Districts Nos.1,2,3,5,6,7,and 11,of Orange.County,California,
was held at 7:30 p.m.,September 8,1971,in the Districts’office
at io8L~4 Ellis Avenue,Fountain Valley,California.Following the
Pledge of Allegiance and Invocation,the roll was called and the
Secretary reported a quorum present for each District’s Board.

tests for Water Treatment Works
Operator under ~the California program sponsored by the
California Department of Public Health and the American
Water Works Association,to Leelon L.Cory,Grade III,
and Luther Ward,Grade IV..
Chairman Just then called an Executive Committee meeting
for 5:30 p.m.,Thursday,September 30th and invited
Directors Holden and Davis to attend and to participate
in the discussions.
The Joint Chairman recognized Director Hemeon who commented
on the book entitled “Earth Abides”which emphasizes
accomplishments of providing vital public services for
which the public is generally unaware and urged that all,
Directors read the book.

DISTRICT 7 The Districts’Deputy Chief Engineer
Discussion re reviewed the petition of Maridayle
Annexation of Thompson Peay,Executrix for the
Tentative Tract Estate of Marion E.Jones,in connection
No.73~9 with the proposed annexation of
Tentative Tract No.7389,and reported
that the proponents intend to develop the area to be annexed with
high density dwelling units.
The Board entered into a lengthy discussion in connection with
District policy regarding annexation of areas with planned
densities greater than anticipated in the master plan.The
District’Master Plan of trunk sewers was based upon the land
use plans of the County of Orange and the several cities within
the District,and facilities designed based upon flows that
would be generated by development under those plans.It was
pointed out that there was a substantial amount of unincorporated
territory now outside the District that would eventually be
sewered by District No.7.The potential flow from this territory
was considered in preparing the master plan.Directors
expressed their concern over the possibility of exceeding
capacities of facilities designed to serve area.s presently in
the DiGtrict.It was also ~ugge~ted that consideration
should be given to the land use policies of cities adjacent to
undeveloped areas.
