Pursuant to adjournment of the regular meeting held
July 1)4.,1971,the Board of Directors of County Sanitation
District No..2,of Orange County,California,met in an
adjourned regular meeting at the above hour and date.
The Chairman called the meeting to order at 5:30 p.m.
The roll was called and the Secretary reported a quorum
present;

That the letter from China Basin Municipal Water District dated
July 28,1971,in connection with their proposal to participate
in the Santa Ana River Interceptor and requesting a period of
30 days to evaluate said participation,bereceived and ordered
filed.

That the Project Construction Schedule prepared by Lowry
and Associates,dated July 28,1971,be received and
ordered filed.
FTJRTIIER MOVED:That the staff and engineers be authorized
to meet.with representatives of the Chino Basin Municipal
Water District and the Orange County Water District and
attempt to arrive at a mutual agreement concerning capacity
rights and sharing of construction costs far the Santa
Ana River Interceptor Facilities.

That the letter from the Orange
County Water District dated
July 9,1971,offering to
pay one—half of costs for a feasibility study for a water
reclamation plant in District No.2,be received and ordered
filed.

with a feasibility study for a water reclamation plant
in District No,2,be received and ordered filed;and,
FURTHER MOVED:That the General Manager be authorized
to direct Lowry and Associates to proceed with said study
on a per diem basis not to exceed $10,000 including
printing and reproduction costs,provided that the
District is reimbursed by Orange County Water District
for one—half of said costs.

Report of Director of The Directôrof Finance reviewed
Finance re 1971—72 fiscal in detail the preliminary budget
year budget recommendations for the 1971—72
fiscal year.He reported that
the budget recommendations were based on the assumptions
that the Santa Ana River Interceptor would be constructed
without upstream capacity and that state and federal
participation would not be forthcoming.He recommended
that the Board defer consideration of any possible tax
rate increase necessary.to provide projected funds
required to continue construction of District Master
Plan facilities during the next five years,pending
determination of possible financial participation in the
Santa Ana River Interceptor by other agencies.

That this meeting of the Board of Directors of County
Sanitation District No.~2 be adjourned.The Chairman
then declared the meeting so adjourned at 6:30 p.m.,
