density Residential to Medium Density Residential Land Use”. Mr.Hohener reviewed the report in detail and advised the Board that there was approximately 2,800 acre.s of land presently outside the District boundaries that would logically be served by District No.7.This area was considered as planned low density R—l (1-6 dwelling units/acre)land use in the preparation of the Master Plan of Trunk Sewers,in accordance with the adopted land use plan of the County of Orange.Mr.Hohener stated that his studies indicated If the land use were increased from low density R—l (1-6 dwelling units/acre)to medium density R—2 (7—16 dwellin~units/acre),an additional capital outlay of approximately $500,000 would b~required to provide capacity in the District’s trunk system to handle flows generated by the higher density. 1 10/27/71 STAFF MEMBERS PRESENT OTHERS PRESENT It was the engineerts opinion that the connection charges generated from the higher density land,use basedon the current fee schedule,would not be sufficient to offset the cost of additional facilities required. It was then moved,seconded and duly carried:That the engineer’s report be received and ordered filed. Reconsideration of The Chair recognized Ronald Tiday, Petition for Annexation attorney for Maridayle Peay, of Tentative Tract No Executrix of the Estate of Marion 73~39 E.Jones.Mr.Tiday addressed the Board on behalf of the proponents for annexation of Tentative Tract No.7389 to the District. Following a lengthy discussion in connection with the Petition of Maridayle Thompson Peay for annexation of Tentative Tract No.7389,it was moved and seconded: That the Application and Petition for a Rehearing and Reconsideration of Petitions of Maridayle Thompson Peay for Annexation of Tentative Tract No.7389 to the District be approved. The motion failed to carry. Recess Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No.7 be recessed.
